About this file

This amendment to a federal solicitation provides responses to contractor questions and revises specification Section 01 11 00. The U.S. Army Corps of Engineers, New England District issued a small business set-aside invitation for bid for dredging and disposal of contaminated sediments from an outfall drainage channel at the Stratford Army Engine Plant in Stratford, Connecticut. Contractors will mechanically dredge approximately 13,000 cubic yards of sediments affected by metals and PCBs from Outfall 008 to required depths. Dredged materials must be dewatered, solidified with cementitious materials, and placed on-site for beneficial reuse, with a small portion requiring off-site disposal at approved hazardous and TSCA landfills. The work must be completed within 12.5 months. Responses to contractor questions clarify allowable uses of site areas, haul routes, nest removal timing, and confirm this is not a design-bid-build project.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RFIS 8.2.2021

1. Please clarify the statement in Specification Section 01 11 00 1.6.3: “… PCB Dredging shall proceed from greater than 10 ppm areas, followed by greater than 1 ppm areas, and shall be executed before all other dredge areas.”

RESPONSE: The sentence references above is not applicable to the Outfall 008 project. This sentence can be deleted from 01 11 00. Refer to revised spec section 01 11 00.

2. Can the Southern Parking Lot be utilized for any purpose in the Outfall-008 Project?

RESPONSE: Yes, the Southern Parking lot can be used for temporary storage, staging and the sediment management bins. All material and equipment must be removed at demobilization.

3. Can hard piping be run from the Outfall-008 Area to the Discharge point at the Causeway?

RESPONSE: Yes. Refer to Note 13 on Sheet G-102.

4. Please clarify what Offerors are to submit in our proposal in addition to the Section B Bid Schedule. Should we include: the SF33, the SF30s, Section K reps and certs?

RESPONSE: Submission should include all required documentation as indicated in the solicitation. This should include, but may not be limited to, bid schedule, acknowledgement of all amendments, SF33, and rep and certs.

5. Referenced Sheet ID CD104, where notes “Demolish Lightpole & Base (3)”, at the site walk there were birds nesting on the lightpoles, please clarify the restrictions and allowed time period that the contractor is allowed to remove these lightpoles.

RESPONSE: The Osprey nests can be removed from October 1 to February 28. If nest removal is required outside of this window, then a Fish and Wildlife Permit will be needed.

6. Reference Sheet ID G-102, is the contractor allowed to haul all the removed materials from the drainage channel etc. to the proposed North Parking Beneficial Reuse Stockpile via Main Street? Please Clarify.

RESPONSE: No. The contractor must stay within the work limits shown on the contract drawings.

7. Reference Sheet ID G-102, does the contractor have to utilize the access ways shown on this plan to transport the drainage channel etc. material to the proposed North Parking Beneficial Reuse Stockpile? If so, can off-site end dumps be used to transport the material on these access ways?

RESPONSE: The contractor must stay within the work limits shown on the contract drawings. The contractor may propose minor adjustments to the access ways in the submitted workplan. The Government will consider these adjustments for approval. The Government does not specify the

W912WJ21B0017

means of transport. However, per the specifications, the material and associated water must be managed and contained.

8. When the designed depth/elevation is reached for removals and then sampled, is the intent to then dig an additional depth if testing indicates contamination is still present deeper (than designed depth) and have to continue to remove and test until testing indicates adequate level of contaminants removed? Please clarify if the contractor is to excavated beyond design depths to removed contaminated materials to an acceptable level of contaminants.

RESPONSE: No, the intent is to remove material to the depths shown on the contract drawings. The purpose of the sampling is to confirm that the material meets the limits to remain on-site for beneficial reuse.

9. Is there an opportunity to additional site visits?

RESPONSE: The majority of Outfall-08 is accessible to the public. Contractors may visit the non-secure portions of the site at any time.

10. I want to confirm that as noted in the attached amendment that a bid bond is NOT required.

RESPONSE: As stated in Amendment 0001, Bid Guarantees are not required for this procurement.

11. Can you please confirm that this projects is NOT a design, bid build? We understand that at one point this was a design, bid build and section 01 33 00 makes a reference to that in the paragraphs 1.8.5.

RESPONSE: This is a Service contract, so it is technically not a design-bid-build project.

However, it is being accomplished similarly to design-bid-build methodology.
