About this opportunity

The Department of the Air Force Materiel Command at Wright-Patterson Air Force Base seeks award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity contract for base-wide flooring services, with proposals due August 10, 2026 at 1:00 PM EST. The procurement is a 100 percent Total Small Business Set-Aside, restricting competition to firms meeting the $19 million annual receipts size standard for NAICS 238330.

Place of performance is Wright-Patterson Air Force Base, Ohio. The contract covers purchase, installation, repair, and replacement of all flooring types including broadloom carpet, carpet tiles, resilient flooring (vinyl composition tile, luxury vinyl tile, sheet vinyl, rubber), porcelain tile, and associated base and trim materials, plus removal of existing flooring and asbestos abatement. The ordering period runs October 14, 2026 through October 13, 2027, with four additional one-year renewal periods through October 13, 2031, plus an optional six-month extension through April 13, 2032. Maximum order value is $1 million per single item or combination of items.

Offerors must demonstrate prior experience with minimum three flooring contracts within the last five years. Technical proposals (20-page maximum) must address nine subfactors: Quality Control Plan, Scheduling/Staffing Methodology, Equipment and Supplies, Storage and Supply Chain Management, Mandatory Carpet Ordering Requirements, Flooring and Carpet Samples, Response Times, Asbestos Removal capabilities, and Prior Experience. Carpet pricing must be sourced exclusively from Attachment 9 (USAF Carpet II Program Contact Directory) listing seven approved Tier I manufacturers; the standard ordering guide hyperlink is non-functional. All carpet products must meet CRI Green Label Plus certification. The contractor must staff an on-site certified representative available within 24 hours with 4-hour phone response, maintain a job-site foreman certified at C-II level minimum by the Certified Floor Covering Installers, and manage up to 15 concurrent delivery orders with just-in-time delivery capability.

Offerors must submit financial capability documentation including three years of audited or certified financial statements, sales backlog, 18-month sales forecast, cash flow schedule, bank statements, accounts payable/receivable aging, and line of credit documentation. Price proposals must use the Workload Estimate (Attachment 5) as the controlling bid sheet, submitted in both PDF and Excel formats with fully burdened hourly rates including overtime and shift premiums. Offers remain valid for 180 days. Award goes to the responsible offeror with an Acceptable technical rating and lowest Total Evaluated Price provided pricing is not unbalanced and is fair and reasonable. The Government reserves the right to conduct discussions or make no award. No funds are presently available; no award will be made until funding is secured.

Prevailing wage determinations apply per Davis-Bacon Act and Service Contract Act based on county location. The synopsitation is governed by the Revolutionary FAR Overhaul (RFO) 12.202 with R-DFARS class deviations. Three amendments have been issued: Amendment 001 (July 9) incorporating the SF 33 form, Amendment 002 (July 29) updating workload estimates and adding carpet pricing directory, and Amendment 003 (August 6) providing government responses to clarification questions and workload revisions. Contracting officers are Matthew S. Beeler and Matthew Bigelow at (385) 633-2402 or matthew.bigelow.1@us.af.mil.
