The Government will not exercise any supervision or control over the contract service providers performing the services herein. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide non-personal services, to include all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and services necessary to perform services in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS and contract. The Contractor shall comply with all applicable Federal, regional, State, and local laws, codes, regulations, directives, industry, and commercial standards.

1.1 Background. Fort McCoy is located in Monroe County, Wisconsin in the Coulee Region of West Central Wisconsin. It is located along Hwy 21 between the cities of Tomah and Sparta. The associated worksite includes:

Fort McCoy Installation Cantonment Area (North Post) Fort McCoy Family Housing Area (South Post) Fort McCoy’s Airfield (South Post) North Post Range and Training Areas (North Post) South Post Range and Training Areas (South Post)

Fort McCoy’s primary mission is to underpin readiness of the Force by serving as a training center, and when called upon, is a support site for power projection missions. Attachment 2 contains detailed Fort McCoy Base data.

1.1.1 Population. Fort McCoy consists of approximately 60,000 acres and over 1400 buildings. The Population consists of over 3,000 permanent military, Government civilian, and contractor personnel, as well as up to an additional 15,000 transient troop personnel on a given training exercise. The Contractor shall support the Directorate of Public Works (DPW) in performing Real Property Maintenance Activity (RPMA) services on current and future facilities, structures, and grounds on the installation as part of this contract.

1.1.2 Planned Buildings, Structures, and Facilities. Fort McCoy’s buildings, structures, and facilities inventory will be changing throughout the term of the contract.

1.1.3 Electricity. The primary electrical distribution system on Fort McCoy is privatized, owned and operated by Xcel Energy. Auxiliary generators and Uninterruptible Power Supplies (UPS) are used for backup power sources for various critical functions, and are Government owned and operated.

1.1.4 Water and Wastewater. The water storage and distribution system and wastewater collection systems on Fort McCoy are Government owned and operated. There are two separate municipal water distribution systems and one wastewater collection system servicing the majority of Fort McCoy. Local systems serve areas not serviced by the main domestic water and wastewater systems.

1.1.5 Natural Gas and Liquid Propane Gas. Natural Gas lines are currently owned and operated by Xcel Energy.

Liquid Propane (LP) gas is supplied by contract, to those facilities serviced. Xcel Energy and the LP gas contractor are responsible for their systems to the meter or regulator.

1.1.6 Roads and Grounds. Ground improvements, including all access transportation facilities, roads and other paved areas, such as sidewalks and vehicular parking areas, non-paved areas such as trails and gravel storage areas are maintained year round. There are approximately 180 miles of paved roads; approximately 250 miles of unpaved roads; 100 miles of tank trails; 8 miles of railroad track with 9 loading ramps; 10 vehicle bridges; 1 paved airfield, E- W Runway 4,700 LF and N-S Runway of 4,200 LF with supporting aprons and taxiways; 1 Gravel Air Assault Strip, 6,350 LF and taxiway; 78,000 SY of Sidewalks; and both paved and gravel equipment storage lots. There are approximately 2,960,000 square yards (SY) of combined paved roadway/lot areas and approximately 3,510,000 SY of combined gravel surfaced roadway/lot areas at Fort McCoy. There are approximately 2,600 acres of grounds that are maintained with grass cutting operations throughout the growing season with various levels of maintenance.

1.2. Objectives. The Contractor shall ensure all work accomplished in the performance of this PWS meets all maintenance and repair, standards consistent with the original equipment manufacturer’s recommendations, and all applicable Federal, State, and local laws, regulations, and directives to include, but not limited to, the publications in Section 7, Related Documents. The Contractor shall compile historical data, prepare required reports, and submit all information as specified by the Deliverables presented in the contract. The Contractor shall ensure all work in support of mission requirements tendered to the Government for acceptance conform to the measurable performance standards of quality, timeliness, and quantity specified in the PWS of this contract. Without additional expense to the Government, the Contractor shall obtain/ensure subcontractors obtain all licenses and permits required to perform this work under this contract.

The intent is to establish work requirements that are performance-based and results-oriented. The PWS is written to define “what” is required and leaves it to the Contractor the decision of “how to perform the work”. This approach is intended to allow the Contractor to determine the best and most cost effective ways to fulfill Facility Maintenance and Repair Services and their component needs, emphasizing innovation and commercial best practices. The nature of the work requires the Contractor to use flexible employment and scheduling techniques, to minimize cost and maximize performance outcomes, to adapt to varying workload requirements. This will require work outside normal duty hours including 24-hour operations and shift work to meet mission requirements and the unscheduled and/or emergency work. The Contractor may be required to coordinate with installation garrison and non-garrison (e.g.

tenant activities), or other DPW contractors to accomplish service projects.

1.3. Climatic Conditions. Fort McCoy is in Monroe County, WI which is in the Upper Mississippi River Valley of the Midwest with relatively hilly terrain and bluffs. The area experiences a temperate climate with both warm and cold season extremes.

Winter months can bring occasional heavy snows, intermittent freezing precipitation or ice, and prolonged periods of cloudiness. While true blizzards are rare, winter storms impact the area on average about 3 to 4 times per season.

Occasional arctic outbreaks bring extreme cold and dangerous wind chills.

Temperatures between river valleys and surrounding ridges can vary greatly. Typically high temperatures on ridges are 3° to 5°F colder than valleys. This can lead to slightly more average snowfall on ridge tops and occasionally a difference in winter precipitation types from ridge to valley. Temperatures in lowlands, or bogs, are often 10 to 15 degrees colder at night and can even freeze in summer.

Thunderstorms occur on average 30 to 50 times a year, mainly in the spring and summer months. The strongest storms can produce associated severe weather like tornadoes, large hail, or damaging wind. Heat and high humidity is occasionally observed in June, July, or August.

The autumn season usually has the quietest weather. Valley fog is most common in the late summer and early fall months. On calm nights, colder air settles into valleys leading to colder low temperatures compared to ridge top locations.

Below are basic climatology figures for the Monroe County area. Data is valid for Ft McCoy, WI based on a 30-year period (1981-2010).

The Contractor shall provide fully qualified personnel to perform services and respond to emergencies as dictated by mission requirements as outlined in the Performance Work Statement. Support may require services 24-hours, 365 days per year. The Contractor is expected to provide an innovative approach to allow the maximum flexible work hours for any work required. The Contractor shall provide the COR and Work Reception Center (WRC) with emergency telephone numbers for those individuals determined by the Contractor to be notified after normal duty hours within 30 days after the contract award. 2.1.3.3 Compensation for Other than Normal Duty Hour Work. Periodically, requirements including emergencies support, supporting mobilization/demobilization, and seasonal requirements may require work to be accomplished at times other than normal duty hours. The Contractor shall use flexible work scheduling techniques to accomplish the after-hours support required to successfully perform the contract function. Should the Contractor decide to use overtime or shift premiums to complete the requirements under this contract in lieu of flexible work scheduling techniques, those costs shall be identified in the Contractor’s price proposal and included as part of the unit price for each Sub-element and corresponding contract line item number (CLIN).
