About this opportunity
The U.S. Department of Agriculture Forest Service is procuring All-Terrain Vehicles (ATVs) and Utility Terrain Vehicles (UTVs) for wildland fire operations and forest management activities across multiple locations in the Pacific Northwest. The procurement encompasses three distinct vehicle categories: MVR #1 (All-Purpose Side-by-Side for Personnel and Cargo Transport), MVR #2 (Advanced Scout Vehicles), and MVR #3 (All Terrain Vehicle Type 1), with detailed specifications for engine size, safety features, towing capacity, and compliance with wildland fire standards. Vendors must provide base model vehicles that precisely match the individual asset specifications without any up-sell options, and all fire-designated vehicles must meet the Wildland Fire Off-Highway Vehicle Standard requirements. The evaluation will be based primarily on price for this firm fixed-price contract opportunity. The solicitation was posted on September 23, 2025, with amendments adding attachments on September 24, 2025, and questions and answers on September 26, 2025, and proposals are due by 10:00 AM Pacific Time on September 29, 2025.
This procurement is designated as a Total Small Business set-aside, restricting competition to qualified small business contractors. The solicitation calls for the supply and delivery of 17 four-wheel-drive UTVs and 1 six-wheel-drive UTV, with vehicle specifications ranging from 2-seat to 6-seat configurations and engine requirements from 800 CC to 970 CC depending on the category. All vehicles must be delivered within 120 days of contract award to various Forest Service locations including Bend, Oregon; Lakeview, Oregon; Baker City, Oregon; Roseburg, Oregon; and locations in Washington state. The vehicles will serve diverse operational purposes including scouting high-elevation areas, hauling personnel and cargo to remote locations, performing wildland fire ignition operations, patrolling off-highway vehicle trails, and transporting materials in developed campgrounds, with some units capable of powering track systems for winter operations.

Supply and deliver to the ground to specified locations, turn-key ATVs and UTVs per individual asset specification requirements. All agreed to accessories and options shall be delivered with the asset. Offerors shall quote on the full specification document. Vendors should ask questions if requirements or processes are unclear. Offering should be the base model that most closely fits the individual specifications. “Up-sell” type options will not be accepted.
