BIDDER’S QUESTIONS AND GOVERNMENT REPLY
1. Regarding Factor 2, Specialized Experience, the evaluation criteria of the RFP indicates that projects submitted for this factor must have been projects that had a minimum of 25% self-performance. However RFP clause FAR 52.236-1 Performance of Work by the Contractor indicates the awardee must self-perform 20% of the work and RFP clause FAR 52.219-14 indicates the awardee must self-perform 15% of the work.
Could the 25% self-performance requirement in the evaluation criteria be changed to 15% to better fit the project requirement? If not, will projects submitted that have less than 25% self-performance be evaluated?
Response: Amend #5 added/revised the self-performance requirement to 20% for Factor 2.
2. We will intend to pursue the project referenced above with our SBA approved Protege in a Joint Venture.
Typically, when a Mentor Protege Joint Venture is a proposer, solicitations define that relevant project experience can be provided by either the Mentor or the Protege. Please clarify any specific specialized experience or past performance criteria as it relates to a Joint Venture. Response: See Amend #4 revision to section 00 22 10 paragraph 3.1.3 addressing Joint Ventures.
3. Will the Projnet/Dr Checks system be used for RFI’s? We cannot find a Projnet Key Code to submit RFI’s via Projnet. Please advise the key code or how / where do we address prebid RFI’s. Response: Dr Checks will not be used for RFIs. Prebid RFIs are emailed to:
Loretta.E.Parris@usace.army.mil and Nicholas.P.Emanuel@usace.army.mil
4. We request a second site visit to review the demolition and existing site conditions with our subcontracting team. Please advise a date that works best and base access requirements. Response: Amend
3. Second site visit was conducted 10 JAN 17
5. Specification section 01 45 00. 00 paragraph 3.4.3 states that the specialize QC personnel (listed in the matrix on page 5 of this section) states “…These individuals or specialized technical companies must be directly employed by the prime Contractor and may not be employed by a supplier or subcontractor on this project..” As this project is set aside for small business this requirement represents an enormous overhead expense for the prime contractor and to the Government. Based on preliminary project durations estimates, this cost could exceed $950,000. It is our experience that these specialized QC personnel are allowed to be employed by the subcontractor, act as the QC in their specialty and allowed to work in their areas of expertise as long it does not interfere with the duties as QC. The following is text we are familiar with from other districts.
In addition to CQC personnel specified elsewhere in the contract, the Contractor shall provide as part of the CQC organization specialized personnel to assist the CQC System Manager for the following areas identified per Experience Matrix Table. These individuals may be employees of the prime or subcontractor. These individuals identified per the Experience Matrix Table, shall be responsible to the CQC System Manager; be physically present at the construction site during work on their areas of responsibility; have the necessary education and/or experience in accordance with the experience matrix listed herein. These individuals in the Experience Matrix Table may perform other duties but must be allowed sufficient time to perform their assigned quality control duties as described in the Quality Control Plan. Response: 01 45 00 paragraph
3.4.3 is correct. Specialized CQC staff are only employed by the Prime Contractor during that feature of work.
6. Please provide the lead and asbestos survey information for the 20 building to be demolished. Response:
Survey provided as part of Amend #5
7. What is the government’s intended awarded date for this project? This will determine our schedule and winter construction activities. Response: Expected award is 30 MAR 17.
8. “Pass-doors” are specified in section 10-22-39, page 5, accessories 2.3, 2.3.1 doors. Also reference detail 3/A-102A. Can you confirm this door is not by the operable partition section? Response: The pass-door is only required in room’s 223 folding partition. Detail 3/A-102A is used in all other classrooms egress doors between classrooms.
9. The IF series of drawings, FF&E Plan Notes, note 1 states: REFER TO FURNITURE, FIXTURES &
EQUIPMENT (FF&E) PACKAGE FOR PROCUREMENT INFORMATION, PRODUCT
SPECIFICATIONS AND QUANTITIES. Please validate the contractor is purchasing the furniture for this project? If so, Please provide the FF&E package referred to in the note. Response: The Government is purchasing the FF&E.
