About this file

This document is Section M (Evaluation Criteria) from a solicitation for a Base-Wide Flooring IDIQ contract (FA860126R0022, dated 9 July 2026).

The Government will award the contract to the responsible offeror whose proposal is most advantageous considering price and technical factors. Price proposals are evaluated on four criteria: completeness (including overhead, indirect costs, profit, general and administrative costs, and SCA/DBA wages), reasonableness using RFO 15.404 techniques, unbalanced pricing analysis per RFO 15.404-1, and Total Evaluated Price (TEP) representing the sum of all Contract Line Item Numbers (CLINs) for the basic period and all option periods. Offers with incomplete or unreasonable pricing are rejected, and unbalanced pricing may result in rejection if it poses unacceptable risk to the Government. Technical capability proposals must be determined technically acceptable to be considered for award and are evaluated against nine subfactors: Quality Control Plan (personnel identification, inspection system with types and frequencies, deficiency prevention system, and documentation procedures); Scheduling/Staffing Methodology (demonstrating understanding of SOW requirements across geographically separated buildings and maximum delivery orders); Equipment and Supplies (detailed list demonstrating adequate scope understanding); Storage and Supply Chain Management (receipt, warehousing, cutting, packaging, and labeling for Just-in-Time delivery); Mandatory Carpet Ordering Requirements (understanding of USAF carpet program requirements); Flooring and Carpet Samples (electronic samples of all flooring types including sheet vinyl, vinyl composition tile, luxury vinyl tile, rubber flooring, carpet, porcelain tile, ceramic/porcelain, and bases); Response Times (ability to meet SOW response requirements); Asbestos Removal (understanding of asbestos handling, disposal, applicable publications, and employee/subcontractor qualifications and certifications); and Prior Experience (minimum three relevant flooring contracts from the last five years, including company name, program title, contracting agency, contract number, type, dates, value, and square footage, with at least one demonstrating similar scope and complexity).

1. Completeness: The Government will review the pricing submissions for completeness and compliance with Section L of the solicitation. Proposed Unit Cost should include overhead, indirect costs, profit, general and administrative costs, shipping, storage or other costs. All costs should utilize the appropriate SCA or DBA wages built into the other costs bid for this effort in the work load estimate by line item schedule attachment (ATTACHMENT 4).

2. Reasonableness: The offeror’s Price proposal will be evaluated, using one or more of the techniques defined in RFO 15.404, in order to determine if it is reasonable. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through price analysis techniques as described in RFO 15.404. For additional information see RFO 31.201-3.

3. Unbalanced Pricing: The Government will analyze each proposal to determine whether it is unbalanced with respect to prices on the Bid Sheet in accordance with RFO 15.404-1.

4. Total Evaluated Price (TEP): The TEP is the sum of the prices for all Contract Line Item Numbers (CLINs) for the basic period and all option periods. Prices must be provided for all CLINs, for all years, including options.

5. Evaluation of Options: Evaluation of options shall not obligate the Government to exercise such options.

Technical Capability Evaluation

Compliance with the requirements as stated in the Statement of Work (SOW); and each proposal will be evaluated by application of the assessment criteria to each factor, sub- factor, and element in the mission/technical capability proposal. Only those mission/technicalcapability proposals determined technically acceptable will be considered for award.
