About this file

The file is an Excel-based Cost Spreadsheet Template for a prime contractor's cost proposal, specifically for the Naval Air Warfare Center Aircraft Division's Aircraft Instrumentation Division (AID) follow-on contract (Solicitation N0042124R0081). The comprehensive template requires detailed cost breakdowns across a base year and four option years, mandating prime contractors to enter specific information including employee names, labor categories, employment status, work location, hours, rates, and indirect cost calculations.

The spreadsheet provides a structured format for capturing labor costs, including prime and subcontractor personnel, with sections for direct and indirect labor costs, fixed fees, other direct costs (ODCs), and total contract pricing. Key instructions include populating labor categories, specifying employment status (current, contingent, prospective), indicating full-time/part-time work, work location, and applying appropriate indirect rates and fixed fee percentages. The template supports a Cost-Plus-Fixed-Fee (CPFF) contract mechanism, with specific guidance on calculating fee per hour and ensuring alignment with contract section requirements.

Prime Contractor Instructions for Cost Spreadsheet (LOE) tab
1Enter Prime offeror name into cell C3.
2Enter all prime current employee or Contingent hire names in Column C (starting at row 9), If proposed employee is prospective leave cell blank. If necessary, insert additional rows, delete blank rows, but ensure integrity of formulas.
3Select the employment status (Current, Contingent or Prospective) in Column D.
4Select the prime labor category for the employee in Column E (starting at row 9). Labor categories having more than one position shall be listed with a separate row for each person performing work. For example, if the offeror proposes nine Aerospace Engineering, Instrumentation and Operations Technician, Senior, then the labor category Aerospace Engineering, Instrumentation and Operations Technician, Senior shall be listed four times along with their applicable rates and information.
5Only one worksheet shall be prepared for the entire period of performance.
6All cells shall be unprotected and unlocked, with formulas intact to show mathematical operations.
7All dollar figures shall be carried out no further than two decimal places. Use the rounding function.
8In column F, identify for the specific labor category individual whether they are full-time on this acquisition or part-time. Enter "F" for full-time or "P" for part-time.
9In column G, the Offeror shall insert a "K" if the worker will be performing at the Contractor's facility or a "G" if it will be performing in the Government Spaces. Regarless of the location, pricing will be in accordance with the Section L instructions to Offerors.
10Insert applicable indirect rates and apply accordingly. For example, if there are multiple fringe rates, insert separately and apply accordingly.
11For each subcontractor, enter the subcontractor name, total hours, and the "fully burdened rate" for each labor catgeory for each contract year. Labor categories having more than one position shall be listed with a separate row for each person performing work.
12Please note if more subcontractors are needed, the contractor may add additional rows to accommodate them but ensure integrity of formulas. Delete any blank rows, but ensure integrity of formulas.
13The prime should insert the subcontractor handling charge, if any.
14The prime should insert the fixed fee rate on Prime Labor applied to its cost.
15The prime should insert the fixed fee rate it is applying to the subcontractor labor, if any.
16Apply indirects to the Other Direct Costs if applicable and if in compliance with the RFP instructions. If necessary, insert additional rows, but ensure integrity of formulas.
17On the Summary tab, break out all costs by CLIN. Ensure that the total costs of the CLINs match Section B and the total on the Cost Summary Spreadsheet.
18In accordance with HTXT.232-9510 PAYMENT OF FIXED FEE, the resultant contract payment of fixed fee will be dollars per hour (based on the fixed fee divided by the level of effort in hours). Cells D165-D169, calculates the fee per hour as required to only two decimal places. The values stated in cell D165-D169 will be used to populate the fee per hour value within HTXT.232-9510.

The Offeror shall ensure the fee ceiling value calculated in cell E165 matches the value calculated in cell J134, cell E166 matches the value calculated in cell M134, cell E167 matches the value calculated in cell P134, cell E168 matches the value calculated in cell S134, cell E169 matches the value calculated in cell V134 . This ensures that the Offeror is able to earn the full fee if all level of effort (hours) are executed during contract performance. Following these directions will also ensure that the fee ceiling for CLINs on resultant TOs can be calculated correctly with no errors due to rounding.
