About this file
This Broad Agency Announcement from the Department of the Army seeks proposals for research, development, test, and evaluation of technologies to support test and evaluation activities across the full spectrum of Department of Defense acquisition. Technologies at Technology Readiness Levels 3-6 will be considered with the goal of improving the quality, cost effectiveness, and timeliness of DoD test and evaluation. Proposals must address a specific Test Technology area and Topic of Interest described in the individual Opportunity Notices released under this BAA and will be accepted on a rolling basis through January 2023. Cost estimates and management plans should be included broken down by fiscal year. Innovative, higher risk technologies are encouraged if potentially providing significant advancement.

Use of this template is mandatory for all abstract submissions to this BAA. This document must include all components described herein and must be submitted in .pdf, .odx, .doc, or .docx formats. All submissions must be written in English and all pages shall be formatted for printing on 8-1/2 by 11-inch paper with 1-inch margins and font size not smaller than 12 point. Font sizes not smaller than 8 point may be used for figures, tables, and charts.
Inclusion of controlled unclassified information (CUI) is not authorized in an abstract. Interest level of Test Technology Area Executing Agents may allow for follow-up information if desired.
Company proprietary information is discouraged to facilitate simplified intra-Government communications regarding interest and potential value of a submission.
Potential offerors are responsible for clearly identifying proprietary information. Submissions containing proprietary information must have the cover page and each page containing such information clearly marked with a label such as “Proprietary” or “Company Proprietary.”
The ‘Other Test Technologies’ domain and topic numbers shall be “0” for both.
Abstracts shall not exceed a maximum of 4 pages.

ABSTRACT FOR OUT-OF-CYCLE SUBMISSION CONSIDERATION
TRMC T&E/S&T BAA Attachment 11: page 1 Test and Evaluation (T&E) Need Validation [The offeror shall provide a short description of the proposed test technology development and impact, then summarize how it satisfies the T&E need identified in the topic. This is a critical gatekeeper condition for eligibility. When responding to the ‘Other Test Technologies’ topic, the offeror shall clearly describe how T&E benefit is satisfying a currently undefined need. This may address a critical need that the Government is currently unaware of (e.g. an “unknown unknown”).]
DoD T&E Benefit [The offeror shall provide a brief description or visualization of how this technology would be used in T&E (specific examples, use cases, a concept of operations, etc.) to more clearly convey how the DoD would benefit from this technology in conducting developmental, operational, and/or live-fire T&E. Describe what is being proposed and what difference it will make (qualitatively and quantitatively) if successful.]
Science and Technology Proposed [The offeror shall clearly delineate the technology advancement this effort is addressing and undertaking. The offeror shall also include an assessment of the current state-of-the-art and how the proposed work will advance it, that is, “push the envelope” beyond limitations of what can be done today. Describe the innovative aspects of the project in the context of existing capabilities and approaches. In addition, the offeror shall assess the starting Technology Readiness Level (TRL) for the proposed work, as well as identify the ending TRL for the technology after the proposed test technology development. The technology must be developed within the specified TRLs of this BAA. If not, the offer is not eligible for consideration. DoD TRL definitions: https://api.army.mil/e2/c/downloads/404585.pdf ]
Technical Plan [Provide answers to the following questions:
· How feasible is the approach taken and why do you think it will be successful?
· What scientific principles are used to achieve the result?
· What is the phased approach and estimated periods of performance (PoP) and total project PoP?
Also, outline and briefly address technical challenges inherent in the approach and possible solutions for overcoming potential problems. Provide appropriate measurable milestones (quantitative if possible) at intermediate stages of the project with respective durations to demonstrate progress, and a brief plan for achieving the milestones.]
Project Team Capabilities/Management Plan [Provide a brief summary of expertise of the team, including sub-awardees. While teaming arrangements do not need to be finalized at the time of abstract submission, mention of potential teaming/collaboration arrangements is highly encouraged. Identify a principal investigator for the project and include a brief description of the intended team’s organization including roles and responsibilities.]
Cost and Schedule [Provide a cost estimate for resources (e.g., labor, materials) and any subawardees over the entire program (base + options), broken down by Contractor Fiscal Year]
Bibliography (Optional) [Insert a page break after the prior element is completed to separate the Bibliography for page count validation. Provide a brief (no more than 2 pages) bibliography with links to relevant papers, references, reports, etc.]
