258 Section 03 30 00.00.10 Specification Section 03 30 00.00.10 “Cast in Place Concrete” classifies the aggregate for cast in place as 5S, for sever weather region. As this project is in Hawaii, this classification does not seem to apply. Will the designers reclassify the requirement of the concrete aggregates as “Negligible Weather” (1N or 2N) as indicated by the definitions in ASTM C33?

Please see revised Section 03 30 00.00 10, Paragraph 2.3.2, per Am-0010.

Specification section 13 34 19, par 1.10.1 pages 13 & 14, please confirm our understanding regarding the no-dollar limit warranty is applied. In efforts to solicit your quote, reasonable accommodation regarding to transferal of risk in the area of “Zero-dollar limit” warranty can be explored.

The Contractor shall comply with all warranty requirements in the IFB and contract.

260 Drawing S-503 Please provide the design load capacity of the micropiles Please see revised Section 31 63 33, Paragraphs 3.5.2 and 3.5.3, per Am-0010.

261 Plans do not indicate an allowable compression load value for each micropile. However, the plans call for testing of the sacrificial pile to “160 kips” and proof testing of production piles to “120 kips.” The specification Section 3.5.2 and 3.5.3 indicate an allowable load of 10 kips per micropile. This is a significant difference. Please confirm the required micropile load capacity.

Please see revised Section 31 63 33, Paragraphs 3.5.2 and 3.5.3, per Am-0010.

262 Plan sheet S503, Note 12. Allows for alternative micropile types and sized. Mort Drilling Services will be providing pricing based on the design contained within the drawings AND will be providing a separate V.E. proposal for an alternative system that meets or exceeds the project requirements. The saving of this V.E. system is heavily dependent on the required load capacity of the micropile.

263 Is this particular project ("FY16 MCAF RNMD043004, F-22 Fighter Alert Facility, Joint Base Pearl Harbor-Hickam (JBPHH), Oahu, Hawaii") expected to require storage or handling of Covered Defense Information?

No

Section 00 60 00, Appendix A (Am‐0012)

264 The drawings and specifications that accompany the solicitation are not marked for restricted distribution, but they are also not marked specifically to allow public release. These materials contain a substantial amount of detail including things like the designs and specifications for fire suppression systems, hush house construction, and other areas where US intellectual property, know-how, design, innovation and best practices may provide advantages to our warfighters.

1. Even though it's unclassified, could this be considered sensitive information that the US would rather not make easily available to adversaries.

2. Are these drawings and specifications not considered sensitive?

1. No

2. Yes

265 How does the Corps determine whether such drawings and specs or other project-related data should be subject to distribution restrictions and/or identified as CDI?

The Government follows the Federal Acquisition Regulation (FAR) and its Supplements.

266 If the pre-construction drawings (distributed in the solicitation package) are not sensitive, would final "as-built" drawings and specs also be considered freely distributable and publicly releaseable with no restrictions?

"As-Built" drawings are to be submitted to the Government only.

The Contractor may not distribute the drawings to any other entities.

267 Sheets S551 & S552- Existing Hush House Fndn Plans

There are numerous references to embedments throughout the drawings, and they are numbered, such as EMB 10, EMB 11, etc., such as shown on Det 3/S2 shown on Page S551. Are these same embedments to be used on the new foundation? If so, can we have a drawing of these embedments?

Plan note callouts on the same sheet indicate the water service, cement silo, water silo, fuel/generator, mixer, hopper, office trailer & parking, double swing gate, and other items as potential as well. This language is misleading and does not clearly indicate if the concrete batch plant is a necessary requirement of the project. Local subcontractor forces have indicated that there is available concrete supply adjacent to the base/airport. We have also received information that the permitting process for such an item can be associated with a significant lead time, which could impact the project schedule.

Please confirm if the concrete batch plant is a requirement of this project.

The Government is not mandating an on-site batch plant.

276 Airfield Paving Equipment: Please clarify if Bidwell / Bridge deck paving equipment or roller screed along with fixed form are allowed for the entire project instead of slip form paving equipment to significantly reduce the cost of this project.

