1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The work to be performed under this project consists of providing all labor, equipment, and materials to perform maintenance dredging of Fire Island Inlet, Federal Navigation Channel and Deposition Basins, with placement of the dredged sand along the adjacent shoreline approximately 14,000 to 32,000 feet west of the inlet (Gilgo Beach), and possible along overlook Beach as shown on the Contract Documents prepared by US Army Corps of Engineers, New York District.
The maintenance for this project consists of dredging the Fire Island Inlet
SECTION 01 11 00 Page 3
Channel and Deposition Basins to a depth of -14 feet MLLW plus 2 feet allowable overdepth, with placement of approximately 1,520,000 cubic yards of dredged sand at Gilgo Beach and possible Overlook Beach, based on the plans and specifications survey performed in FEB 2024. For more details, see "ESTIMATED QUANTITIES" in Section 01 30 00 "ADMINISTRATION REQUIREMENTS" of these Specifications. The dredged material has been determined to be composed of sand.
Contract time for completion is based on a minimum average production rate of 13,500 cubic yards (CY) per day for dredging and placement along the designated Beach shoreline. Should the total quantity of material exceed the estimated quantities within the Solicitation Contract Form, additional time will be allowed at the rate of one (1) calendar day for each 13,500 cubic yards in excess of the established limit. The time stated for completion shall include final clean up.
The contractor must bid on all items of the bid schedule. All CLINs require dredging to the plane of -14 feet mean lower low water (MLLW) plus 2 feet allowable overdepth, with placement along the Gilgo Beach shoreline and possible Overlook Beach. Note that the estimated quantity in the basic work is 750,000 cubic yards (CY) shown in CLIN 0002.
The Contractor shall furnish all materials, plant, labor, equipment and services (except for those furnished by the Government) for the dredging of material from the Fire Island Inlet Federal Navigation Channel and Deposition Basins with placement of the material dredged along the Gilgo Beach shoreline approximately 14,000 to 32,000 feet west of the inlet under the basic work.
The current New York State Department of Environmental Conservation (NYSDEC) Water Quality Certificate (WQC) for the maintenance dredging and beach nourishment for the Fire Island Inlet and Shores Westerly to Jones Inlet, New York Beach Erosion Control and Navigation Project is included in Section 00 90 02. The contractor must comply with all conditions of the
NYSDEC WQC.
Per the NYSDEC WQC, dredging the inlet inside of the sore thumb (identified as the area east of the demarcation line on Attachment B) is prohibited from 1 January through 31 May, in order to protect spawning and early life stages of winter flounder, also dredging the inlet outside of the sore thum (identified as the area west of the demarcation line on Attachment B) is prohibited from 15 September through 15 November, in order to protect Atlantic sturgeon. Beach placement is prohibited from 01 April to 31 August to protect beach nesting bird species (e.g. Piping Plovers). See Section 00 90 02 Attachment M for further details.
The work is anticipated to be performed within the approximate time period in the fall/winter of 2024 and the spring of 2025.
1.2.2 Beach Placement Specifications
Placement along 9,300 feet of Gilgo Beach shoreline: The berm will extend 260 feet seaward from the baseline (southern edge of Ocean Parkway) at an elevation of +8.0 feet NAVD from baseline station 93+00, continuing westward to approximately baseline station 0+00. The landward extent of the berm will tie into the exiting dune. A seaward slope of 1-foot vertical on 20-foot horizontal will extend from the seaward end of the berm to minus 1-foot elevation NAVD, then a slope of 1-foot vertical on 15-foot horizontal will extend to the ocean bottom (grade). The beach fill shall commence with a 300-foot taper east of station 93+00, if Option 1 is not exercised, and be completed with a 300-foot taper west of station 0+00.

This percentage may be reduced by a supplemental agreement to this contract if, during performance of the work, the Contractor requests a reduction and the Contracting Officer and/or his Representative determines that the reduction would be to the advantage of the Government. (FAR 52.236-01)
