About this file
This document is a detailed Minimum Vehicle Requirements (MVR) specification sheet for an All-Purpose Side-by-Side UTV procurement by the US Forest Service. The specification outlines precise technical requirements for a utility terrain vehicle (UTV) intended for off-highway use, specifically for wildfire and prescribed fire activities, with 2-3 seats and comprehensive operational standards. Key requirements include a minimum 800 CC engine (gasoline or diesel), liquid cooling, on-demand all-wheel drive, 1500# tow capacity, 600# rear bed capacity, electric power steering, full protective features (skid plates, windshield, doors, roof), and compliance with ANSI/OPEI or ANSI/ROHVA standards.
The procurement is part of a larger solicitation (1240BK25Q0096) by the Department of Agriculture Forest Service for ATV/UTV acquisition, with delivery required within 120 days of award to the Fremont-Winema National Forest Fleet in Lakeview, OR. The vehicles will be used for diverse purposes including personnel and cargo transport, scouting remote areas, wildland fire operations, trail patrol, and material handling. Vendors must precisely meet the specified requirements, with no "up-sell" options permitted, and must provide documentation certifying compliance with the national Wildland Fire Off-Highway Vehicle Standard dated January 2022.
