About this file

This file is a detailed specification document for a Utility Terrain Vehicle (UTV) procurement by the U.S. Forest Service. The document outlines minimum vehicle requirements (MVR #1) for an all-purpose side-by-side UTV designed for off-highway use, specifically for wildfire and prescribed fire activities. The specifications include comprehensive technical requirements spanning 30 line items, covering critical aspects such as engine size (minimum 800 CC), seating configuration (2-3 seats with 3-point seatbelts), drivetrain characteristics (on-demand 4x4 with low range), safety features (rollover protection structure), and additional equipment like winch, windshield, doors, and roof.

The procurement is part of a larger solicitation (Number 1240BK25Q0096) by the Department of Agriculture Forest Service for ATV and UTV acquisition, with delivery required within 120 days of award to the Fremont-Winema Equipment Shop in Lakeview, Oregon. Vendors are required to provide detailed responses indicating compliance with each specification, including potential alternatives and associated costs. The document emphasizes that the UTV must conform to specific standards like ANSI/OPEI B71.9-2016 and be suitable for challenging terrain and fire-related operational requirements. The point of contact for this procurement is Stacey Havel, who can be reached at stacey.havel@usda.gov or 541-947-6211.
