QUESTIONS AND ANSWERS
Q1. The Government is furnishing the PS31 pile for lower and upper guard walls. Are they also providing the specials, such as Detail 1 on LCH-20/UG17 or is the contractor to have these fabricated? If they are required to be from the same manufacturer, please provide the manufacturer who furnished the government pile.
A1. The Government is providing straight and painted pieces of PS 31 sheet piling for the cells only. The detail referenced is PZ 35 piling which is not Government-furnished.
Q2. Where pieces are fabricated from Government furnished pile, do they have to be recoated with epoxy paint?
A2.Yes. The specification has been revised to clarify this.
Q3. After pile are cutoff, are ends or handling holes, bolt holes, etc., to be recoated with epoxy paint?
A3. Yes. The specification has been revised to clarify this.
Q4. Drawing 037-LCH-20/UG4 calls for 800psi grout at the annulus space between sleeve and the drilled shaft. Where is the specification for this grout?
A4. A specification for the grout has been added to Section 35 49 23.23 25 UPPER GUARD
WALL.
Q5. Detail “1” on Drawing 20/UG7 shows an embedded pipe sleeve. Where are these sleeves located? Drawings 20/UG24 and 20/UG22 shows a 3” diameter galvanized pin for rail posts on the precast box beams and the precast cap beams. What type of material is the 4” diameter standard pipe?
A5. The 4” diameter pipe is to be stainless steel. The embedded sleeves are to be located at each handrail post. Note that the “REMOVABLE POST DETAIL” has been removed from drawing 037-LCH-20/UG24.
Q6. Section –B on Drawing 20/UG6 shows an embedded angle 3 x 3 x ½. Is this typical for both ends of all box beams?
A6. Yes. The drawing has been revised to clarify this – see Drawing Revisions for additional detail.
Q7. Detail of corner casting on Drawing 20/G3 references to patterns No. O-LNC-20/31-3 and O-LNC-20/31-4. Who is the source for these patterns?
A7. The Contractor is responsible for constructing the patterns. Section 05 50 14 STRUCTURAL METAL FABRICATIONS, paragraph 2.2.5 has been revised to clarify that the Contractor is responsible for the patterns.
Q8. The corner castings shown on Drawing 20/G3 are apparently for the precast wall panels for the lower guard walls and the castings shown on Drawing 20/UG9 (upper guard wall) are not the same. Should the castings for the upper guard wall be ¾” thick or 1” thick as the castings on Drawing 20/G3?
A8. The Details for the Upper and Lower Guard Walls are to be the same. The detail has been removed from Drawing 20/UG9. See drawing 20/G3 for the details.
Q9. Should the bearing plate in Section –A on Drawing 20/UG12 be ½” thick or 1-1/2” thick?
A9. The bearing should be 1 ½” thick, the dimension on drawing 037-LCH-20/UG12 will be updated accordingly.
Q10. Why are some of the sheet piles coated and some are not?
A10. The uncoated sheet piles at Victory Hollow are for future work and are not part of this contract. Contractor-furnished sheet piling for the Upper and Lower Guard Walls cutoff walls are not to be painted. Piles that are continuously submerged do not need to be painted.
Q11. Are the sheets at Victory Hollow sufficient in number and length to perform all cell work without splicing, or will splicing be required?
A11. The PS 31 sheets are 69 feet long and in sufficient number to construct the cells. It is anticipated that splicing will not be required.
Q12. When is the current contract completion date for the River Wall?
A12. The completion date is currently January 1, 2011. However, this is subject to change based on weather days extensions.
Q13. How often is water run through Gates 1 & 2?
A13. See the Gate Operating, attached file Gate Operating Schedules.pdf. This file and the attached files Section 01 30 00_10 Table A.pdf, Section 01 30 00_10 Table B.pdf, Section 01 30 00_10 Table C.pdf, Section 01 30 00_10 Table D.pdf, and Section 01 30 00_10 Table E.pdf are also referenced in Section 01 30 00.10, but were omitted from the specifications as originally issued.
Q14. Can the bulkhead facility at the batch plant be used for offloading?
A14. The offloading facility can be used for deliveries only with no laydown or staging areas made available. Deliveries must be coordinated with the Contracting Officers. The specification has been revised to clarify this.
Q15. At the site visit, it was noted that there is an unloading dock that was constructed on the opposite river just below the batch plant. Referencing Drawing 037-LCH-11/18 this is not part of the contractors work area limits. Can this be made available to moor barges or towboats and some form of prefabrication and staging?
