About this file
This amendment to the solicitation provides responses to requests for information regarding the environmental remediation services opportunity at the Stratford Army Engine Plant in Stratford, Connecticut. The U.S. Army Corps of Engineers, New England District seeks to mechanically dredge approximately 13,000 cubic yards of sediments from the outfall drainage channel OF-008 to remediate metals and PCB contamination. Dredged materials must be dewatered, solidified with cementitious materials, and placed on-site for future beneficial reuse, with a small portion requiring off-site disposal at approved RCRA D and TSCA landfills and requiring segregation during dredging. OF-008 will be backfilled with clean sand. The 375-calendar day period of performance requires the contractor to provide all necessary equipment and materials to complete the dredging and processing of sediments. The solicitation is set aside for small businesses and is available electronically through SAM.gov, with any questions to be directed to the specified Contract Specialist.

SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMEND 0007
Requests for Information:
1. The documents talk about the dewatering discharge location being trenched across Sniffens Lane and discharged off the end of the causeway. Is this for bypass water as well as treated water from the temporary water treatment plant?
Response: The primary intent of the Sniffens Lane trench is for the conveyance of water from the Oufall-008 work area that has been in contact with contaminated sediments or materials to the temporary water treatment system for processing and discharge. The assumption is the treatment plant will be located closer to the causeway. The contractor may modify and utilize this trench for any other systems they deem necessary that cross the public roadway.
2. Are there invert elevations for OF-008?
Response: Invert elevations for the outfalls in the drainage ditch could not be obtained during the existing conditions survey due to sediment buildup and/or vegetation that were present at the time of the survey effort. The contractor will have to proceed with caution when excavating within their vicinity.
3. The maximum sediment management bin size shall be a maximum of 1,000 cubic yards. Please confirm that 02 61 23 3.3.6.1 is referring to the minimum amount of sediment (approximately 600cy) in the bin reuqired for sampling and not bin size.
Response: Confirmed. Composite sampling within the sediment management bins is referring to the volume of material in the bin and not the bin capacity.
4. Other than the 48” Storm Drain entering Outfall 008 at Sta 0+25 +/- is the Government aware of any other specific location where other culverts or pipes entering Outfall 008 ditch?
Response: Outfall 010 is also present (shown just Southwest of OF-008 on sheet C-101, around the same station 0+25). The failed tidal gate culvert near the Marine Basin is also present, but conditions and location is currently unknown. No other culverts/pipe/outfalls are known to be within the drainage ditch limits.
5. Can invert elevations and slope of the 48” Storm Drain be provided so that the flow rate coming from this system be calculated?
Response: See response to Amendment 0007, RFI #2.
