Page 3 of 11ProjNet: Logged In User
The ordering period shall not exceed five (5) years. The Contractor shall complete all work described in the Scope of Work/ Performance Work Statement for each task order within the period of performance established on the individual task order. Unless otherwise authorized, task order periods of performance shall not exceed five (5) years.
Does this mean that a task order could be issued in year 5 of the contract and have a period of performance of 5 years making the IDIQ remain open for 10 years? How with the Government address the labor rates that extend beyond year 5?
On: Oct 18 2019.

Per the government response to question 8222570 – "should the Prime require disciplines from a subcontractor, that discipline will have a note identified which will correspond to a legend at the end of the price schedule....Note 1:
these are subcontractor rates. As such, only the proposed Subcontractor G&A and OH will be applied. Backup of all costs are required in accordance with Section L (iii) Volume II for the Offeror (this includes the Prime and Subcontractor's cost)."
Can the government please clarify where, on the pricing schedule, we are to input the G&A and OH for subcontractors that are to be inputted? This is not offered on the current pricing schedule. Also, based on this
Page 4 of 11ProjNet: Logged In User answer, is the government stating it is not permitting G&A be applied to subcontractor costs? Clarity is requested because It appears the government requests what the Prime Offeror's additional markups are to subcontractors in the final table on the pricing schedule, "Additional Rates/Mark-ups."
Finally, what mechanism do you wish to receive the back-up of all subcontractor costs to include G&A and Fee. For many subcontractors, this is proprietary information and is most often submitted separately.
On: Oct 18 2019.
Government Response. . On the Price Schedule, where there is a table for each (OH & G/A), make a note that it is the subs rates. Section J 3.1.4. Please confirm number of RONAs to assume:
• Task 3.1.4 (Records of Non-Applicability for General Conformity) assumes 23.
• Task 4.2 (EA/EIS Review) assumes 1 EIS in progress and 3 EAs to be completed during POP.
• Since the RONAs are associated with NEPA EIS and EA reviews, assuming 23 per Task 3.1.4 appears too high of an assumption.
