Does the Contractor have to be licensed in the State of North Carolina and/or meet State licensing requirements?

Answer: Yes, government projects require contractor license requirements within the jurisdiction in which the Project is located for permitting, tapping fees, etc.

7. Question: Reference Drawing P-502, Detail C1. Drawing detail indicates water cooled air compressors, spec section 22 15 19, 2.3, A, indicates air cooled. Please verify that air cooled compressors are required?

Answer: The basis of design air compressors are air cooled and not water cooled. See Amendment 0001, see revised detail C1/P-502 for correct designation.

8. Question: Because this facility is owned by the Air National Guard, and is utilized as a Cl 7

Corrosion Control & Fuel Cell Hangar, we understand that Unified Facilities Criteria ("UFC") 3-520- 01 and Unified Facilities Guide Specifications (UFGS) Section 26 05 19.00 2.1.3.1 shall apply for purposes of competitive bidding and project execution. To ensure that the project is bid and constructed in accordance with the applicable regulations and requirements, please confirm that UFC 3-520-01 and UFGS 26 05 19 .00 2.1.3 .1 shall apply to this project. Specifically, please confirm that bidders are permitted to utilize the type(s) of material(s) described in UFC 3-520-01 and UFGS 26 05 19.00 2.1.3.1 applicable to their scope of work despite any potentially contradictory provisions in the design plans and specifications.

Answer: The UFC 3-520-01 provides design guidance for interior electrical systems and covers all aspects of interior electrical systems for all types of government facilities. The UFGS 26 05 19.00 that you reference has been superseded by 26 05 19.10 10. It is provided as a template document intended to be edited for each project. It is titled Insulated Wire and Cable. It was prepared by USACE and is not applicable to ANG projects. UFGS 26 05 19.10 10 Section 2.1.3.1 is titled Materials for Conductors and includes both aluminum and copper materials. If the intent of the question is to ask if aluminum conductors can be substituted, the answer is No. The Plans and Spec’s have incorporated all requirements as directed by the NCANG and all applicable codes and criteria (to include UFC’s) and as such, the Plans and Specifications shall govern as contract requirements.

9. Question: Referencing section 01 23 00 for CLIN 004, it states that the base bid is for "diamond honed sealed concrete". I didn't see any other info regarding this spec other than potential liquid densifying agents in section 03 30 00. Typically, diamond honing is done using metal- or resinbonded diamond abrasives on grinding equipment up to a 200-grit or 400-grit level which has been done at several Air Force Bases. Where can I find clarification of the scope?

Answer: The aircraft hangar bay base bid floor finish shall be Sealed (Finished) Concrete as defined by the Room Finish schedule and Spec Section 03 30 00. The diamond honed reference indicated in Section 01 23 00 is intended as clarification as part of the finishing process per performance requirement stated in Spec Section 03 30 00, 3.11.D (last sentence).

10. Question: Referencing section 09 67 00 for the alternates in CLIN 004 for the resinous flooring system, has the specified system been tested to hold up against "Skydrol" aviation hydraulic fluid?

This chemical is known to be corrosive to most resinous flooring systems unless they are novolac epoxies or polyaspartic hybrid urethanes/polyureas. Want to make sure the right product is provided for your application.

Answer: The basis-of-design product has been specified correctly for use in this environment and is consistent with the design intent for the conditions of use for the hangar floor area. The specified product is very resistant to Skydrol aviation hydraulic fluid and has a proven track record in many military hangar projects.

11. Question: For the bid bond, please confirm the name of “oblige” that should be on the bond. Is it the NC Air National Guard?

Answer: Refer to second page of Standard Form 24 for instructions.

12. Question: Regarding IFB document, section 01000, Paragraph 1 Insurance requirements, will we need to carry Builders Risk (“all risk”) insurance for this project? it is not noted as being required.

Answer: Adhere to insurance requirements in the solicitation.

13. Question: Is a full time dedicated Site Safety and Health Officer (SSHO) required for the project?

Answer: No. See amendment 0001, revised Section 01000 paragraph 36 for further details.

14. Question: Specification section 01 31 00 1.5 Administrative and Supervisory Personnel states "In addition to project superintendent, provide other administrative and supervisory personnel as required for proper performance of the work". This is open to interpretation by the general C-17 Corrosion Control and Fuel Cell Hangar contractors to provide whatever they feel is necessary. Are there any specific staffing requirements that need to be included [i.e. Dedicated safety or quality positions.]?

Answer: Yes. See amendment 0001, revised Section 01000 paragraph 36 for further details.

15. Question: Are product substitutions accepted?

Answer: See Section 01 60 00 paragraph 2.2. Contracting Officer will consider requests for substitution if received within 60 days after the Notice to Proceed. Proposals shall be based on the contract plans and specifications as posted. After award, the awarded General Contractor (GC) may submit a substitution request, but only per the substitution request process as defined in the Division 1 Specification Section (01 60 00) describing that process.
