About this opportunity
This Special Notice is a draft Request for Proposal (RFP) published by the Department of the Navy's Naval Air Systems Command, specifically the Naval Air Warfare Center Aircraft Division (NAWC-AD). The Aircraft Instrumentation Division (AID) within the Digital Analytics Infrastructure and Technology Advancement (DAiTA) Group is seeking a follow-on contract for comprehensive contractor support services. The solicitation is designated as N0042124R0081 and is set aside entirely for small businesses. The contract will provide technical, engineering, supply, administrative, program analysis/management, and facility support services. The government has issued multiple updates to the draft RFP, providing responses to industry questions and revised documentation, with the final RFP anticipated for release in mid-September 2025.
The primary objective is to secure contractor support services for aircraft instrumentation design, development, procurement, installation, testing, evaluation, calibration, modification, operation, and maintenance across various Navy aircraft, weapons, and engines. The contract structure will be cost-plus-fixed-fee (CPFF) with a one-year base period and four one-year option periods, totaling an estimated 1,037,462 labor hours. Eligible contractors must be small businesses with 1,000 or fewer employees under NAICS code 541715, and most personnel will require Secret security clearance with work performed primarily at Naval Air Station Patuxent River, Maryland. Contractors must demonstrate experience across 20 specific technical evaluation elements through a detailed experience verification worksheet, with the government planning to conduct one-on-one discussions with interested parties. The final RFP is expected to allow a 35-day proposal response period, with corporate experience being weighted more heavily than technical factors in the evaluation process.
