About this file

This document is a Ground Operations Procedures (GOPs) Requirements attachment for a federal contract, specifically detailing the minimum required GOP programs for the Aircraft Instrumentation Division (AID). The document outlines 10 mandatory GOP programs (numbered 5000-5010) that contractors must develop and implement, including Training/Qualification, Foreign Object Damage Prevention, Tool Control, Egress System Maintenance, Test Equipment Calibration, Corrosion Control, Hazardous Materials Handling, Electromagnetic Interference/Electrostatic Discharge, Safety, and Quality Assurance.

Each GOP program has specific requirements and objectives focused on ensuring safe, controlled, and high-quality operations when working with aircraft. The document emphasizes that while the contract does not involve flight operations, ground operations must be meticulously documented and managed. Contractors must create standalone, comprehensive documents for each GOP program, use the prescribed numbering system, comply with NAVAIRINST 3710.1(series) instructions, and design procedures with end-users in mind, ensuring clarity, conciseness, and practical applicability.

GOP Requirements N00421-24-R-0081

SOW Attachment 1c, p1

SOW Attachment 1a

AID Ground Operations Procedures (GOPs)

Guidance

SOW Attachment 1c, p2

SECTION I

The contract clause titled Ground and Flight Risk specifies the following:

DFARS SubPart 252.228-7001 Ground and Flight Risk

(b) Combined regulation/instruction. The Contractor shall be bound by the operating procedures contained in the combined regulation/instruction entitled “Contractor’s Flight and Ground Operations” (Air Force Instruction 10-220, Army Regulation 95-20, NAVAIR Instruction 3710.1 (Series), Coast Guard Instruction M13020.3, and Defense Contract Management Agency Instruction 8210.1(series)) in effect on the date of contract award.

AID does not perform flight operations. Therefore, Section 4 ‘Flight Operations’ is not applicable to this contract. Only ground operations and ground related tasking apply.

NAVAIRINST 3710.1H identifies a minimum set of ground operations that must be addressed, if performed. As shown by 3710.1H paragraphs below: These GOPs are detailed documents personnel are to follow. It also requires addressing all hazardous ground operations—not only the ones specified in this document (highlight below was added to emphasize requirement).

NAVAIRINST 3710.1H

CONTRACTOR’S FLIGHT AND GROUND OPERATIONS

3. Contractor’s Written Procedures

3.8 Procedures, Preparation, Format, and Content

3.8.1.3 Adequately explain all aspects of a given operation to include the purpose, scope, and steps to accomplish the task;

5.3. Ground Operations Procedures (GOPs)

The contractor must develop and follow written GOPs for each applicable ground operations.

3.7.5 Contractors perform flight and ground operations not specifically mentioned in this instruction; however, all aircraft operations (excluding industrial or quality procedures) that introduce increased risk to the aircraft must be addressed in the Procedures [GOPs].

As a test organization, a major hazardous ground operation performed by AID is the installation of test equipment in/on aircraft. This operation may require some additional programs to be included beyond the minimum set of 3710.1H programs to ensure items we install are not likely to cause harm or unsafe operation to the aircraft.

The listed GOP required programs identified in Table 1 are a minimum list AID requires based on our tasking, equipment, and operations. This list may shorten or lengthen as hazards are diminished or identified in the future.

Additional Requirements:

1) Each GOP shall be a standalone and complete document. All documents (or sections of documents) referenced shall be included as an appendix. It is suggested that only pertinent sections of documents are referenced, not the document in general.

2) It is required to use the GOP numbering system provided on this list

3) All GOPs must be fully compliant with the requirements throughout NAVAIRINST

3710.1(series). Sub-sections/requirements for required programs that do not apply shall be addressed by stating that section/requirement is ‘not applicable’ with appropriate rationale somewhere in the document.

4) Exceptions:

a) As AID does not perform flight operations, any reference to flight operations, like those in Section 4, may be ignored unless required elsewhere in the SOW or this attachment.

b) The 3710.1H section 3.8.2 for format shall be replaced with ‘A standard Contractor format across all GOPs may be acceptable with GGFR concurrence.’

It is strongly recommended that the final GOP content be written with the end-user in mind --

What wording, structure, and format will be easiest for end-users to follow? It should be clear, concise, to the point and in compliance with the intent of the applicable instructions.

