About this file

This document is a Questions and Answers (Q&A) file for a Draft Request for Proposal (RFP) related to a complex service contract, likely for a government agency. Key highlights include: the government will allow a 35-day proposal response time, will not require Key Personnel, and will maintain corporate experience as a more important evaluation factor than technical factors. The solicitation involves an AID CSS (Contractor Support Services) Experience Verification Worksheet with 20 required elements, and offerors can now list multiple projects per evaluation element. The government's cost evaluation team will use cost realism analysis to determine performance costs, and the final RFP will include updates to various sections such as the Statement of Work (SOW) paragraphs, Service Contract Act labor categories, and sample scenario language. The procurement emphasizes corporate experience evaluation, with a trade-off method that considers corporate experience and technical factors significantly more important than cost/price.

Document Page Paragraph Question Government Response

1 Draft RFP 62 of 87 Section L, 3.0 Will the Government add a requirement for Key Personnel – specifically the Program Manager? If so, we recommend resumes be excluded from page count and do not exceed more than three pages, in addition to a signed Letter of Intent.

Key Personnel will not be required under this requirement.

2 Draft RFP 86 of 87 Section M, 3.0 Given the importance of corporate experience, both the relevancy and the offerors’ record of performing similar work, will the Government consider adding specific relevancy ratings (e.g., very relevant, relevant etc.) as part of the evaluation?

The Government will not update the Final RFP, relevancy ratings will remain unchanged.

3 Draft RFP 62 of 87 Section L, 3.0 We recommend that the Government allow an additional 10 pages for the sample task response. Will the Government consider adding this additional page count?

Section L, Part A, Section 3.0 table 1, will be updated to include a page limit of 50 for the technical volume.

4 Draft RFP 73 of 87 Section L, 3.3.4 If they are a current employee, their payroll verification should be sufficient in confirming their employment status and current rate. Will the Government consider removing the requirement for including a signed statement from each current employee?

The required rational and substantiation for a current employee will remain as stated within Section L, Part B, Section 3.3.4(a) of the Draft RFP.

5 General Will the Government consider a 30-45 day response time for proposals given that many offerors are already writing to the mature draft RFPs?

The Government will allow a 35 day response time for proposals. PIEE and SAM.gov will document the due date of proposals when the Final RFP is released.

CSS Experience

Spreadsheet

Pg 64 of 87 in the RFP, 1.1 AID CSS Experience Verification Worksheet, Summary Tab Instructions: #4 The Offeror shall fill in Columns F through AE for each experience Project by providing the applicable project. Do not leave any Cells under Column F though AE blank (except for Rows 10, 13, and 29). If any cells within Column F through AE are left blank, the Government will assume an applicable project does not exist.

If the Contractor is able to satisfy multiple experience requirements from Columns F through AE with multiple projects, is listing more than 1 project per cell acceptable?

Please review the updated Attachment L1 AID CSS Experience Verification Worksheet.

CSS Experience

Spreadsheet Does listing more than 1 project improve your evaluation of the Contractors performance?

Attachment L1 AID CSS Experience Verification Worksheet has been updated to allow offerors to list more than 1 project per evaluation element. As stated within Section M of the RFP, "Depth is the extent to which each activity/task of the effort was performed (frequency and duration) to gain a certain level of proficiency. "

8 Draft RFP 82 of 87

The Government has stated that it will make an award to the responsible Offeror, based on the best value, using the trade-off method between those proposals determined to be eligible for award, considering the following relative order of importance of the evaluation factors. CORPORATE EXPERIENCE is more important than TECHNICAL. CORPORATE EXPERIENCE and TECHNICAL when combined are significantly more important than COST/PRICE. COST/PRICE is not the most important evaluation factor, but its degree of importance will increase commensurably with the degree of equality among different Offerors’ CORPORATE EXPERIENCE and TECHNICAL volumes.

Because the incumbant Contractor's coorporate experience is the most relevant to this opportunity and evaluated as significantly more important than Cost/Price can the Government quantify a percentage for a measurement that enables or enhances competition?

No, the Government will conduct its best value trade off determination in accordance with the RFP and consider the weight of the factors as described in Section M.

Based on market research the Government has found the evaluation factors and relative order will generate quality proposals from a diverse and qualified industrial base with enhanced levels of competition.

9 SOW 31 3.3.5 Recommend updating the SOW numbering to avoid confusion for proposal development. The Government will amend the Final RFP with updated SOW paragraphs.

10 Draft RFP 73-75 3.3.4 Recommend requiring all offerors to bid the BLS RFP provided rates as the minimum, thus allowing for an equal comparison on price/cost.

The Government cost evaluation team will utilize cost realism analysis to determine the most probable cost of performance for each offeror.

AID CSS

Experience Worksheet

N/A N/A Recommend eliminating the requirement for providing evidence against all five platforms and rewrite the requirement to only require evidence against the 20 elements.

The Government has updated Attachment L1 AID CSS Experience Verification Worksheet.

The elements listed are all required, this ensures proposals are received from technically qualified sources to meet mission -critical requirements.

AID CSS

Experience Worksheet

60,65 Part A 1.0, Part B

1.1 Recommend the Government consider reducing the 20% requirement and include a methodology that would allow for offerors to be competitive in cost/price with the incumbent.

The Government will not change the percentage of Level of Effort a Subcontractor needs to provide to be defined as a principal subcontractor. However, the Final RFP will include Critical team members as an entity that makes up principal entities which will be utilized within the Corporate Experience evaluation.

13 Draft RFP 74 3.3.4 Recommend updating revision numbers in Table header row.

The Government will amend Section L, Part B, Section 3.3.4, table 5, Service Contract Act (SCA) Labor Categories within the Final RFP.

14 Draft RFP 69 2.2 Will the Government elaborate on their definition of a non-environmentally controlled space?

Within the sample scenario a non-environmentally controlled space is an area without an HVAC system. The sample scenario within the Final RFP will be updated to include this language.

15 Draft RFP 69 2.2 Will the Government elaborate on how, where, and a timeline for required calibration after installation?

The sample scenario will remain unchanged. The Technical evaluation team looks forward to evaluating the requisite knowledge of qualified Offerors to demonstrate their technical understanding and approach in this sample scenario.

16 Draft RFP 69 2.2 Will the Government elaborate on how, where, and a timeline for when test and calibration will occur, and if it is planned to be done on a flight mission or on the ground?

The sample scenario will remain unchanged. The Technical evaluation team looks forward to evaluating the requisite knowledge of qualified Offerors to demonstrate their technical understanding and approach in this sample scenario.

17 Draft RFP 69 2.2 Could the Government confirm that this task is new and independent of any previous tasking required or executed by the incumbent under the existing contract or predecessor contract?

This specific tasking is a sample representation of similar work that will be performed, however, it is not previously or currently a specific requirement performed by the incumbent.

18 Draft RFP 66 1.2

Would the Government consider alternatives, such as an experience questionnaire that is completed by the Government project POC if the PWS/SOW doesn’t contain the full examples requested, but the work is being executed under the contract? Is there a preferred template to execute this type of experience documentation or is that left up to the Offeror to establish?

The Corporate Experience worksheet allows Offerors the opportunity to provide a written narrative to support the relevancy .
