About this file

This document is a comprehensive set of Government Responses to industry questions for a Draft Request for Proposal (RFP) for Aircraft Instrumentation Division (AID) Follow On support services. The draft RFP seeks technical, engineering, supply, administrative, program analysis/management, and facility contractor support services for the Naval Air Warfare Center Aircraft Division (NAWC-AD). Key responses include clarifications and amendments to various RFP sections, such as page count limitations (technical volume set at 35 pages), graphics font requirements (minimum 10 pt font), labor category experience definitions, and evaluation criteria. The government will provide one-on-one discussions via Teams prior to the final RFP release, but will not host an in-person Industry Day or facility tour. Notable responses also address corporate experience requirements, relevant experience project limitations, and clarifications on labor rates, with the government maintaining most of the original draft RFP's structural and evaluation approach.

Document Page Paragraph Question Government Response

1 Under what contract number is the work currently performed?

The work is currently performed under contract N00421-19-C-0023.

2 Draft RFP 11 BTXT.211-9503

We highly recommend that you require Key Personnel resumes and Letters of Commitment for the proposed PIE/AID Senior Program Manager and the most senior Safety/QA Specialist. These positions play the largest roles in ensuring quality and safe performance of the requirements. Requiring resumes and letters of commitment lowers risks to both transition and the execution of the contract beginning on Day One.

Key Personnel will not be required under this requirement.

3 Draft RFP 61 L, Part A, 2.0 We recommend the Government allow all graphics, figures, and drawings be no smaller than 10 pt. font. Would the Government please clarify that the 10 pt. font applies to all graphics?

The statement will be amended within the RFP to state, "All graphics, including graphs and tables, shall be presented in no smaller than a 10 pt. font and should contain a grid, which allows values to be read directly from the graphic."

4 Draft RFP 68 L, Part B, 2.1.5.d Should Aerospace Engineering, Instrumentation and Operations Technician V be deleted from the table in L.2.1.5.d?

The Aerospace Engineering, Instrumentation and Operations Technician V will be deleted from the table within Section L, Part B, Paragraph 2.1.5

(d) of the RFP.

5 Attachment L1 Summary Tab Evaluation Element Number (EE#) 1.3.2

If our referenced citation uses one of the earlier standards, can we still claim credits for EE# 1.3.2?

The Government will amend Attachment L1 to include language of ASME and/or ANSI.

6 Attachment L1 Summary Tab Evaluation Element Number (EE#) 1.3.1

Is it a correct assumption that MIL-STD-31000 is the standard used by all engineering departments of NAWCAD at Pax River?

MIL-STD-31000 is the standard utilized for this requirement. It is not correct to assume that all NAWCAD engineering departments utilize the MIL-STD-31000. Offerors should refer to their own specific contracts for the applicable standards utilized in the performance of other requirements.

7 Attachment 1b Pages not numbered

All Engineer, Senior requires 10 yrs. Structural Engineer Journeyman requires 3 years. Should Engineer, Journeyman require 3 years as well?

The Government will amend Attachment 1b to include the required experience for the Engineer, Journeyman.

8 Draft RFP 62 L, Part A, 3.0, Table

Based on our review of the requirements and our experience developing similar proposals, we highly recommend the Government allocate 50 pages for Technical with an additional 15 pages allocated for the Sample Task response. The total 65 pages should be adequate for all offerors to provide their detailed solutions.

The Government intends for the technical volume to comprise 35 pages, this will be included within the Section L table 1 of the Final RFP.

9 Draft RFP 62 L, Part A, 3.0 Will the Government also exclude Acronym lists from Page Count for each volume?

The Government will amend the RFP to include an additional Annex within Volume 2 to allow an Acronym list.

10 Attachment L1 Summary Tab 1

In Attachment L1, 1.0 states “DATA ARTIFACTS REQUIRED FROM PRIME ONLY.” Does this mean that only Prime Contractor corporate experience citations may be used to establish the relevance of Evaluation Elements 1.4 and 1.8?