The existing slab in the Alert Shelter is shown not to removed in the interior of the building. On Drawings EP132, EP-133, EP- 134, and TY130, conduit are shown to be routed in the slab. To achieve this the contractor needs to sawcut the existing slab for trenches for the conduit routes as diagrammatically shown on the plan. This will cause several concrete patches to occur and once completed the slab of the Alert Shelter will not look uniform. Please clarify if this design intent. If it is, will be acceptable to route conduits overhead to keep sawcutting the existing slab to a minimum.

Please see revised Drawings EP132, EP133, EP134, and EP505, per Am-0010.

305 Can design of the PEMB use ordinary steel moment frames?

ASCE7 -10 Section 12.2.5.6.a clarifies that for Seismic Design Categories D and E ordinary steel moment frames are permitted up to a height of 65 feet where the roof dead load does not exceed 20 psf and the wall dead load more than 35 foot above the base does not exceed 20 psf. This is true for our case with a metal SSR and metal/fabric on the walls. Therefore we would like to take exception to the intermediate moment frame design called out on sheet S131. If Intermediate is required we cannot meet both the size limitations of an intermediate moment frame and the deflection requirements of the fabric door.

Please see revised Drawing S131, Design Criteria Note D.6, per Am-0010

306 1. Could you provide the length of the trench drain for this project?

2. And, will fabricated steel grates be able to replace cast iron grates?

308 Do all of the light fixtures need to fulfill the Buy American Act? Contractor must comply with all Buy American contract clauses contained in the solicitation.

309 Earthwork Spec. Sect. 31 00 00, sub sect. 3.9 Utilization Of Excavated Materials implies that “satisfactory” surplus material may be disposed of off-site, but only with specific written authorization. Otherwise, satisfactory material that is authorized to be wasted is indicated to be disposed of “in designated areas approved for surplus material storage or designated waste areas as directed.” There doesn’t appear to be any location on the plans for designated waste storage areas. Please confirm location of designated storage area on drawings.

Please see revised Section 31 00 00, Paragraphs 3.2, 3.4, and 3.9, per Am-0011.

310 Spec section 099000, 1.3.2 SSPC QP 1 Certification. Is it the intent to hire a 3rd party (SSPC) certified coating applicator? If this is not the criterion, we request that the QP 1 requirement be removed from the specification. Under the SSPC definition, this project does not qualify as a complex industrial or marine structure. Per the answer to RFI #199, this leaves the certification up to interpretation by the prime contractor. This is not an apples to apples bidding procedure and restricts the competition because painters are not sure if they qualify. If the intent is certification, we request that it be changed to QP 9.

Please see revised Section 09 90 00, per Am-0011. Paragraph

1.3.2 has been deleted. RFI #199 is superseded by this response.

311 Sections 32 12 11, 33 40 00 & 34 73 13

Specification Sections 32 12 11, 33 40 00 & 34 73 13. We would like to ask that the air entrainment requirements for these sections be waived for this project for the following reasons:

Air entrainment is primarily used for freeze-thaw protection (ACI 302.1R-96 “Guide for Concrete Floor and Slab Construction”, Section 5.6.1 Air-entraining admixtures), which is not an issue in Hawaii. The other positive side-effects of AE, water reduction and workability, are already achieved with less volatile methods including use of water reducer and optimized combined aggregate gradation.

The down side of air entrainment is:

· One more property to control.

· Controlling air entrainment in mixes containing fly ash (which is required on this project, section 2.4.A.1.a) is especially difficult due the traces of activated carbon in the fly ash absorbing the AE admixture.

· Potential loss of air entrainment and associated concrete workability from pumping, placing, vibrating and finishing concrete (PCA “Design and Control of Concrete Mixtures” Table 8.5).

· Air entrained concrete is more sticky and difficult to finish.

· Air Entrained concrete has a greater risk of surface defects including blisters and delamination. For these reason, air entrained concrete is not recommend by ACI for trowel finished floors (ACI 302.1R-96 section 5.6.1 and 11.7).