SECTION II

MINIMUM REQUIRED GOPs

5000 - GOP Program Overview Describe the general approach to discerning requirements, writing GOPs, training, enforcement, and improvement. Since this GOP is a special case, normal GOP formatting may not apply.

Present the data, processes, and insights in a manner that is organized and easy to understand.

Include the following at a minimum:

a) Include a cross-reference matrix listing all paragraphs/subparagraphs in the 3710 that relate to ground procedures. For each paragraph, identify which GOP(s) that requirement is addressed. For paragraphs that do not apply, use NA and state the reason it does not apply. If all sub-paragraphs of a section do not apply, address only the top-level paragraph.

b) Include any 3710.1 processes, procedures, and/or requirements that do not fit within one of the identified specific programs.

c) 3710.1Hparagraph 6.3.2 calls out monthly quarterly safety meetings. This section shall be used to require monthly ground safety meetings and other associated tasking applicable to ground operations.

5001 - Training, Qualification, and Certification Program.

This includes a Master Training Plan (MTP) as well as Training, Qualification, and Certification records. The MTP includes a list of instructors, identifies testing requirements, course outlines and instructions (lectures, electronic media, required reading), as well as processes to track currency, forecasting so folks don’t lose currency, etc. Everyone on the contract should receive top-level introductory training so they are aware of GOPs and know they should not perform any

GOP tasking they aren’t properly trained on. Only those position/labor categories performing the tasks need the in-depth indoctrination training. This GOP also requires records/documentation of training and qualification by individual, labor category, task, and GOP program.

5002 Foreign Object Damage (FOD) Prevention Potential FOD is a condition where a foreign object is in a position to cause damage when a product or system is used. Examples are, but not limited to:

a) Tools, manufacturing or inspection hardware, and other objects left in the vicinity of or in the migratory path of engine inlets.

b) Metal or wire clippings, solder balls, and other debris lying in the vicinity of electrical terminals, circuitry, connectors, or components.

c) Tools, hardware, or debris lying on runways, ramps, and taxiways

5003 - Tool Control Program The primary objective of the tool control program is the enhancement of safety by eliminating accidents and aircraft damage attributed to uncontrolled tools.

SOW Attachment 1c, p5

a) Tools. Any hand tool typically known as replaceable and disposable/consumable (i.e.:

disposable knives, insertion/extraction devices, scrapers, etc.) are accounted for prior to and at the completion of each task.

b) Uncommon Tools are one of kind tools, which are secured in general shop/lab tool containers or rooms for the purpose of being made available to artisans on “as needed” basis. Test lead/equipment and special test equipment are considered uncommon tools.

5004- Egress System/Component Maintenance and Storage Procedures for training and familiarization are required for general rules, hazards and safety precautions while personnel are working in and around ejection seats. Procedures shall address paragraph 5.4.5.

5005 - Test, Measurement, and Diagnostic Equipment (TMDE) Many tasks require use of calibrated equipment. This program is to ensure those items under the contractor’s purview are properly calibrated. The GOP shall address tools requiring calibration in contractor assigned toolboxes, tool cribs, and other contractor assigned areas.

5006 - Corrosion Control Prevent and control the deterioration of a metal from occurring, caused by reaction with the environment such as erosion, cavitation, stress and pitting. Procedures shall address only for the corrosion prevention for installed test equipment and modifications.

5007 - Storage and Handling of Hazardous Material (HAZMAT) Hazardous materials may cause damage to aircraft and personnel if misused. Procedures shall address all hazardous materials used in/on/around aircraft.

5008 – Electromagnetic Interference (EMI) & Electrostatic Discharge

(ESD)

EMI and ESD shielding are essential concepts in electronic design and manufacturing, particularly in ensuring that devices function properly without interference from external sources or internal malfunctions.

5009 - Safety Defines procedures and requirements that ensure safe operations of personnel working in, around, and on project aircraft either on AID premises or at a neutral site.

5010 – Quality Assurance (QA) The QA concept is the prevention of the occurrence of defects. The process should discuss all events from the start of the aircraft modification and instrumentation, including design, manufacturing, installation, and maintenance of any AID product, to its completion.
