About this file
This document provides specifications for an environmental restoration construction contract opportunity and the related federal solicitation. The specification outlines requirements for a water treatment system to treat water generated during dredging and sediment remediation work. Key requirements include in-situ treatment of water to meet NPDES or POTW discharge limits, with treatment processes including storage, settling, filtration and activated carbon. The contractor must provide all plant components, sampling, operation and disposal of residuals in accordance with the specifications.
The related federal solicitation is a small business set-aside IFB from the US Army Corps of Engineers for dredging and disposal of sediments from an outfall channel at the Stratford Army Engine Plant in Connecticut. The work includes mechanical dredging and removal of approximately 13,000 cubic yards of contaminated sediments, dewatering, solidification and beneficial reuse or off-site disposal of sediments. The period of performance is 375 calendar days.

1.3.2 Project Conditions
Remediation construction activities will generate water impacted with target SAEP site contaminants and potentially other Non-target site contaminants. Contractor will be required to meet all discharge requirements for treatment and disposal, whether they are disposed via NPDES, at a Publicly Owned Treatment Works or other means.
Contractor must discharge water resulting from dewatering of sediments associated with the Outfall 008 remedial work areas. Dewatering discharge points will be at the end of the causeway for remediation of the Outfall 008 work.
For these discharge waters, discharge will be off the causeway at a rate not to exceed 250 gallons per minute (gpm) from a 8 inch pipe that will rest on the bottom of the river for a distance of 20 m or more offshore such that discharge occurs in the main channel of the Housatonic River but outside of the Federal Channel, does not create substantial pluming of suspended sediment, does not contribute to erosion, and does not interfere with the work area. Effluent must be pretreated such that discharge complies with the substantive provisions of the CT DEEP General Permit for water discharge of the General Statutes of the State of Connecticut.
Sampling of effluent must occur after the final treatment stage but before it is discharged, therefore the system must be designed to accommodate sample collection (refer to Subpart 1.3.3 below).
1.3.3 Work Included
Procurement or rental and installation of the required treatment plant components, including storage on the influent and effluent sides of the plant, extraction of the dewatering liquids, means of conveyance to the WTP, and the treated effluent discharge system.
Procurement and installation of a secondary containment system for the WTP.
