RFI # References Question Government Response 5 Specification 32 13 11
1.4.1 g Specification 32 13 11 1.4.1 g. states as part of the CQC team underneath this specification that “Slipform Paving Equipment Manufacturer's Representative: A representative of the slipform paving equipment manufacturer is required to be on site to inspect and make corrections to the paving equipment to ensure proper operations. Preform a complete and full hydraulic flow test of the vibrator system prior to the test section being placed. Submit a written slipform paver manufacturer’s inspection report signed by the manufacturer’s representative noting all inspections, corrections, and flow tests have been performed and the paver is in a condition to perform the required work.” Given all slipform manufacturers are located on the main land this burden will be highly difficult and costly to overcome. In lieu of this requirement will USACE allow a manufacturer certified operator/mechanic to perform these tests and satisfy this CQC requirement of the specification?
No, the Contractor shall perform in accordance with the referenced specification.
6 Specification 32 13 11 1.4.6
Specification 32 13 11 1.4.6 states “Up to 10 days, but not more than 60 days, prior to construction of the concrete pavement, construct a test section near the job site, but not as part of the production pavement area.” Placing an expendable test section away from the project site is not traditionally a requirement of USACE 32 13 11 as it is financially burdensome to construct concrete of this volume only to have to remove it later or be left unused. Will you allow the placement of the test section within the project site understanding that if the end product does not meet the specifications laid out in this section it can already be forced to be removed under the terms of the specification?
No, the Contractor shall perform in accordance with the referenced specification.

Section 00 60 00, Appendix A (Am‐0004)
10 01 78 00 Section 1.7.1 Please verify the construction warranty period will be in accordance with FAR 52.246-21, Warranty of Construction (1 year from the date of final acceptance of the work) instead of through the full product warranty period.
The Contractor is required to comply with the Warranty of Construction Clause. The Contractor shall also ensure all specified product warranties are complied with.

12 Section 01 45 04, Paragraph 3.4.3, Page
The Quality Control specification section requires full time, dedicated CQC personnel who are employed by the Prime Contractor to handle 8 separate areas of responsibility (the CQC manager and 7 discipline-specific areas.) Please confirm that employees with proper qualifications can perform QC for more than one discipline.
The Contractor is responsible to ensure all personnel meet the qualifications as specified in the solicitation. The Contractor is also responsible to ensure the project is properly staffed to successfully complete the work. If it is subsequently determined by the Contracting Officer that the minimum contract requirements are not being met, the Contractor may be required to provide additional staff personnel to the CQC organization at no cost to the Government.
13 G-001 The construction site has 5 distinct work areas. So that we can properly price the requirements, please confirm that these 5 areas are considered one site and will only require one Quality Control staff, one SSHO staff, one superintendent, etc.
The project site contains multiple work areas. The Contractor is responsible to ensure the project is properly staffed to successfully complete the work in accordance with the safety requirements. If it is subsequently determined by the Contracting Officer that the minimum contract requirements are not being met, the Contractor may be required to provide additional staff personnel to the CQC organization at no cost to the Government.

16 Section 09 90 00, 1.3.2 All contractors and subcontractors that perform surface preparation or coating application shall be certified by the Society for Protective Coatings (formerly SSPC) to the requirement of SSPC QP 1 prior to contract award…"
We are finding it very difficult to find painting companies on island to meet this requirement. We believe better pricing and more competition would be available if this requirement were relaxed or removed. We request this requirement be dropped.
Please advise if this would be acceptable.
No, the Contractor shall perform in accordance with the referenced specification.

32 Specification section 099000, 1.3.2
Specification section 099000, 1.3.2 indicates that the painting subcontractors shall be SSPC QP1 certified. In Hawaii, very few painting/coating subcontractors are SSPC QP1 certified, and because of the requirement, majority of local painting/coating subcontractors are declining to bid on this project, which ultimately cause very inflated cost. Please re-consider applying this requirement to this project.
No, the Contractor shall perform in accordance with the referenced specification.
