About this file
This document provides an amendment to a solicitation for environmental remediation services at the Stratford Army Engine Plant in Stratford, Connecticut. The amendment responds to contractor questions by revising specification sections regarding superintendent and safety health officer qualifications, clarifying that alternate sediment management bin locations may be proposed, setting an August 11 deadline for requests for information, and confirming that proposed access roads must be included in the work plan for government approval and that contractors need only improve access roads they intend to use.

SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
RFI 8.3.2021
1. Spec 01 30 00 paragraph 1.7.2 – Superintendent Qualifications. Please confirm that this Spec Section is not relevant or consider revising this section for the work at Outfall 8 as this is not a dredging project.
Response: The Spec Section has been updated.
2. Spec 01 35 26 paragraph 1.6.2 – SSHO Qualifications. Please consider revising this Spec Section as the work at Outfall 8 is not a dredging project.
Response: The Spec Section has been updated.
3. Can the North parking lot be utilized to set up sediment management bins?
Response: The contractor may propose alternate locations for the Sediment Management Bins for Government consideration in the submitted work plan. In the work plan, the Contractor must ensure that the material and associated water are properly controlled and manged across the site.
4. Is there a due date for questions?
Response: The Government requests all RFIs be submitted no later than 11 August 2021.
5. We want to make sure our RFP reply is consistent with conditions of permits/approvals already obtained for this project, and are therefore asking for a copy of the federal, state and local permits (or other approvals) obtained for this project. Can these please be provided? (As a cross reference, there are no federal, state and local permits listed in the Submittal Register of Specification Section 01 33 00.)
Response: The Government has included the substantive provisions of the General Permit in Appendix C of the specifications. A formal permit is not required with the State of Connecticut. The Contractor must meet the substantive provisions as indicated.
6. Reference Sheet ID G-102, Sheet Notes: “10. Temporary access roads will be on existing pavement, concrete, gravel, and vegetated areas near outfall-008. Temporary access road locations are intended for contractor to temporarily improve for construction purposes.” Where it states “temporarily improve existing access road” AND “construct 20’ wide temporary access road using wood rig mats over wetland”, is it at the contractors discretion to determine if these access roads will be required to be installed/improved for construction based on how contractor plans to complete this contracts scope? Please clarify if these access roads are needed at the Contractors discretion.
Response: Yes, if the contractor does not intend to use all of the access roads, as layed out in G-102, then the contractor would not be responsible for improving these areas. If the contractor uses the access roads, as layed out in G-102, then the contractor must improve the the roads as described in the drawings. The contractor will submit the proposed access road network in the workplan for Government approval.
