Questions and Answers #2 Solicitation Number W91242-18-B-0891
16. Question: Specification 012300, 3.1, B, 1 Fuel Resistant Resinous Flooring Option Line item:
Description makes reference to a “diamond honed sealed concrete floor finish” being required in base bid. We do not find any specification for the diamond honed finish in specification 033000 or any other location. Please provide spec. requirements for this finish and any applicable gloss requirement.
Answer: The aircraft hangar bay base bid floor finish shall be Sealed (Finished) Concrete as defined by the Room Finish schedule and Spec Section 03 30 00. The diamond honed reference indicated in Section 01 23 00 is intended as clarification as part of the finishing process per performance requirement stated in Spec Section 03 30 00, 3.11.D (last sentence).
17. Question: For locations of floor finish noted as “sealed concrete” on A-602 finish schedule, will the extent of this be the application of the Hardener Densifier as listed in specification section 033000, 2.8, A or will additional sealer need to be applied over this?
Answer: Provide sealed concrete as specified.
18. Question: A Qualified Fire Protection Engineer (QFPE) for this project as called out under specification section 21 13 25. Note that the specification does not call for a QFPE under the sprinkler or fire alarm sections. It appears that the sprinkler and fire alarm sections were based on the MasterSpec guide specifications while the foam system specification was based on a UFGS section that has been developed by the Air Force. The latest version of UFC 3-600-01 does include a requirement for a QFPE throughout construction to address all aspects of fire protection, e.g, suppression, alarm, rated construction, etc. Please clarify/confirm the duties and requirements for the QFPE on this project.
Answer: A QFPE is required for all aspects of the construction work in accordance with UFC 3-600-
01. General notes on the FX and FA drawings require compliance with UFC 3-600-01. Also, see drawing FX-001 Note N.
19. Question: Specification section 01 23 00 – Optional Line Items NCANG Section 3.1 B states that diamond honed sealed concrete floor finish at the Hangar Bay shall be provided as part of the Base Bid. The drawings and specs do not indicate requirements for a "diamond honed" sealed floor finish, they only call for a sealer to be applied. If diamond honing of the hangar bay is required, please provide specifications to clarify the requirements.
20. Question: Please confirm that any of the pre-proposal inquiries, government responses, and amendments issued during the previous bidding process have been incorporated as necessary into the project documents currently posted to the updated page on FBO. Furthermore, please confirm that pre-proposal inquiries, government responses, and amendments issued during the previous bidding process will not be binding or considered contract documents for this project.
Answer: Per Section 0100 paragraph 14, the plans and specs have been updated to incorporate changes (amendments) made as a result of previous solicitation number W91242-18-R-0001.
Previous questions and answers for Solicitation Number W91242-18-R-0001 that didn’t result in an amendment were provided as Attachment 14 as supplementary information in this solicitation.
This does not relieve the contractor from adhering to the current plans and specs. Per Section 0100 paragraph 4.23, only resulting changes to plans and specs from Q&As received as a result of solicitation W91242-18-B-0891 will be incorporated into the resultant contract as amendments.
21. Question: Sheet E-002 notes Class 1 Division 2 up to 18” A.F.F. for the hangar bay and adjacent spaces. The enlarged detail and Note C indicate that the entire area is to be Class 1 Division 2 with no Group noted. Please clarify the classification and group for above 18” in the hangar bay and similarly hatched areas.
Answer: Per the legend in the upper left of E-002, the hatched area of the enlarged detail indicates Class 1, Division 2 up to 18". The areas above the noted hatch areas that are Class 1, Division 2 up to 18" are non-hazardous. The exception to the up to 18" classification in the Fuel Cell Hangar is the area around the aircraft and sump pit and tranch as detailed in C1 on E-002.
Non hazardous type receptacles and other wall mounted devices in these noted areas can be installed so long as the bottom of the device box is above the 18" AFF level. For the Fuel Cell Hangar, all electric systems installed shall also be rated for wet locations.
22. Question: Sheet FA102 shows a Local Operating Console (LOC) on the Area E side of the partition at column line HE. If Area E requires Class 1 Division 2 this would mean the LOC would need to be covered by a NEMA 7 enclosure which is not practical. Should this LOC be moved to a non-classified area? Note this may be answered by the question above if Class 1 Division 2 is not required above 18”.
Answer: Since the area only needs to be Class 1 Dive 2 up to 18”, the LOC may remain where shown.
23. Question: Please confirm that an AISC-Certified Erector is required for the steel erection per 05 12 00-1.6-B, as this will limit the number of qualified erectors capable of bidding the projects.
Answer: Yes, AISC-Certified erector is required for the project.

26. Question: CD-101, For removal pricing purposes, can you provide the thickness/section of the different asphalt and concrete pavements that are existing?
Answer: Refer to the boring logs within the Geotechnical Investigation Report, provided as supplemental (non-binding) information, to determine the depth of asphalt and concrete pavements that are identified to be removed on sheet CD-101.
27. Question: Is this project Tax Exempt? We do not find mention of this either way in the bid documents.

28. Question: Demountable Partitions – From review of specification 10 22 19 it appears that these partitions will extend only up to the finished acoustical ceiling system and not pass through to the deck above. These are normally provided on the cover page of civil drawings.
Answer: The contractor is not responsible for any utility permits associated with this project.
Sweetwater Utility Exploration is a local company that has done a lot of utility marking on base in the past, but the contractor may use whoever he/she chooses.
31. Question: Please confirm that all over excavation required for "undocumented fill" stated on drawing S-001 Division 2 – Foundations 2.1 C is to be excluded from CLIN item 001 and that the unit price provided in CLIN 002 will be utilized for all unsuitable material replacement for the project.
