About this file
This letter authorizes prospective offerors under Broad Agency Announcement W900KK-22-R-0012 to obtain quotes from the Computer Hardware Enterprise Software and Solutions contracts for information technology purchases required by Army end users. The letter provides the statement offerors must include with any requests for quotes from CHESS contractors and specifies that the authorization is effective until the completion of BAA W900KK-22-R-0012 or revocation by the contracting officer.
Broad Agency Announcement W900KK-22-R-0012 seeks proposals for research, development, test, and evaluation of technologies required to test and evaluate future warfighting capabilities across the full spectrum of Department of Defense acquisition, including developmental test and evaluation, operational test and evaluation, and live-fire test and evaluation. Prospective technologies should have technology readiness levels between three to six and not constitute basic or applied research. The Test & Evaluation/Science & Technology Program aims to fund innovations that could result in higher quality, more cost-effective, and timelier test and evaluation for the Department of Defense.

Prospective Broad Agency Announcement (BAA) Offeror
Dear Offeror:
As a prospective Offer under BAA W900KK-22-R-0012 where utilization of Computer Hardware Enterprise Software and Solutions (CHESS) as a source of supply for Information Technology purchases is a requirement for Army end-users, your firm/institution is hereby authorized to obtain quotes under any CHESS contract.
Although highly encouraged, this requirement is optional for other Department of Defense services that will be end-users/transition partners of the Test and Evaluation/Science and Technology final deliverable under potential contracts to be awarded under the cited BAA.
It is noted, however, that as a prospective Offeror you are not authorized to place any orders or acquire any items under a CHESS contract until your firm/institution is selected for contract award and a contract is duly executed.
When requesting quotes from any CHESS contractor, you shall include the following statement with your request for quotation:
“This quotation is requested under the written authority from Mr. Christopher L.
Crouch, Contracting Officer, U.S. ARMY Contracting Command – Orlando, Bravo Division, dated January 25, 2021.”
Additionally, please note that the effective date to obtain quotes from CHESS contractors is the date of this Letter of Authorization and it expires upon completion of W900KK-22-R-0012 or upon revocation by the Contracting Officer, whichever occurs sooner.
Sincerely, Christopher L. Crouch Contracting Officer
