About this file

This is an Opportunity Notice (Enclosure 1.4) for the Nuclear Environments Test (NET) Technology Area under the Test & Evaluation/Science & Technology (T&E/S&T) Broad Agency Announcement (BAA) W900KK-22-R-0012. The opportunity is managed by the Department of the Army Materiel Command Contracting Command Orlando Contracting Center. White paper submissions are due by 04 May 2026 at 11:59 pm Eastern Time, with no supporting documentation accepted after this deadline. The BAA remains active through 14 March 2037 with anticipated annual updates.

The Government seeks solutions for the fabrication of a high-G centrifuge capable of testing Inertial Measurement Units (IMUs) in nuclear environments. Key technical requirements include achieving 330g maximum acceleration at the counter-rotating platform and test cell centers, with a primary rotating element radius of 5-8 feet, micro-inch and arc-second level precision in measuring position, rate, and attitude, and multi-axis repositioning capability. The centrifuge must incorporate a counter-rotating platform to prevent gyro and accelerometer saturation, maintain continuous power and signal connections during operation, incorporate safety built-in test functionality, minimize vibration exposure, and include a long-term sustainment and facility plan for affordability. The T&E/S&T Program targets Technology Readiness Levels 3-6, accepts high technical risk for innovative solutions, and seeks technology that improves DoD test and evaluation quality, cost-effectiveness, and timeliness. Prospective offerors must submit white papers to the contracting officer, contract specialist, and distribution list identified in the BAA documentation.

IN-CYCLE OPPORTUNITIES

A-8: 1 TRMC T&E/S&T BAA Enclosure 1.4: page 1 Return to Table Domain 2 – Threat Induced Effects Fabrication of a High-G Centrifuge for Inertial Measurement Unit (IMU) Testing The Nuclear Environments Test environment requires an affordable and sustainable high-G centrifuge to conduct successful testing. The centrifuge must be capable of testing future high-G and high-accuracy passively cooled strap-down IMUs. Although high-G and precision centrifuges exist, achieving an extremely high precision/high-G centrifuge with counter-rotation for the element under test has proven difficult to realize. The precision requirement presents challenges necessary to establish inertial environment “truth” that can be compared with the output from the IMU under test. The Government seeks a solution that ensures precision and reliability during IMU testing.

Desired Objectives:

Technologies are needed to:

· Enhance testing accuracy to minimize radius and rate errors, such as employment of an arm radius of 5-8 feet.

· Provide a counter-rotating platform (CRP) to keep gyros and accelerometers from saturating and accumulating error.

· Permit a test item acceleration capability of 300 g or higher.

· Provide a micro-inch and arc-second level precision in measuring position, rate, and attitude.

· Allow multi-axis test article repositions by control system or remounting to achieve maximum observability of all sensors inertial error terms.

· Provide continuous power and signal connections to the IMU during operation.

· Provide a safety built-in test (BIT) to ensure desired probability of detected failure or impending failure.

· Minimize vibration exposure to the IMU during operation.

· Provide a design that incorporates the required facilities and sustainment plan for long-term use and affordability.

As part of this solution, the Government also seeks to identify Risk Areas for Transition, such as sustainment plans and facility requirements.

ADDITIONAL INFORMATION PROVIDED IN REVISION 1 – 15 APRIL, 2026
