The three (3) Packages that comprise this construction contract each include a stand-alone technical specification package that applies specifically to that Package. Each technical specification package includes corresponding Division 01 General Requirements specifications.
However, despite the inclusion of three (3) sets of Division 01 specifications, the Government requires the Contractor to perform the work as if there were only one set of Division 01 specifications provided. The Government does not require the Contractor to provide Division 01 functions in triplicate. Despite this expectation, the Government cannot simply delete duplicated Division 01 specifications from two of the three sets of technical specifications since the technical specifications reference the Division 01 specifications in areas.
The Government intends for the three sets of Division 01 specifications provided (with each of the three sets of technical specifications) to be identical. However, in the event of any conflict, if it should arise, the Division 01 specifications issued for Package 1A shall be considered primary and shall govern.
