About this file

This Draft Request for Proposal (RFP) N00421-24-R-0081 is for a follow-on contract to provide comprehensive contractor support services for the Aircraft Instrumentation Division (AID) at the Naval Air Warfare Center Aircraft Division. The small business set-aside contract is for technical, engineering, administrative, program management, and facility support services, with a base period of one year and four one-year option periods. The total estimated contract value includes cost-plus-fixed-fee labor CLINs and cost-reimbursable CLINs for other direct costs (travel, material, and ODCs), with an estimated total level of effort of 1,037,462 man-hours.

Key details include a solicitation reserved for small businesses with a size standard of 1,000 employees, performance primarily at NAS Patuxent River, Maryland, and an anticipated contract start date of May 17, 2026. The current incumbent is Systems Application and Technologies. Offerors are required to submit proposals electronically through the Procurement Integrated Enterprise Environment (PIEE), with draft RFP updates and question submission deadlines of July 24, 2025. The government will evaluate proposals using a best value trade-off method, with Corporate Experience being more important than Technical factors, and both being significantly more important than Cost/Price.
