About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking innovative science and technology proposals through a Broad Agency Announcement (BAA) for the Research, Technology, and Integration (RTI) Directorate. The BAA invites industry to submit proposals addressing three technical portfolio areas: Soldier & Platform Mission Equipment, Spectrum Dominance & Intelligence, and Advanced Technology. Proposals will be evaluated based on factors including overall scientific and technical merit, potential contributions to the DoD mission, intellectual property and data rights, program management, past performance, and cost/price. The procurement will utilize a two-step process where white papers are first submitted and reviewed, with selected offerors then invited to submit full proposals. The BAA will remain open for five years, from November 1, 2022, to October 31, 2027, with white papers accepted on a rolling basis and proposals by invitation only through a Request for Full Proposal (RFFP) email.
The solicitation does not have a specific set-aside designation and anticipates multiple awards through either FAR-based procurement contracts or Other Transaction Agreements (OTAs) for prototypes. Awards may be cost-reimbursable (CPFF) or fixed-price (FFP), with the government intending to fund only the most meritorious proposals. Proposals must demonstrate U.S. citizenship for all contractor and subcontractor personnel and comply with cybersecurity requirements, including NIST SP 800-171. The technical proposals are limited to 60 pages, and cost proposals have no page limit. While specific award values are not disclosed, the BAA focuses on developing and integrating command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance technologies to enable information dominance and decisive lethality for networked Soldiers. Selected offerors will be notified within 180 days to submit full proposals, with the government potentially utilizing non-government advisors in the evaluation process.
