About this file
This document consists of an amendment to a solicitation and responses to questions regarding environmental remediation services at the Stratford Army Engine Plant in Stratford, Connecticut. The U.S. Army Corps of Engineers, New England District is seeking bids to dredge approximately 13,000 cubic yards of sediments from an outfall drainage channel affected by metals and PCBs. The dredged material must be dewatered, solidified with cementitious materials, and placed on-site for future beneficial reuse, with some portions requiring off-site disposal at approved landfills. The contract will require the awardee to provide equipment and materials for dredging and processing sediments over a 12.5-month period of performance. This is a small business set-aside solicitation available only online through SAM.gov. The amendment provides responses to questions on permit requirements, discharge approvals, and coordination with state agencies.

AMEND 0011
Amendment 0005 RFI Number 5 : The reply to this question is very incomplete. Can clarity please be provided?
1. What exact General Permit is being referred to? (one of the CTDEEP Water discharges, but which? – can a copy please be provided?)
Response: This project falls under CERCLA, so a formal General Permit is not required. However, this project will meet the "spirit of the permit." The substantiative provisions of the 'CT DEEP General Permit of Groundwater Remediation Discharge' are provided in Appendix C of the specifications. These provisions have been coordinated and approved by CT DEEP. Per Spec Section 01 57 20, para 3.3, "The Contractor shall manage, treat and discharge all water associated with dredge equipment, dewatering of sediments and any other process waters in accordance with the substantiative provisions of the CT DEEP General Permit of Groundwater Remediation Discharge (Refer to Specification Appendix C)."
2. Has the CT DEEP and the Town of Stratford already approved the 250 gpm discharge of treated water? IF so, please provide approvals. If not, what is the source of this peak flow rate?
Response: The discharge flow rate is a function of the pumping rate for excavating Outfall 008 in the dry. The discharge flow rate has been coordinated with CT DEEP.
3. What about a Construction activities permit – for disturbance of > 1 acre or > 5 acres?
Response: The Construction Permit is needed for 1 acre of disturbance. Per Spec Section 01 57 20, para 3.3, "The Contractor shall obtain a storm water management Permit and manage all waters associated with weather events such that its collection and discharge does not interfere with or compromise the execution of the project." Spec section 01 57 20, para 1.6.2.j clarifies the applicability of the General Permit and the Storm water Management Permit, "A waste water treatment and management plan that identifies the methods and procedures for management, treatment and discharge of all waste waters associated with water treatment systems in accordance with the substantiative provisions of the CT DEEP General Permit of Groundwater Remediation Discharge” (Refer to Specification Appendix C). See Section 02 24 50 Construction Water Treatment Storm water that does not come into contact with contaminated material does not need to be routed through the water treatment plant. A storm water management plan to divert accumulation and runoff from the site and surrounding area away from the project work areas during weather events. See Section 01 57 23 Temporary Storm Water Pollution Control.
4. Does CT DEEP need to be contacted at all about this project, at anytime? If so who? , for what?
Response: USACE will be overseeing the construction activities. USACE will coordinate with CT DEEP as appropriate.
5. Does the Town of Stratford have to approve the Sedimentation and Control Plan of Sheets C- 102 and C-501 (or did the ACOE already obtain their approval)?
Response: No, the Town of Stratford does not need to approve the Sedimentation and Control Plan. USACE will review the plan and coordinate with CT DEEP, as appropriate.
6. Have all approvals for work in the flood zone (federal, state, local) already been secured by ACOE? Is there documentation of this (or specific reference)?
Response: Yes. USACE has coordinated with the state and other federal agencies as appropriate.