A15. The offloading facility can be used for deliveries only with no laydown or staging areas made available. Deliveries must be coordinated with the Contracting Officers. The specification has been revised to clarify this.
Q16. Drawing 037-LCH-20/LG18, Note 4 states: “All steel shall be hot galvanized.” Is the nose pier shell to be hot galvanized? If so, I am not sure there is a galvanizer with a tank or lifting capacity to accomplish this.
A16. As noted on the referenced drawing, Grating Notes 1 through 4 are applicable to the grating only not to the nose pier shell.
Q17. Drawing 037-LCH-11/19 Victory Hollow site. At the site visit, it appeared that there was a permanently moored barge on the riverbank between points 10 and 13. Is this the 50” x 50’ unloading dock referred to in spec section 01-30-00.10, Page 7? There did not appear to be any other unloading facility at the site.
A17. Yes. The specification has been revised to clarify this.
Q18. Can the road at Victory Hollow approximately between points 10 and 16 be widened to accommodate off road trucks? If so, how much of the area will have to be restored after construction?
A18. Because of stability and permitting concerns, the road cannot be widened.
Q19. At the site visit, the D.S. land chamber gate was open with no tow in the land chamber. Per Drawing 037-LCH-11/18, the contractor work limit access to river work areas is only across the lower gate. Can access be provided at the upper gate? If not, can the contractor anticipate the lower gate will be closed except when tows are using the chamber?
A19. As indicated on Drawing 11/18, notes L6 and L7, the contractor is permitted walking access across the esplanade and the upper gates for the condition indicated. See the revised drawing 11/18.1 for additional details.
Q20. Note 2 on Drawing 20/UG7 states that the box beams are to be cast in a maximum of 3 pours. On the Winfield project, the beams were cast in 6 pours: 3 pours for the bottom slab and 3 pours for the sides and top. Match cast joints were located outside the mid ont-third span. Would such a casting procedure be acceptable?
A20. Note that note 2 on drawing 20/UG7 has been updated as part of this amendment. The proposed casting procedure is acceptable, provided that the joint construction requirements specified in Note 2 on Drawing 20/UG7 are complied with and steel continuity as designed is maintained across the joints.
Q21. Paragraph 2.1.2.1 – Ducts: Ferrous metal duct specifically manufactured for post-tensioning applications that is both flexible and corrugated (allowing for bonded tendon design) with interlocking seams is galvanized, but is not watertight. The specification indicates galvanizing is not permitted and the duct connections shall be watertight. Duct material to be used for the multi-strand tendons located in the beams and bar tendons in the cap beam. If corrugated galvanized metal duct is not permitted, can plastic (polypropylene duct specifically manufactured for post-tensioning applications be used?
A21. The specification has been revised to permit standard steel pipe or corrugated metal ducts and remove the prohibition on galvanized ducts.
Q22. Article 2.1.2.2 Anchorages and Couplers: Please clarify the intent of the first sentence of the Article – “Anchorages and couplers shall be metal of proven corrosive resistance…”
A22. In this design, the anchorages and couplers will be entirely encapsulated in corrosion preventive coasting as specified in Section 03 23 00, Para. 2.1.3 Corrosion Preventive Coasting.
The anchorage may be carbon steel coated with epoxy. Stainless steel of other special steel that may cause galvanic corrosion due to contact between different metals will not be acceptable.
The specification has been revised to clarify this.
Q23. Article 3.1.3 Anchorages: Please clarify the intent of the following sentence – “Anchorages and anchor fittings shall be permanently protected against corrosion.”
A23. The anchorages and couplers will be entirely encapsulated in corrosion preventive coasting as specified in Section 03 23 00, Para. 2.1.3 Corrosion Preventive Coasting, which is considered to be permanent corrosion protection.
Q24. Section 03 45 33, Page 4, Part 1.3 System Description states “The work includes the provision of precast, prestressed concrete herein referred to as prestressed members.
Precast and prestressed members shall be the product of a Pennsylvania Department of Transportation approved manufacturer specializing in the production of precast prestressed concrete members.” Can the precaster/manufacturer be PCI (Precast/Prestressed Concrete Institute) – C4 certified in lieu of Pennsylvania Department of Transportation approved with an accomplished record of previous USACE Projects for various other Districts in the past?
A24. Yes. The specification has been revised to include Category C4 certification as an alternative.
Q25. Drawing 037-LCH-20/UG23 Specification Section: 03 31 23 Concrete: Drilled Shaft.
Article 2.3.1CSL Tubes states 6 tubes in each 78” shaft, 4 tubes in a 54” shaft and 10 tubes in a 102” shaft. Where are the 54” shafts?
