About this file

This document provides an amendment to the solicitation for environmental remediation services at the Stratford Army Engine Plant in Stratford, Connecticut. The U.S. Army Corps of Engineers, New England District is seeking to mechanically dredge and dispose of approximately 13,000 cubic yards of contaminated sediments from an outfall drainage channel on the plant property. Dredged materials must be dewatered, solidified with cementitious materials and placed on site, with some requiring off-site disposal at approved landfills. The outfall channel will also require backfilling with clean sand. The period of performance is 375 calendar days. The amendment extends the response deadline to August 24, 2021 at 1:00 PM EST and provides responses to sixteen requests for information from prospective offerors.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMEND 0008

RFIs

1. Is there information on flow rates from Outfall-008? If work is going to take place in the dry what pumping capacity would be required to manage flow 1. from the Outfall?

Response: Flow rates are not available due to the influence of the tidal cycles and existing conditions between the OF-008 and Airport drainage ditch, which readily exchange water under current conditions. Stormwater input from the site is from roughly half of the Southern Parking lot. Groundwater input is unknown.

2. If work is to be done in the wet, how does the water within the work area have to be managed during and after dredging?

Response: During construction, water within the drainage ditch that has suspended solids due to excavation activities would not be permitted to leave the ditch by any means without processing at the temporary water treatment plant. The contractor will be responsible for maintaining the water level within the ditch through pumping/treating/discharging or providing sufficient settlement time prior to provide overflow control of water into the marine basin system. Prior to any excavation or other activities that disturb the sediment, water may be pumped to the existing stormwater systems or directly discharged without WTP processing in accordance with the Contractor’s approved plan to initiate control water levels within active work areas. After excavation/dredging, the water is subject to the same discharge limitations until suspended solids are sufficiently settled.

3. Is there USACE – approved facilities for regeneration that can be provided?

Response: None will be provided.

4. Has any treatability studies been performed on the sediments for stabilization.

Response: No, none for the OF-08 sediments.

5. Please confirm that wipe samples will be used for asphalt pavement, concrete slabs, large boulders, and structures encountered within the excavation limits and are not intended for decontamination sampling of trucks loaded for disposal. Is there a quantification for this? If not, how are we supposed to estimate a cost associated within our bid schedule?

Response: Yes, PCB wipe samples or destructive samples are required. No quantification has been developed. It is the responsibility of the Contractor to make reasonable assumptions regarding the number of samples.

6. Please reference Specification Section 01 22 00 Par 1.3.4 and advise if Water Treatment System sediment trucking and disposal will be paid under Bid Item # 4AA or 4AB.

Response: Sediment generated from the water treatment plant shall be handled and processed along with sediment from the outfall excavation/dredging within sediment management bins (subject to the SMB sampling requirements). Composite sample results that trigger offsite disposal would fall under Bid item numbers #4AA and 4AB.

7. Please reference Specification Section 01 30 00 Par 1.8.1 and confirm that the Government desires to engage in Partnering sessions as specified. If so, please provide a list of acceptable Partnering Facilitators.

Response: Yes, the requirement remains as specified. USACE does not have a list of facilitators.

8. Does the CT Impacted Soil Tax of 6.35% apply to the T&D of material going offsite? Or will this transaction be Tax Exempt?

Response: It is the contractor’s responsibility to determine tax liability. If applicable, the contractor may provide an applicable and completed tax exemption request form to the Government for review and signature.

9. Please reference Specification Section 31 00 00 Par. 3.4.2 advising that for excavations of Outfall 008 made in the dry will be limited to 200 LF of channel at a time. Please confirm that the 200 LF channel limit is not required for in the wet methods. Is the Government concerned with PCB suspended sediments migrating from the excavation heading to the completed channel sections?

Response: The purpose of the 200 LF excavation is to limit the amount of channel that needs to be dewatered at one time. This limits the amount of water generated from the dewatering so as not to overwhelm the water treatment plant capacity and to keep below the maximum allowable treatment plant discharge. This limit does not apply if the ditch is built in the wet.

10. Please reference Specification Section 31 00 00 Par 3.7.2.2 requiring placement of Filter Material in 12” lifts and smoothed out. Please consider removing this requirement to allow the entire thickness of this layer to be placed in one lift, as it will likely avoid the segregation and voids the Government is looking for.

Response: The requirement remains unchanged.

11. Please refer to the match line at the bottom of page CD104 which states-Matchline Sheet CD105. There is no drawing CD105 nor is one listed in the index. Please provide.

Response: This was a drawing error. There is no sheet CD105. Existing conditions of the outfall ditch are presented along with the required work shown on sheet C-101.

12. Will the Contractor be required to obtain local and state permitting in excess of the Stormwater Plan? Specifically, Local (i. Planning and Zoning Approvals; ii. Building permits; iii. Inland Wetlands and Coastal Management), State (i. Natural Diversity Database (NDDB) 2 year approval. Looks like this was obtained previously but will likely lapse before work begins.; ii. 401 Water Quality Certification) Response: The contractor is responsible for determining requirements for local and state permits. However, it is known that a traffic plan will need to be reviewed/approved by the town of Stratford.

13. For the In-The-Wet excavation of Outfall 008 the water must be maintained at or below Elev

5. Can waters above this elevation be direct discharged below the Tide Gate structure?

Response: During construction, water within the drainage ditch that has suspended solids due to excavation activities would not be permitted to leave the ditch by any means without processing at the temporary water treatment plant. The contractor will be responsible for maintaining the water level within the ditch through pumping/treating/discharging or providing sufficient settlement time prior to provide overflow control of water into the marine basin system. Prior to any excavation or other activities that disturb the sediment, water may be pumped to the existing stormwater systems or directly discharged without WTP processing in accordance with the Contractor’s approved plan to initially control water levels within active work areas. After excavation/dredging, the water is subject to the same discharge limitations until suspended solids are sufficiently settled.

14. What happens with Debris that is encountered during the removal? How is this material managed? Paid for? There is large pieces of concrete and mangled rebar present in the excavation area. Can a line item be added for managing the debris?

Response: Assume no solid materials to be tested. Process material in the sediment managements bins to the maximum extent possible. If solids are encountered during construction that require testing, request for equitable adjustments for the testing can be made on an as-needed basis.

15. Can water from Outfall 008 be discharged into the Marine Basin?

Response: See response to Amendment 0008, RFI #13.

16. Is there a drawing available that provides the existing sediment elevations/contours?

Response: Existing conditions are presented within drawing sheet C-101. Existing elevations are also presented in the cross sections drawing sheets. C-301 through C-304.

SECTION A - SOLICITATION/CONTRACT FORM