The Attachment L1 will be amended to state, "DATA ARTIFACTS REQUIRED FROM

PRIME & PRINCIPAL ENTITIES ONLY"

11 Draft RFP Section L, Part B, Section .3.1.1(a)

In Section L.3.1.1(a), the Offeror Summary Table is referenced as “Table 4” but the table itself is labeled “Table 2.” This section also references “Table 42”. Please clarify in the final solicitation.

The Government will amend the RFP to reference the correct table.

12 Draft RFP Section L, Part B, Section 3.3.4

Section 3.3.4 Direct Rates references “Annex D” but should be “Annex C”. This section also references “Volume 6” but should be “Volume 3.”

Please clarify in the final solicitation.

The Government will amend the RFP to reference the correct Annex and Volume.

13 Draft RFP Section L, Part B, .3.1.2 (b)

Section L.3.1.2 (b), Accounting System Documentation references the documentation itself to be included in Annex E. However, there is no Annex E listed in Table 1 of the RFP. Should the documentation be included in Annex C? Please clarify in the final solicitation.

The Government will amend the RFP to reference the correct Annex.

14 Draft RFP Does the government intend for subcontractors to submit separate sealed packages directly to the government?

The Government can accept separately sealed packages from subcontractors this is a decision between the subcontractor and Offeror.

15 Draft RFP

1.2 Relevant

Experience Projects

Limiting Relevant Experience projects to 5 total projects, and 3 from non-principal entities creates a barrier that only the incumbent small-business can meet. Will the government revise these restrictions to increase to 7 total projects and up to 6 from non-principal entities?

Relevant Experience projects will remain as 5 total projects, and 3 from non-principal entities.

16 Attachment L1 NA NA Will the Government consider a revision for the Corporate Experience requirement, eliminating the platform matrixing and just require offerors respond to the 20 elements proposed?

The Government will not amend the Attachment L1 requirement to eliminate the platform matrixing.

17 Draft RFP

With all the ambiguity in the DRFP (no technical volume page count, no sample task order details) released on 6/2/25, will the Government consider releasing a second DRFP that provides missing details and incorporates answers to as many industry questions as possible?

The Government does not intend to release a second draft RFP prior to one on ones.

Will the Government consider hosting an Industry Day with 1-on-1 discussions and facility tours to allow offerors best understanding of requirements and facilities?

The Government intends to hold one on one discussions via TEAMs prior to the release of the final RFP. However, an Industry Day and a facility tour will not be offered at this time.

Will the Government allow 1-on-1 discussions (face-to-face) between Offerors and the Government’s technical and contracts team?

Yes, the Government will have one on one discussions via TEAMs with Industry. The time and date of these discussions are to be determined.

20 Draft RFP 16 C Under the Safety Equipment, section on page 16 of the DRFP, shouldn’t respirators be included? Or a broader term like PPE?

Respirators are currently not required, CTXT.242- 9520 will be amended to include "and other PPE as required."

21 Draft RFP 62 3 Will the Government consider releasing a second DRFP with actual page allocation included?

The Government intends for the technical volume to comprise 35 pages, this will be included within Section L table 1 of the Final RFP.

22 Draft RFP 74 3.3.5 Does the incumbent contract have a CBA? If so, will the Government provide a copy of the existing CBA to all Offerors?

The current contract does not have a CBA.

23 Draft RFP 72-73 3.3.4 If “Current Employee” or “Contingent hire” salary rates are less than Table 4, will the offeror’s direct labor rates for those positions be adjusted up to the BLS rates in Table 4?

Direct labor rates for current employees or contingent hires proposed below the minimum direct labor rates may be considered acceptable if supported by the required rationale and substantiation as required within Section L, Part B, Section 3.3.4.

24 Exhibit_A_CDRLs 13 NA Will the Government revise Sections L & M to align with the CDRL requirement if that is the Government’s intent?

The Government will amend Exhibit A CDRL A012 and the SOW to align with Section L, Part B, Section 2.1.

25 Exhibit_A_CDRLs 14 NA Will the Government provide further clarification on BLK 12 and 13 in the CDRL?

Within CDRLS A013, block 12 states date of first submission where block 13 states date of subsequent submission.
