Document Page Paragraph Question Government Response

1 Draft RFP 61 L, Part A, 2.0 a)Is “drawing” and figure used interchangeably?

b)Would the Government please clarify what a drawing is and if it is embedded within a paragraph, does it still count as one page?

The statement "Drawing may be of any size and will count as one page” was removed, please review the updated Section L, Part A, Section 2.0 within the updated Draft RFP.

2 Draft RFP 61 L, Part A, 2.0 Please confirm this applies to 11x17 size paper.

The statement "Drawing may be of any size and will count as one page” was removed, please review the updated Section L, Part A, Section 2.0 within the updated Draft RFP.

3 Draft RFP 2 Section A

In RFP N0042124R0081, Section A, page 2 of 86, under Notice to Offerors it states: “The NAICS code is 541715 and the small business size standard is 1,000 employees. However, according to the SBA Table of Small Business Size Standards, NAICS 541715 (Exception 1 – Aircraft, Aircraft Engine and Engine Parts) whose size standard is 1,500 employees, would seem to be the more appropriate size standard for this tasking. Will the Government please clarify the size standard with respect to Exception 1?

This NAICS code was included in the sources sought published on SAM.Gov. The NAICS code 541715 and the small business size standard of 1,000 employees will be utilizied for this procurement.

4 Draft RFP Section L, Part A General Instructions 2.0 Electronic

Proposal Format

Part A General Instructions 2.0 Electronic Proposal Format states “All pages should be numbered with section and page numbers.” (Draft RFP Page 61 of 86) Does “section” refer to volume number? If not, please clarify this requirement.

Section L, Part A, Section 2.0 within the Draft RFP was updated to read as, "All pages should be numbered with the volume and page numbers."

5 Draft RFP Section L, 3.0 Table 1 Section L.3.0. Table 1, states "each volume shall contain the following information: -Cover and title page". Please clarify the difference between a cover page and a title page.

The Cover page and title page are considered one single page.

6 CDRL CDRL A012 - BLK 12

CDRL A012 - BLK 12 states, “Offeror to submit as part of their proposal to the Government” (Exhibit A CDRLs Page 12 of 15) 1) There is no Management Plan referenced in Section L or M of the draft RFP. Is the entire Management Plan per CDRL A012 to be submitted with proposals, or “some sections” as stated in SOW 3.1.3.12? If “some sections” are to be submitted, please clarify which sections shall be addressed. 2) If required, where within the proposal shall the Management Plan be included, and are there any page limitations?

The Government will amend Exhibit A CDRL A012 and the SOW to align with Section L, Part B, Section 2.1.

7 Draft RFP

The RFP defines A “principal subcontractor” as a subcontractor who provides at least 20% of the Level of Effort (LOE) proposed (excluding the Offeror’s profit/fee) for the contract. However, the RFP generally references “subcontractor” within Volume 3 without distinguishing between a “principal subcontractor” or a “subcontractor.” The RFP also defines “principal entities” but does not refer to them in Volume 3. Will the Government clearly define requirements related to terms such as principal subcontractor/subcontractor/principal entity/offeror, especially within Volume 3?

The draft RFP was updated to address the Offeror, principal entities, and all subcontractors within Volume 3.

8 Draft RFP Part A General Instructions, 2.0

Electronic Proposal Format

Part A General Instructions, 2.0 Electronic Proposal Format states, “graphs and tables shall be presented in no smaller than a 10 pt font and should contain a grid, which allows values to be read directly from the graph.” Will the Government clarify its definition of "grid" (ex: table borders)?

The statement within the draft RFP was updated to, "All graphics, including graphs drawings, and tables, shall be presented in no smaller than a 10 pt."

9 Draft RFP Part A General Instructions, 2.0

Electronic Proposal Format

In reference to CD-ROM submission, the RFP states, “the package shall be stamped or marked “Controlled Unclassified Information” and “Source Selection Information – See FAR 2.101 and 3.104.” The RFP does not list these same requirements for electronic submission of proposals. Does the Government require electronic submissions to be marked in the same manner?

Section L, Part A, Section 2.0 of the Draft RFP was updated to include, "All proposal documents shall be marked as “Controlled Unclassified Information” and “Source Selection Information – See FAR 2.101 and 3.104.”

10 Draft RFP 68 Part B, 2.2 Will the Government release a Draft of the Sample Task Order as soon as possible or, if the Government plans to release a second DRFP, include it there?

The Government updated the Draft RFP to inlcude the background of the sample scenario within Section L, Part B, Section 2.2

11 Draft RFP 71 Part B, 3.2.3 Will the Government consider only requiring price/cost from Principle Entities as defined by the DRFP? Providing cost/price data only from principle entities will streamline the evaluation process, and all Prime Offerors can provide a subcontractor cost assessment as part of the Offeror narrative.

The Government will not amend the solicitation, as stated within Section L, Part B, paragraph 3.2.3, if subcontractors are proposed, they shall provide the same information required for the prime contractor, unless otherwise noted in the Price/Cost Information section.

12 Draft RFP 82 Part B, 2.2 Will the Government update text to state that it is referencing the SOW/PWS of the Sample Task Order and not the entire contract SOW?

Section L, Part B, Section 2.2 of the Draft RFP was amended to rename Sample Task as Sample Scenario.

13 Draft RFP 69 Part B, 3.1.1, (a) Will the Government confirm all work is to be performed at Government site or provide the Place of Performance by labor category?

SOW Paragraph 3.1.2.1 states the Governments estimated place of performance for all direct contract activities. This Corporate Offeror summary will depend on each Offerors approach and list of subcontractors.

14 Draft RFP 60,65 Part A, 1.0 Part B, 1.1

Will the Government consider lowering the percentage of workshare for principle subcontractors to 5%, and requiring Offerors to demonstrate the guaranteed workshare agreements through submittal of Teaming Agreements?

The Government will not adjust the principal subcontractor to less than 20%, however, Offerors shall review the definition of Principal entities for corporate experience.

15 Exhibit_A_CDRLs 15 NA Recommend at least 30–60 days after contract award. CDRL A014, OPSEC Plan will be removed from Exhibit A.