A25. There are no 54” drilled shafts. The specification has been corrected.
Q26. Drawing 037-LCH-20/LG3 only calls for 6 CSL tubes in the 102” shafts. Which is correct? The specification or the drawing?
A26. There should be 10 tubes in a 102" shaft as reference in the Spec Section 03 31 23.
Q27. The shafts in the upper guide wall are marked as type 1. Are the lower guide wall shafts Type 2, as referenced in the demonstrations specification Article 3.4?
A27. Yes. The terminology in Section 03 30 00.20 CONCRETE: FIELD DEMONSTRATIONS has been corrected.
Q28. Can the hydrographs form 1999 through 2008 be made available to the contractors?
A28. Yes. They are being provided.
Q29. Section 1.3.18.1 references demolition of truck scales that are included in the lump sum price for demolition. Please verify that the demolition of truck scales is not part of this contract.
A29. The sentence referring to truck scales has been deleted.
Q30. Reference Section 31 41 16 Metal Sheet Pile, Part 3, Article 3.2, 2nd Paragraph.
“Vibratory hammers shall be sued to advance the piles and obtain an elevation of vibratory refusal, but final seating into rock to reach the specified embedments shall be performed using impact equipment.” What is the specified embedments? What is the specified penetration into rock? This effects the hammer size and the necessity for shoes on pile.
A30. There are no "specified embedments". The sheets shall be advanced until they reach vibratory refusal, which is defined as the top of rock elevation. The sheets will then be driven using an impact hammer until they reach the refusal criteria as is defined in the contract documents. Refusal criteria has been added to the specification. The size of the hammer should be determined by the manufacturer's recommendation, and is based on sheet type and soil characteristics. We do not have an embedment criteria, and we do not require shoes.
Q31. Section 02 32 13.12 Exploratory Pile Driving, Paragraph 2, Article 2.1 states “The types of piles for each location shall consist of two PS27.5 or two PS31 sheets as detailed on the drawings.” Drawing 037-LCH-18/6, Note 8a indicates “To advance a king pile and two pairs of sheet pile…” Which is correct? If the king pile is required, what is the detail, size, etc.?
A31. The drawing is correct. The specification has been revised to delete references to king piles.
Q32. Can the schedule for the remaining construction activities on the Trumbull- Brayman JV contract be provided? This information will be helpful in determining schedules for the Upper and Lower Guard Wall contract.
A32. The remaining work involves completion of the new River Wall. The current completion date is January 1, 2011. However, this is subject to change based on weather day extensions.
Q33. Drawing 037-LCH-20/UG7, Note 2 states “If box beam cannot be cast in one piece, it can only be cast in three pieces with the two joints outside of the mid one-third span to avoid high bending stress. Shear key shall provide at the joint and match casting techniques shall be used. Contractor shall submit the casting and assembly method for approval.” Is the manufacturer responsible for design of three pieces or does the USACE have a design plan that can be shared with the manufacturer?
A33. See the response to Question # 71.
Q34. Bid Item 0002AX, ARRA: Sheet Pile Cut-Off Wall, shows a quantity and limit of 10,270 LF. Please verify.
A34. The quantity has been verified.
Q35. Section 03 30 00.50, Part 3.1.1 Government Furnished Concrete, shows a concrete batch plant rated capacity of 150 CY/hr, yet bidder is to use a maximum production per shift of 250 CY (other than trimie pour). Can this be revisited and raised to 500 CY/shift?
A35. The limitations on production have been removed.
Q36. Section 03 30 00.50, Part 3.1.4.2 Belt Conveyor, calls for belt conveyor to be designed to carry concrete mixes with up to 4” aggregates. Mix designs specified in bid documents do not exceed 1-1/2” aggregate. Can the conveyor design be revised down to 1-1/2” aggregates?
A36. No. The conveyor specified matches the capabilities of the conveyor system that will deliver concrete to the Points of Delivery.
Q37. Section 03 30 00.6, Part 1.4 Submittals, SD 06 Test Reports, Contractor Quality Control Testing and Inspection. Does the contract need to include concrete testing for Government furnished concrete?
A37. No, testing is not required. The Test Reports submittal has been deleted.
Q38. Can the existing L7 access walkway on the upper pool be used to support the concrete conveyor?
A38. No. See the revised Specification Section 01 30 00.10 paragraph 1.8.3 General Work Area Restrictions for additional detail.
Q39 Based on 1000 CY/shift, can the nose cell be placed continuously to eliminate the joints?
