About this file
This document contains an amendment to a solicitation for environmental remediation services at the Stratford Army Engine Plant in Stratford, Connecticut. The amendment provides responses to contractor questions to clarify the scope of work. It specifies that approximately 13,000 cubic yards of sediment impacted with metals and PCBs must be removed from an outfall drainage channel via mechanical dredging. The dredged material must then be dewatered, solidified with cementitious materials, and placed on-site for future beneficial reuse, with some portions requiring off-site disposal at approved landfills. The period of performance for the contract is 375 calendar days.

The following have been added by full text:
AMEND 0010
RFIs
1. Spec Section 02 24 50 – Construction Water Treatment – In section 3.3.2 Start-Up Step – 4th paragraph references “See Table above” there is no table present. Is there a table with the discharge limitations?
Response: Paragraph 4 has been updated to state, "Run the WTP as required to treat dewatering and other remediation fluids during remediation activities in accordance with the discharge limits presented in Appendix C. "
2. Can system components and sizes of the existing Water Treatment plant be provided?
Response: The Government has not evaluated the condition of the existing water treatment plant. The contractor shall bid the project under the assumption that the existing water treatment plant cannot be re-used.
Upon award, the contractor may conduct their own investigation of the existing water treatment plant infrastructure and determine whether the components can be re-used. If the contractor decides to reuse the existing water treatment plant infrastructure and project cost savings are realized, then the contractor shall reference FAR Clause 52.248-1 Value Engineering.
The Government has included the information below for the selected contractor to investigate and verify after award:
- The existing Water Treatment Plant is located in building B-64 on the drawings.
- The plant was designed and operated as a NPDES compliant stormwater treatment system prior to discharge into the Housatonic River.
- The system is a dissolved air flotation treatment.
- The plant consists of an Initial mixing chamber (Approx. 15-SF), and two dissolved air chambers (approx.
15’x15’x40’ each) for oil separation and suspended solids settlement.
- The plant currently runs as a direct discharge system now that no industrial operations are conducted onsite.
The discharge gravity drains into Housatonic River.
- There are no perceived issue with using dissolved air tanks for temporary storage of water, nor any issue with modifying the system to redirect water into the other Required Temporary Water Treatment plant components that meets specification requirements. Tanks are available for temporary storage and settlement.
-Note the Existing system may require modification or repair, as it hasn’t been run outside of direct discharge for 5-7 years.
3. On Drawing C-501 Filter bag notes - REFER TO "DEWATERING NOTES" AND " EPSC) EROSION
PREVENTION and SEDIMENT CONTROL NOTES" ON C-100 FOR REQUIREMENTS. Also referred to in STOCKPILE BARRIER PROTECTION NOTES #4. Where is Drawing C-100?
Response: This is a note error. It should refer reader to sheet G-002. There is no Sheet C-100 for this drawing set. See Revised Sheet C-501.
4. Please reference Specification Section 02 24 50 Par 3.3.2 and provide the discharge limitations
Table stated in the paragraph. Is this Table 1 in Appendix C?
Response: The discharge limitations are described in Appendix C.
5. Also in Section 02 24 50 Par 3.3.2, it is stated that effluent be tested once per day to determine conformance with the Table. However, Appendix C indicates that a different frequency of testing to be performed. Please confirm the frequency of testing required for the Water Treatment effluent.
Response: Please see response on Amendment 0010, RFI Number 1.
6. Please reference General Note 1 on Sheet G-002 and Note 12 on Sheet G-102 advising of the existence of an On-Site Water Treatment Plant available for Contractors use. Please provide details of this plant including location on the project and component flow chart and sizes for evaluation on how best to utilize this system. Can we presume that the system is currently clean and sediment free, so that any future sediments will be the Contractors responsibly to remove and dispose?
Response: Please see response on Amendment 0010, RFI Number 2.