Please see revised Section 33 40 00, Paragraph 2.3.1, per Am- 0010. Section 32 13 11 and Section 34 73 13 shall not be waived.

312 Specification §316333 Drilled Micro-piles

• Micro-pile Note 1 on Sheet S503 stipulates that the micro-pile design calculations and drawings shall be “stamped and signed by a structural engineer licensed to practice in the state of Hawaii.”

• Micro-pile Note 2 stipulates “Micro-piles shall be cased micro-piles.”

• Micro-pile Note 6 mandates installation of casing concurrent with drilling, and grouting of the micro-pile using a tremie procedure.

• Micro-pile Note 10 stipulates “Micro-piles shall be installed per manufacturer’s specifications.”

• Micro-pile Note 11 stipulates “Hollow bar micro-piles and accessories shall be hot-dipped galvanized.”

• Micro-pile Note 12 stipulates “Alternate micro-pile types are acceptable….shall be approved by the Contracting Officer.

1. Could you confirm the requirements of Notes 2 and 6 shall take precedence over Note 12?

2. Case Micropiles and Hollow bar micropiles are very different system. For hollow bar micropiles you install your grout while you are drilling, and when following the manufacturer's recommendations there is no way to ensure grout loss or a true full micropile cross section.

The FHWA Cased method does not guard against this. Will Williams or Titan hollow bar micropiles be allowed?

3. If the requirements of Notes 2 and 6 do not apply, will §316333 be modified to provide specifications for “alternate” micro-pile types?

4. If §316333 will not be modified to address specifications for “alternate” micro-pile types, will the designer of the alternate micro-pile design be required to provide specifications or will the “design calculations and drawings” be considered sufficient for alternate micro-pile design?

5. Could you confirm that an alternate design employing “hollow bars” must stipulate that the bars and accessories be hot-dipped galvanized as per Note 12?

1. Please see revised Drawing S503, Detail A1, Note 12, per Am-0007.

2. Please see revised Drawing S503, Detail A1, Note 13, Am- 0007.

3. Please see revised Drawing S503, Detail A1, Note 12, per Am-0007.

4. Please see revised Drawing S503, Detail A1, Note 12, per Am-0007.

5. Please see revised Drawing S503, Detail A1, Note 13, Am- 0007.

Section 32 13 11 (4.0+/- 1.5%) Section 33 40 00 (5.0 – 7.0%) Section 34 73 13 (6.0%

MAX)

313 Hawaiian Cement successfully had air entrainment removed from numerous projects (ranging from private to federal). We would like to request that the air entrainment be waived for this project as well.

Although many projects have been completed using air entrained concrete, slump loss due to pump placement has made finishing difficult. The onsite addition of High Range Water Reducer (HRWR) would facilitate placing and finishing, but the onsite addition of HRWR would increase the air entrainment and push it outside of the accepted range. Air entrainment affects slump and slump affects air entrainment, so making these changes onsite after the travel time would be very difficult.

We recommend as an alternate to use non-air entrained concrete for this project. This concrete has the same specified W/C ratio for durability as the specified air entrained mix.

The advantage will be a more simple mix without the requirement to control air entrainment.

Workability and slump control will simply be a function of the water reducer currently used in the mix to produce an easy to pump, place and finish mix. Without the air entrainment admixture, the onsite addition of HRWR will have little or no effect on the typical entrapped air content of the mix.

Here are the suggested procedures for jobsite addition of HRWR:

· Verify initial slump when ready mix truck arrives at jobsite.

· Adjust slump with a maximum 2 gallons of water per cubic yard (within specified W/C ratio per ASTM C94).

· Add HRWR to increase slump as needed ( 0 – 14 oz/cwt).

· Rev truck drum at mixing speed for a minimum of 5 minutes (70 revolutions).

· Proceed to pour area and place concrete.

Will the design team (engineer and/or architect) waive the air entrainment requirement?

Please see revised Section 33 40 00, Paragraph 2.3.1, per Am- 0010. Section 32 13 11 and Section 34 73 13 shall not be waived.
