About this file
This document is Amendment 0015 to Solicitation W912DS24B0003 for the Maintenance Dredging of Fire Island Inlet and Shores Westerly to Jones Inlet Beach Erosion Control and Navigation Project. The amendment responds to two questions from a potential bidder. The first question is about the timeline for mobilization and demobilization, which the government states was already addressed in previous amendments. The second question is about the timeline for awarding the optional Tobay Beach Placement, which the government states will remain unchanged at 65 days after the Notice to Proceed.
The overall solicitation is for the dredging of approximately 700,000 to 1,000,000 CY of sand from the Fire Island Inlet Federal Navigation channel, with placement of the dredged sand as beach nourishment along Gilgo Beach. The contractor will be required to maintain a production rate of at least 13,500 CY per day and complete the basic work within 97 calendar days of the Notice to Proceed, with liquidated damages of $2,390 per day for any delays. The solicitation is unrestricted, and the government intends to award the contract in May 2024 with a Notice to Proceed in the first week of October 2024.

AMENDMENT 0015
AMENDMENT 0015
Fire Island Inlet and Shores Westerly to Jones Inlet, New York Beach Erosion Control and Navigation Project
- Option 4: Beach Placement at Overlook Beach
The purpose of this Amendment 0015 is responds to questions posed by a potential bidder.
Question 1: We have serious concern completing the base, all options and demob prior to the April 1st bird window. Please advise government remedy for completion if this was to occur.
The contract allows for 50 days to mobilize and demobilize.
50 days to mobilize and demobilize 39,000lf of pipeline and multiple boosters is not nearly enough, especially during the required poor weather seasons. We request the Government include more realistic 60 days for each activity (120 total (60 days for mobilization and 60 days for demobilization). The days currently allowed are not sufficient to complete the mobilization, base and option dredging and demob off the beach by April 1 window.
Answer 1: This question was answered in Amendments 0005, 0007and 0013. As stated in Amendment 0005, the contractor has 111 calendar days to complete the basic work.
Question 2: Bidders must understand the required scope of work sooner than currently stated within the contract.
With the addition of Tobay beach, bidders must know near the time of NTP if Tobay will be awarded to allow time and resources to plan and mobilize to this distant beach concurrently with base mobilization. We request the Tobay option be awarded within five days of NTP. The Government has had 10 months from the last canceled bid to secure the Tobay funding for this last minute edition. Tobay cannot be done if waiting 65 days to award after NTP.
W912DS24B0003
Answer 2: As stated in the revised bid schedule of Amendment 0011, the Government may exercise Option 6 (Tobay Beach Placement) within sixty five (65) calendar days of receipt by the contractor of the Notice to Proceed for the Basic Work. The time period for exercise of this option shall remain unchanged.
Note: The cutoff date and time for emailing RFIs to the Contracting Division was May 17, 2024, at 3:30 p.m.
