Pre-Demolition Survey Report

Fort Drum Military Reservation, New York

Contract Number: W912DY-11-D-0026

Date: January 9, 2012

Prepared for:

U.S. Army Engineering and Support Center Huntsville, Alabama

Prepared By:

Great Southern Engineering, Incorporated 3795 Gordon Terry Parkway Trinity, Alabama 35673 256-350-9754

Executive Summary

Great Southern Engineering, Incorporated (GSE) was contracted by the U.S. Army Engineering and Support Center in Huntsville, Alabama to perform a Pre-Demolition Survey for one hundred ninety four (194) buildings/structures at the Fort Drum in New York during Phase II of the Fort

Drum Pre-Demolition Survey effort. This work was performed under Contract Number

W912DY-11-D-0026. The field portion of the work was completed on November 28, 2011. The following summarizes the project personnel for this installation:

USACE Contact: Mindy Shelton

Site Point of Contact: Rick Nuijens

GSE Principal-in-Charge: Kaye Meeks

GSE Project Manager: Jeff Smith

Asbestos Inspectors: Chris Bradford, Nevin Bradford, Tim Kordek, Jamie Pentland, Joshua Sandberg and Jeff Smith

ORM Inspectors: Chris Bradford, Nevin Bradford, Tim Kordek, Jamie Pentland, Joshua Sandberg and Jeff Smith

Explosives Residue Screening: Not Applicable

This report documents GSE’s work for this task order. Our findings are summarized below:

Asbestos Containing Material (ACM) and other regulated materials (ORMs) were found in various buildings during this investigation.

Screening for the presence of explosives residue was not conducted as part of GSE’s scope of services.

Purpose

The purpose of this task is to complete Pre-Demolition Surveys of the referenced facilities at

Fort Drum Military Reservation to identify significant sources, location and estimated quantities of ACMs and ORMs. ORMs included fluorescent light fixtures, lighted exit signs, smoke detectors, fire extinguishers, transformers, air conditioners and chiller units, thermostats, electric control panels, drinking water fountains, generators, circuit breakers, batteries and battery chargers.

Limitations

The following limitations apply to this survey:

1. The buildings were grouped by CAT Code and square footage. At the direction of

USACE, only one building from each group was surveyed. Buildings that did not fit into the grouping criteria were individually surveyed.

2. GSE initially identified areas where USTs may exist or may have previously existed.

The survey crew was told by Mr. John Ashcraft, Ft. Drum Real Estate, that many of the tanks had been removed and that all of the remaining fuel oil tanks are currently being removed from the Post. The contractor responsible for the removal is to be finished by

September 30, 2011. Therefore, GSE did not provide a complete inventory fuel oil USTs as part of this investigation.

3. GSE attempted to identify all materials, but some may exist that were beyond reasonable access to the inspectors during the site visit. GSE attempted to access crawl spaces, wall cavities, sub-floors, vaults, hidden/concealed conditions, locked rooms or similar areas only if the areas were considered safe and reasonably accessible by field personnel.

4. Materials that were not considered a “suspect asbestos-containing material” were not sampled. These non-suspect materials included silicone, foam rubber, fiberglass, wood, glass, and metal.

5. Older flooring materials (i.e., 9x9 floor tile) were covered by a newer layer of plywood and flooring materials in several buildings. Observations were made in buildings where penetrations previously had been drilled through the floor. This condition may exist in other buildings.

6. Electrical wiring was live at the time of the survey and therefore was not sampled in any building.

Site Activities

Per the direction of USACE, buildings having the same square footage and CAT Codes were grouped together and only one building in each group was surveyed. The results from that building are applied to all buildings in the group. Some materials, such as 9”x9” floor tile, may be assumed to contain asbestos by GSE’s field personnel. If a material is assumed to contain asbestos, then samples were not collected from that material.

GSE conducted the inspections of the buildings to determine the presence of asbestos-containing materials (ACM), other regulated materials (ORM). As directed by the USACE, the asbestos surveys were completed to comply with the federal National Emission Standard for

Hazardous Air Pollutants (NESHAP – 40 CFR 61, Subparts A & M). No ORM samples were collected. ACM samples were collected in accordance with applicable federal regulations and subsequently submitted to a NVLAP-accredited laboratory for testing. Polarized Light

Microscopy (PLM) was the analytical method employed to analyze the samples using positive stop procedures. Positive stop means that once a positive (greater than 1% asbestos) result is obtained, the remaining samples for that material are not analyzed.

The following table provides a list of the buildings included in this task order. The shaded buildings represent groups of buildings with the same CAT CODE and square footage. Only one building from each group was surveyed. The buildings listed in red indicate the buildings that were surveyed from that group. The buildings not shaded indicate buildings that were surveyed individually.
