1) Notice of Governing Regulations and Class Deviations, Revolutionary FAR Overhaul (RFO), and R-DFARS Class Deviations
a) In accordance with the Presidential Executive Order, "Restoring Common Sense to Federal
Procurement", the Federal Government is conducting a comprehensive overhaul of the Federal Acquisition Regulation (FAR). The Department of Defense (DoD) is implementing this transition through active class deviations that revise and supersede portions of the Defense Federal Acquisition Regulation Supplement (DFARS). Consequently, this solicitation, any resulting contract, and all associated procurement activities are strictly governed by the Revolutionary FAR Overhaul (RFO) and its implementing Revolutionary Defense Federal Acquisition Regulation Supplement (R-DFARS) class deviations.
b) Offerors and prospective contractors are directed to the following official portals for the authoritative, current regulations and active class deviations:
i) Revolutionary FAR Overhaul (RFO) Portal: https://www.acquisition.gov/far-overhaul
ii) DoD Class Deviations Portal:
https://www.acq.osd.mil/dpap/dars/dfars\_far\_overhaul\_class\_deviations.html
c) It is the sole responsibility of the offeror and subsequent contractor to monitor these official sources and ensure continuous compliance with all applicable RFO and R-DFARS regulations, clauses, and provisions throughout the solicitation period and the entire duration of contract performance.
2) Purpose
a) This addendum tailors the provision at RFO 52.212-1, Instructions to Offerors—Commercial

b) Offer Detail: The offer shall be clear, concise, and provide convincing rationale for how the offeror intends to meet the Government's requirements. The offer should not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offer submitted.
c) Embellishments Not Desired: Elaborate brochures or documentation, detailed artwork or other embellishments are unnecessary and are not desired.
d) Offer Acceptance and Validity Dates: Paragraph (b) of the provision at RFO 52.212-1 amended to state that the offer must remain firm for 180 days after the solicitation closing date. The offeror shall make a clear statement in the Price & Offer Documentation Volume that the offer is valid for 180 days after the date specified in Block 9 of the solicitation cover sheet Standard Form (SF) 33 for receipt of offers.
e) Disposition of Offers: The Government will retain one copy of all unsuccessful offers. Unless the offer requests otherwise, the Government will destroy extra copies of such unsuccessful offers.
f) Systems: The Government will access any systems as required by law and/or regulation (e.g.
System for Award Management (SAM), Federal Awardee Performance and Integrity Information System (FAPIIS), etc.) to aid in the determination of Responsibility.

However, the Government reserves the right to conduct discussions if determined necessary by the CO. The offeror shall submit the specified number of copies of each volume, which shall be within the specified page limits per the table below. For Volume II, submit the Pricing Attachment (Attachment 5 – Workload Estimate (Bid Sheet) as both a PDF and a Microsoft Excel file.