10. Reference Drawing C-101:
a. depicts keynotes for 24, 25, and 26, but there is NO note under the sheet keynotes section. Response:
Keynotes corrected. See re-issued drawing in Amend #4.
b. There are 2 signs showing to be removed on the southwest side of the construction area beyond the limits of disturbance. Should these be included in the bid? Response: No work outside of construction limits.
c. There is a keynote 23 shown on the west side of the construction area outside the limits of disturbance.
Should this be deleted or changed to a different keynote? Response: Keynote corrected. See re-issued drawing in Amend #4.
11. Reference paragraph 5.2.1 Past Performance Questionnaires (PPQ): Question is the following:
For a project that does not have a CPARS evaluation, please confirm that offerors can submit a previously-completed PPQ-0 form rather than requesting their customer to complete a new questionnaire. This approach would be consistent with USACE Acquisition Instruction (UAI guidance on the use, and re-use of the form PPQ-0. And For a project that has a CPARS rating…..can a copy of this CPARS rating be submitted in lieu of the attachment PPQ as requested in the RFP document. Response: Submitting a previously-completed PPQ is acceptable. A PPQ must be submitted for each project (submitting CPARS rating is not acceptable in place of the PPQ)
12. Section 5.3.1: Please clarify what is considered “automated” classrooms. Response: Classrooms with the audio visual, communication and electrical features similar to the scope specified for the classrooms in this project.
13. Section 5.3.1: Is an offeror to provide exactly 3 projects? Can it be less than 3? Response: “Contractor shall demonstrate (3) projects not less than 75% complete or physically completed within the last ten
(10) years.” Per Amend #2.
14. Section 5.3.1: Please reference the following paragraph:
Relevant Scope: Construction of individual projects or multiple Task Orders under a MATOC are acceptable, if each meets the criteria. Examples should be given for Magnitude and complexity of the following type projects to show relevant SPECIALIZED EXPERIENCE.
Please validate that this paragraph statement “or multiple task orders under a MATOC” means that an offeror can use several task orders under a Matoc contract that may have smaller square-footage or smaller dollar value may be included and considered as “one” of the 3 required projects to meet the relevancy and complexity requirements. Response: Task Orders cannot be combined. Section 5.3.1 states “multiple task orders under a MATOC are acceptable if each meets the criteria.”
15. Why is there no selection or evaluation criteria or listed for firms that may be Joint Venturing? Doesn’t the FAR require your acquisition to layout the term of the joint venture requirement and how they will be evaluated? Response: See Amend #4 revision to section 00 22 10 adding paragraph 3.1.3 addressing Joint Ventures.
16. Drawing A-411 Detail 3 – Typical Barracks Restroom. Question – There are no toilet accessory requirements shown for the Barracks Restrooms. Are their toilet accessory requirements in these Restrooms?

AND FRAME MATERIAL IS HM
18. Doors 139D & 139E are listed on the project door schedule but are not shown on sheet A-101B. Please state the location of the doors and type of frame required (frame type also not listed on door schedule).
Response: Refer to Amendment 0002 Drawings A-402, A-610, A-620 (change 1 dated Dec 21 2016) item
15. Doors 139D and 139E were revised as 103E and 103F, refer to sheet A-610 of same amendment.
19. Door number 139E is designated as a “Type F” door, but dimensions are shown as 3’-0” x 4’-7” (All other “Type F” doors are 3’-0” x 7’-0”). Please confirm that the stated size of 3’-0” x 4’-7” is correct for door 139E. Response: DOOR 103F (139E) IS THE UPPER LEVEL DOOR FOR THE HC LIFT AT THE
AUDITORIUM. THE DIMENSIONS ARE CORRECT.
20. Please confirm that interior store fronts (SF-B, SF-C, SF-D, SF-E, SF-F, SF-G, SF-H) are constructed of hollow metal. Response: YES, comply with section 08 11 13 - STEEL DOORS AND FRAMES.