7. Please reference Specification Section 02 61 23 Par 3.3.3 and 3.3.3.2 concerning wash-down and destructive testing of solid materials. Since no solid materials have been identified in the material to be remediated, please confirm that any effort required for these two paragraphs will be handled as an equitable adjustment to the Contract.
Response: As part of the base bid, the contractor is responsible for washing down equipment used to handle contaminated material, as well as sampling (wipe and destructive) work areas upon demobilization. Work areas to be sampled include, but are not limited to, destructive testing of asphalt sediment management bin locations.
The base bid assumes that the sampling results do not trigger off-site disposal. If off-site disposal is needed, then Bid Option 0004 may be exercised. If debris or other solids are found during the excavation of the Outfall 0008, then the need for testing and/or off-site disposal will be evaluated at that time.
8. Please reference Specification Section 02 61 13 Par 3.7 regarding disposal of temporary construction materials (temporary roadway fills, bin materials, liners, processing area working surface materials, dewatering sump sediments). Please confirm that payment for this T&D will be made via Bid Items 4AA or 4AB.
Response: The temporary construction materials are assumed suitable for on-site disposal and, as such, the cost for handling, testing and disposal fall under Bid Item 0001. One exception, however is the liners and geotextiles. These materials are assumed to be disposed of off-site but also fall under Bid Item 0001. If, after testing, the temporary construction materials are found to be above the CT Industrial Direct Exposure Criteria concentrations, then the material may need to be disposed of off-site. Bid item 0004 may be exercised to account for the off-site disposal and any additional testing required by the receiving facility.
9. Please reference Specification Section 02 61 23 Par 3.3.6.1 requiring 1 composite soil sample test per 600 CY of material to be removed from site. Specification Section 02 61 13 Par 3.4.1 requires 1 composite sample test per 1,000 CY of treated sediment to determine if the soil can remain onsite. Please confirm that the Government desires a second round of testing for soil sediments going offsite.
Response: If the first round of sampling indicates that the material must be disposed of off-site, then Optional Bid Item 0004 may be exercised. Bid Item 0004 includes the cost for additional sampling per the receiving facilities requirements, as well as costs for handling and disposing of the material off-site. Specification section 02 61 23 and 02 61 13 are correct and will not be updated. The sediment management bins will be approximately 1,000 CY; however, the material within the bin be less to facilitate mixing and processing.
Specification 02 61 23 states that each 1,000 CY bin will contain approximately 600 CY of sediment.
10. Please reference Specification Section 31 00 00 Par 3.10 requiring use of validated commercial testing laboratory. Since no compaction of subgrade is required, and compaction of the materials placed in the On Site Stockpile only require (3) passes with a heavy tractor or (4) passes with a light tractor (Section 30 00 00 Par 3.8.2); what testing is the Government looking for the testing lab to perform?
Response: Validated laboratory will be required to confirm that offsite materials used in the construction match the specified gradations or strength requirements (geotextile) (See Section 31 00 00 Part 2).
11. Is the 24’ wide access road out the causeway required for this project?
Response: The 24' access road is to protect the existing engineered controls on the Causeway. This access road is required if the contractor's work plan includes driving heavy equipment on the causeway. See revised Sheet G-102, note 14.
12. What is the assumed thickness of the asphalt to be milled?
Response: Assumed thickness of parking lots is 3-inches of asphalt.
13. Is the debris supposed to be decontaminated? Most of it is porous concrete.
Response: Please see response on Amendment 0010, RFI Number 7.
14. Please provide the estimate of Concrete Rubble that is available for use on this Project for roads. Please indicate the size of this material and if it contains reinforcing steel.
Response: There is approximately 30,000 CY of processed crushed concrete, crushed to 3-inch minus.
Reinforcing steel was separated and removed to the maximum extent possible, some minor fragments may remain within the ruble mix.
