No. Question
1. Are offerors required to submit brand new proposals or only the revised Staffing Matrix and Pricing Matrix?
a. If we are required to submit new complete proposals. did the Government discard the proposals already submitted?
Offerors are required to submit a complete proposal IAW with the solicitation. For those who had responded prior to Amendment 5 being issued they will also be required to submit a new complete proposal submission.
2. The new Ordering Period I Pricing Matrix provided with Amendment 0005 has changed the quantity of CLIN XO2AA to 11 but the quantity of CLIN X0008 remains 12 months. Will the Government clarify this discrepancy?
CLIN X002 for Ordering Period 1 has 11 months charges against due to 1 month being transition‐ in period. Other Ordering Periods (2‐5) have 12 months. The Requirement for Contractor Manpower Reporting (CLIN X008) is monthly regardless of 1 month Transition‐in Period during Ordering Period 1. The phase‐in does not apply to the SLA should they receive the award.
3. The new Staffing Matrix provided with Amendment 0005 has added a matrix for "Other Services" where previously it was only for "Extended Service". The estimates for Extended Service are 0.25 hours and so the matrix for this was completed in quarter hours. The matrix instructions now require all the "Other Services' • to be shown in quarter hour units as well. is this correct for Periodic InDepth Cleaning and Short‐ and Long‐Term Closures? Are these CLINS required to be priced per .25 hours?
Instructions for "Other Services" Tab has been updated under Attachment H Staffing Matrix dated 3.22.2021
4. The Staffing Matrix tòr "Other Services ‐s requires a "Fully Burdened‐‐ rate for Extended Hours but an "Hourly Rate" for Periodic In‐Depth Cleaning and Shortand Long‐Term Closures. Does the Government want all services to show a Fully Burdened rate or the CBA hourly rate on these charts?
See answer to question #3.
5. There is no workload data regarding the 1000 0 Take Out days. Will the Government provide estimates on the number of expected days fòr these services as this unknown factor significantly impacts estimated supply costs?
a. If the Government is unable to provide estimates for this service. will the Government consider separating out the cost of paper goods for 100% Take Out days and establish a CLIN for supplies for this service only
The Government is unable to estimate number of days for pandemic related 100% Take‐out subCLINs. The cost of paper goods for 100% Take‐out days will need to be included in the meal band unit price and will not be reimbursed on a separate CLIN for supplies.
6. Will there be updated CLINs issued?
No. CLINs remain unchanged. The Pricing Matrix subline items under each CLIN have been updated.
7. Regarding the operational days when the requirement is 100% Take Out ‐ 2 meals (Breakfast and Dinner) per day; is there any requirement for the contractor to provide additional meals during that day of operation, or will only two meals be provided to the soldiers and other authorized patrons of the DFAC?. For example, will a lunch meal be required in the form of a sack meal, heater meal, MRE or any other meal type to be consumed inside or outside of the dining facility?
If the option of 100% take‐out is used for breakfast & dinner, an MRE will be provided (from the units) for the lunch meal.
8. Is it the Government’s intent to maintain a Regional Garrison Style Menu for all dining facilities under this contact opportunity, whereas food service workers will plate and serve food selected by the patrons and placed in take‐out containers for consumption outside the dining facility?
Upon occasions yes. Different methods are: Foodservice Workers prepares the plate per the diner request as the diner passes through the serving line; specific requests made for diner with special meal requirement; depending on the length of time the diner must consume the to‐go meals the unit will request specific options on the IMT menu.
9. Will the Government provide standardized take‐out disposables which is currently being done on other similar contracts with the Army?
No, the Government will not provide disposables. The required disposables are the following Foam Hinged Lid Containers, 3‐Compartment, 8.38 X 7.78 X 3.25; 8OZ. White Foam Cup; Plastic Kinfe, fork and Spoon sets.
10. Is it the Government’s intent to have 100% take‐out services only during the COVID pandemic and returning to dine‐in services at a date to yet be determined?
No. : The intent is to have 100% Take Out services at the Government's discretion for any future events such as pandemic, natural disasters etc.
11. Is it the Government’s intent for the Contractor to provide boxed meals or meals vatted (field feeding) for patrons who are quarantined?
No. the intent is for soldiers in quarantine to be provided remote site feed or other soldier getting “take out” meal for the Soldiers. Head count would still count for the Soldiers in quarantine
12. Please clarify directions for completing the Other Services tab in Attachment H Staffing Matrix.
Is the contractor only required to complete the yellow boxes? Are labor rates required? If so, please clarify what rate is required – fully burdened or the hourly pay rate?
The only information to be filled out are the yellow boxes for the Labor Category and the number of FTEs required for each position under each Bldg; labor rates are not to be provided in the Staffing Matrix.
13. Are we being requested to resubmit all proposal documents/volumes or only items changed from Amendment 0005?
Refer to the answer for Q1 above.
14. The union’s current pension plan is underfunded and could be approaching bankruptcy. The pension plan has attempted due to the turnover in contractors to recover over $16 million of underfunded payments from a previous contractor. Will the Army allow the new contractor to recognized the Union while either replacing the pension plan or insure the withdrawal (turnover in contractor) is exempted from the withdrawal terms of the pension plan?
The Government is not a party to the contract between the Union and the employer. As such, we cannot issue any assurances relating to said agreement.
15. Please confirm if the upcoming submission based on Amendment 5 for April 5, 2021 is only open for the original bidders who submitted by the original due date since Amendment 5 was released AFTER the due date?
This requirement is open to all potential Offerors who qualify to respond IAW the terms of the solicitation not just those who responded prior to Amendment 5.
16. Will the Government provide additional carry out supplies or will a cost proposal be required to offset the additional carry out supplies should these 100% take out CLINS used?
The cost of carry out for 100% Take‐out days will need to be included in the meal band unit price and will not be reimbursed on a separate CLIN for supplies.
