No, the Contractor will need to bid the project as shown on the plans and spec.

The following specifications contain deleterious requirements for airfield pavement aggregates;

Section 32 13 11 Concrete Pavement For Airfield Pavements;

Table 5 (Limits Of Deleterious Materials In Coarse Aggregate For Airfield Pavements) of these specifications lists the classification for the aggregates as “Moderate Weather”.

Per ASTM C33 (Standard Specification For Concrete Aggregates), table 3, note 1 defines the category above as listed below.

Table 3 - Limits For Deleterious Substances And Physical Property Requirements Of Coarse Aggregate For Concrete;

(S) Severe Weathering Region – A cold climate where concrete is exposed to deicing chemicals or other aggressive agents, or where concrete may become saturated by continued contact with moisture or free water prior to repeated freezing and thawing.

(M) Moderate Weathering Region – A climate where occasional freezing is expected, but where concrete in outdoor service will not be continually exposed to freezing and thawing in the presence of moisture or to deicing chemicals.

(N) Negligible Weathering Region – A climate where concrete is rarely exposed to freezing in the presence of moisture.

Hawaii is unique among the United States in that it has warm weather conditions yearround.

Ambient air temperatures for this project average in the 70’s - 80’s Fahrenheit so there is no risk of exposure to freeze thawing cycles or the use of deicing chemicals. Fig. 1 from page 7 of ASTM C33 is a map showing the “Location of Weathering Regions”.

Although Hawaii is not shown on the map, Hawaii has a milder climate than coastal southern California which is classified as “negligible weathering”.

Therefore, based on the definitions of the aggregate categories per ASTM C33, table 3, note 1, will the design team reclassify the deleterious requirements for the airfield pavement aggregates to be categorized as “Negligible Weather” for this project?

A-330 / DETAIL C1")

On Sheet A‐531 the “Section at Door Hoist” shows supporting steel and calls out a bottom of steel (BOS) elevation to be coordinated with the Vertical Lift Fabric Door (VLFD) manufacturer.

Per the technical information provided by the VLFD manufacturer the bottom of steel (BOS) elevation needs to be 38’‐5 ½” which is 6 ½” below the Top of Rigid Frame Column as shown on A‐330 / Detail C 1 at Gridlines 1 & 3 as noted below. The VLFD manufacturer needs an additional 1’‐8” clear for above the Top of Steel (TOS) to allow for clearance and operation of the sheave units at the eave.

Please confirm if the clear height of the VLFD door system can be reduced or if the PEMB building height needs to be increased.

Please see Am-0007 revised Drawings A-230 and A-330, and Drawing S331, Detail A1 for additional framing and loads due to door.

RFI # Question Government Response 106 Drawing S-121 and all associated architectural/Mechanical drawing shows that the construction of Pump Room CQ 232 is option #1. However, the price proposal schedule does not have this cost item. Option #1 on the price proposal schedule is for installing Hangar doors and fire protected system. Please clarify it.

Please see Section 00 10 00, Page 4, per the original solicitation, for a detailed description of Option 1.

107 I represent a manufacturer with interest in bidding on a portion of the JBPHH - Fighter Alert Facility.

My question is: As a Canadian based company would we be precluded from bidding?

If not precluded: Could you identify local qualiifed vendors of drywall and/or lumber to us? We would like to bid through local vendors.

In order to bid, a contractor must be registered in SAM.gov and meet the requirements in this solicitation.

A list of local qualified vendors is not available. For a list of interested vendors, please review the solicitation posting on http://www.fbo.gov. There is an "Interested Vendors List" tab at the top of the posting, which provides information for all interested contractors that have elected to add their information onto the list. In order to view this list, you must register for a "vendor" account on the website.

In addition, please see Section 00 60 00, Appendix D, per Amendment 0003, for the Site Visit Attendance Roster which includes the names of individuals, and their respective firms, who were cleared to attend the site visit.

These resources may help you in identifying firms that are interested in this project.

108 G-001 OPTION 003 has been added but no updated Section 00 10 00 Bid Schedule page was included in Amendment 005.

Please advise.

Please see revised Section 00 10 00, per Am-0007.

Section 00 60 00, Appendix C – Page 8

52.231-5000 EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE.

EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE (MAR 1995) — EFARS

(a) This clause does not apply to terminations. See 52.249-5000, Basis for settlement of proposals and FAR Part 49.

(b) Allowable cost for construction and marine plant and equipment in sound workable condition owned or controlled and furnished by a contractor or subcontractor at any tier shall be based on actual cost data for each piece of equipment or groups of similar serial and series for which the Government can determine both ownership and operating costs from the contractor's accounting records. When both ownership and operating costs cannot be determined for any piece of equipment or groups of similar serial or series equipment from the contractor's accounting records, costs for that equipment shall be based upon the applicable provisions of EP 1110-1-8, Construction Equipment Ownership and Operating Expense Schedule, Region [insert Roman numeral for the appropriate region of the schedule]. Working conditions shall be considered to be average for determining equipment rates using the schedule unless specified otherwise by the contracting officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate may be developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations shall apply. For retroactive pricing, the schedule in effect at the time the work was performed shall apply.

(c) Equipment rental costs are allowable, subject to the provisions of FAR 31.105(d)(ii) and FAR 31.205-36. Rates for equipment rented from an organization under common control, lease-purchase arrangements, and sale-leaseback arrangements, will be determined using the schedule, except that actual rates will be used for equipment leased from an organization under common control that has an established practice of leasing the same or similar equipment to unaffiliated lessees.

(d) When actual equipment costs are proposed and the total amount of the pricing action exceeds the small purchase threshold, the contracting officer shall request the contractor to submit either certified cost or pricing data, or partial/limited data, as appropriate. The data shall be submitted on Standard Form 1411, Contract Pricing Proposal Cover Sheet.