15. Well decommission. Appendix B has more than 48 wells listed on it but 2 are highlighted. Does the scope include decommissioning of 2 wells or 48 Response: Only the two wells highlighted in Appendix B are to be decommissioned. These are also presented on drawing sheet CD104 for further clarity.
16. Can any additional information be provided about the existing Water Treatment Plant? For instance; the available water storage capacity?
Response: Response: Please see response on Amendment 0010, RFI Number 2.
17. Various sections of the specification package indicate PCB concentrations are TSCA (federally) regulated and work must be performed in accordance with 40 CFR 761, which implies the material is classified as a PCB remediation waste. Please provide access to the EPA approved cleanup and disposal plan (40 CFR 761.61) for the work to be performed at OF-008. If an approval is not available please confirm it is the government’s intention (or not) to have the selected contractor procure said approval as part of the plan submittal process.
Response: The Plans and Specifications have been developed under CERCLA. The Contractor is responsible for developing clean up and disposal plans in accordance with the specifications. Refer to the requirements of the Protection Plan in Specification Section 02 61 23.
18. Is there a source of potable water available on site such as a Fire Hydrant that could be metered for use?
Response: Potable water near the outfall 0008 drainage ditch work is available. Potable water sources are available to tap into within the main site (Causeway Area). There is a meter pit located in the southern parking lot (specific location unknown).
19. 01 11 00 states” Debris/boulders that are found in OF-008 by the Contractor must decontaminated and disposed of in accordance with the project. 02 61 23 states” Remove asphalt pavement, concrete slabs, and structures encountered above or below the ground surface within the excavation limits. Brush to remove soil materials and clean to limit defined herein for PCB surface contaminated solids by double rinsing, and place in the adjacent rubble pile. Collect and dispose of wash-down water as contaminated water. Sample each type of solid material using either wipe samples or destructive samples at locations as directed by the Contracting Officer. Analyze samples for PCBs in accordance with EPA 530/F-93/004, Method 8080. Collect and test field blanks and replicates in accordance with EPA protocol. Repeat cleaning process and testing until PCBs are below the limits specified herein.” During the bid process, we cannot identify the quantity of boulders, concrete, asphalt or other debris that may be encountered during excavation. Please consider making this an allowance in the bid or please supply quantity and types of material to be decontaminated and disposed of.
Response: Please see response to RFI Number 7 on Amendment 0010.
20. SPECIFICATION SECTION 02 24 50 Page 8 Section 3.3.2 Start-Up Step-The last paragraph of the identified specification indicates the following Run the WTP as required to treat dewatering and other remediation fluids during remediation activities. Test the effluent from the WTP at least once per operating day to determine conformance with the treatment objectives and effluent limitations. While Appendix C– Provisions of Discharge Permit 2.0 TERMS AND CONDITIONS APPLICABLE FOR DISCHARGES TO SURFACE WATERS 2.1 Monitoring Requirements 2.1.1 Frequency Based upon this flow rate, discharge of treated wastewater will be sampled on the first day of discharge, every other day for the first week, weekly for the next month, and then monthly thereafter.
Response: Please see response to RFI Number 1 on Amendment 0010.
21. Please reference Drawing C102 shows the required removal and disposal of an existing wooden shed and short concrete walls. Please confirm the limits of removal is to existing grade. Please provide As Built or other drawing showing the construction details of this structure.
Response: On-site Maintenance Contractor has confirmed that the demolition work in question has already been completed by others. This site preparation work item is no longer required. See Revised Sheet CD102.
22. Is there any information available regarding the existing access road from Sniffens Lane around to the North side of the Channel? There are homes on that road, but yet it is available for construction equipment to utilize? If the existing access road is suitable, then the Contractor is only responsible for maintaining the existing road, not placing 12” min stone along the entire length as per the detail C7 on C-501?
Response: The road off of Sniffens Lane is within the City of Bridgeport's parcel boundaries and available for construction equipment to utilize. The existing access road may just be maintained and restored. The 12" min stone is not required here.
