About this file

This is Amendment 0003 to a federal solicitation providing official government responses to clarification questions and updates to the Flooring 2026 contract opportunity.

The amendment clarifies key proposal submission requirements and contract structure. Offerors must complete and submit Standard Form (SF) 33 with blocks 12, 13, 14, 15A, 15B, and 15C completed, with the signature required in Block 15B; no SF 1442 is required. The 180-day offer validity period is calculated from the date in Block 12 of the SF 33 cover sheet. Attachment 5—Workload Estimate by Line Item (Bid Sheet) is established as the sole controlling pricing schedule that offerors must complete and submit. All proposed unit prices must be submitted as fully burdened hourly rates that include overtime, shift premiums, and labor-increase costs; work is not scheduled on weekends or federal holidays under normal operating parameters. The unit of measure "LS" (Lump Sum) in Attachment 5 represents an estimated annual quantity of 94,440 units (47,220 for the six-month extension), which serves as the basis for evaluating material freight costs. The contract structure includes CLINs 1001 through 4001 designated as contract Ordering Periods and CLIN 5001 as the Option to Extend Services (6-Month Extension) per FAR 52.217-8, with all periods evaluated to calculate the Total Evaluated Price. Order limitations per FAR 52.216-19 establish a minimum order of $500.00 and maximum order of $1,000,000.00 per single item or combination of items. The 10-page limit for Volume II excludes financial capability documents, completed Government forms, and Attachment 5 in both Microsoft Excel and PDF formats.

Amendment 0003 — Official Government Responses to Clarification Questions

Updated Attachment 6 - Section L - Instructions To Offerors (Flooring 2026)

1. Offer Acceptance block Reference Correction: In Section 2(d), "Offer Acceptance and Validity Dates," the text was updated to state that the 180-day offer validity period is calculated from the date specified in Block 12 of the Standard Form (SF) 33 cover sheet, correcting the previous reference to Block 9.

2. Addition of Page Limit Exclusions for Volume II: Under Section 4, a new paragraph was added to the "Page Limitations" section. This paragraph explicitly lists documents excluded from the 10-page limit of Volume II, which includes: (1) financial-capability documents and supporting exhibits; (2) completed Government forms; (3) Attachment 5 in Microsoft Excel format; and (4) the PDF copy of Attachment 5.

3. Section 4 Lettering and Indexing Revisions: The paragraphs under Section 4 were re-lettered. The "Page Limitations" paragraph is now lettered as "a," "Page Size and Format" is lettered as "c" (previously "d"), and "Cross-Referencing" is lettered as "d" (previously "e").

4. Standard Form (SF) Substitution for Proposal Submission: In Section 5(b)(i)(3), under the Price Proposal (Volume II) instructions, the requirement to complete and submit Standard Form (SF) 1442 (with blocks 17a, 26, 30a, 30b, and 30c completed) was replaced in its entirety by the requirement to complete and submit Standard Form (SF) 33 (with blocks 12, 13, 14, 15A, 15B, and 15C completed). Additionally, the text was updated to state that the signature must be provided in Block 15B of the SF 33.

5. Financial Capability Page Limit Reference Correction: In Section 6(b), the text was modified to state that the financial statements and credit documents are excluded from the "10-page limit count of Volume II," correcting the previous reference to a "50-page limit."

Updated Attachment 5 - Workload Estimate by Line Item (08 July 2026) v.3 This update only removed links to an external workbook and replaced them with internal links for 6 Month Option Ext.

Solicitation Clarifications

1. Offerors are formally instructed to complete and sign the Standard Form (SF) 33 incorporated with Amendment 0001. The instructions in Section L referencing an SF 1442 are hereby superseded, and no SF 1442 is required or will be issued for this solicitation. Block 15B of the SF 33 must be signed by an authorized representative of the offeror to constitute a binding offer.

2. The Government confirms that Attachment 5 — Workload Estimate by Line Item (Bid Sheet) is the correct and controlling pricing schedule that offerors must complete and submit with their proposals. Section L and Section J have been revised under Amendment 0003 to resolve conflicting references and establish Attachment 5 as the sole controlling pricing schedule.

3. To clarify the contract structure, CLINs 1001 through 4001 are designated as contract Ordering Periods rather than standard FAR option years. CLIN 5001 represents the Option to Extend Services (6-Month Extension) in accordance with FAR 52.217-8. The Total Evaluated Price

(TEP) will encompass the pricing for CLINs 1001 through 5001. All ordering periods and the six-month extension period will be evaluated to calculate the TEP.

4. Order limitations are defined in Clause 52.216-19 Order Limitations. (Oct 1995) Order Limitations (Oct 1995)

(a) . When the Government requires supplies or services covered by this contract in an amount of less than the Government is not obligated to Minimum order $500.00 purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

(b) . The Contractor is not obligated to honor-Maximum order

(1) Any order for a single item in excess of $1,000,000.00;

(2) Any order for a combination of items in excess of ; or $1,000,000.00

(3) A series of orders from the same ordering office within days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.5

(c) If this is a requirements contract ( includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not i.e.,required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the 5 reasons.

Upon receiving this notice, the Government may acquire the supplies or services from another source.

(End of clause)

5. The unit of measure LS listed in Attachment 5 represents Lump Sum. The estimated annual quantity of 94,440 (and 47,220 for the six-month extension) represents the total estimated units and basis for evaluating material freight. Offerors must state their proposed unit price per unit of material freight.

6. All proposed unit prices in Attachment 5 must be submitted as fully burdened hourly rates. Under normal contract operating parameters, work is not scheduled on weekends or federal holidays.

Any potential overtime, shift premiums, or labor-increase costs must be fully amortized within the standard fully burdened hourly rates submitted in the proposal.

7. The 10-page limit for Volume II does not apply to supporting financial documents or standard administrative submittals. Specifically, financial capability documents and supporting exhibits (required under Section L, Paragraph 6), completed Government forms (such as the signed SF 33 and signed SF 30s), and Attachment 5 (submitted in both Microsoft Excel and PDF formats) are completely excluded from the Volume II page limitation. Section L has been updated to reflect these exclusions.