A39. This is not in agreement with the specified construction method – per drawing 037-LCH- 4/73, the concrete is to be placed in multiple lifts.
Q40. Will the 1200 HP tug be required/dedicated full-time for this contract?
A40. Yes.
Q41. Section 31 63 26.00 10, Drilled Shafts, Article 1.5.2. This article states “Final orders of materials for drilled shaft construction such as permanent casing and reinforcing steel will not be permitted until FINAL tip elevations of the drilled shafts are established by the Government.” “No other work which relies on the results of these borings shall commence until ALL (EMPHASIS ADDED) exploratory drilling is completed and the final tip elevations for the drilled shafts are established by the Government and released to the Contractor.” What is the Government’s plan to release tip elevations? Will it be upon the completion of ALL exploratory drilling or in stages as the data is provided the Government? How long does the Government contemplate it will take to establish these tip elevations after the data is submitted?
A41. The manner and method of release of this information to the contractor is, in part, dependent on the time and method that the Contractor performs the work, and provides the Government with the information. The Government will review the drilling logs and the rock cores in order to make the final tip elevation determination for the drilled shafts. The Government will provide and release the tip elevations to the Contractor in a timely manner.
The contractor should allow 30 days for the review of submitted data as detailed in Specification Section 01 33 00 SUBMITTAL PROCEDURES.
Q42. Section 31 41 16, Metal Sheet Piling, Article 3.2 Pile Driving Equipment, 2nd paragraph states “Vibratory hammers shall be used to advance piles and obtain an elevation of vibratory refusal, but final seating into rock to reach the specified embedments shall be performed using impact equipment.” Can just an impact hammer be used for both operations in lieu of having two hammers available?
A42. No. Both types of hammers are required.
Q43. Specification Section 01 50 00.00 Utility Coordination states that the Contractor is responsible for taking over the utility costs at the left bank government facilities, concrete laboratory and at the right bank field office. After contacting several utility services, the utility companies need account numbers in order for them to give us accurate information regarding the utility bills. Can you please provide us with those account numbers for the utility bills the contractor must take over?
A43. A bid item has been added for payment of utilities. An estimated amount has been inserted for bidding purposes. Actual payment will be based on invoices from the utilities.
Q44. Are all the Government furnished sheets listed in the specification to become the property of the Contractor?
A44. No. Unused sheets will remain the property of the Government and shall be returned to the storage area. Cutoffs shall be disposed of by the Contractor. The specification has been revised to clarify this.
Q45. Are the testing requirements for sheet piling outlined in the specifications to be performed on the Government furnished sheet piling?
A45. No. The testing is only required for Contractor-furnished piling. The specification has been revised to clarify this.
Q46. At what temperature will the various concrete mixes be delivered to the “point of delivery” outlined on the drawings?
Q46. The maximum concrete placement temperatures are given in Section 03 30 00.60 CONCRETE: PLACEMENT REQUIREMENTS, paragraph 3.4. The concrete temperature at the “Point of Delivery” will be less than the maximum, but cannot be accurately estimated at this time without knowing contractor selected variables, like time of day or ambient weather conditions.
Q47. Do the two shifts per week for concrete production include Saturdays and Sundays?
A47. No, Concrete placements are limited to Monday through Friday. Section 03 30 00.10 GENERAL REQUIREMENTS has been revised to clarify this.
Q48. Are the two shifts per week 8, 10 or 12 hour shifts for delivery of concrete?
A48. The shifts are 8-hour per week. The two shift limitation has been removed. Sections 03 30 00.50 CONCRETE: PRODUCTION AND TRANSPORT and 03 30 00.10 GENERAL REQUIREMENTS has been revised to clarify this.
Q49. Are the two shifts per week exclusive for the use of the contractor for this project?
A49. Yes, production will be exclusively for this contract for shifts in which it is placed. Note that the two shift per week restriction has been removed.
Q50. The limits (1000 c. yd) on concrete production for the upper guard wall nose cell dictates that at least four pours will be required to complete this week. Can this limit be expanded on continuous to accommodate a more effective method of construction?
A50. The 1,000 CY restriction has been removed, however, the concrete production will be limited to 8-hr shifts. Drawing 037-LCH-4/73 requires that the concrete be placed in multiple lifts.
Q51. Will the contractor producing and delivering the concrete be Trumbull/Brayman?
A51. The concrete will be Government-furnished at the Points of Delivery.

Q56. Is the date for taking over Government facilities, January 1, 2011, as outlined in 01 52 13.20, certain?
A56. Yes
Q57. Drawing 037-LCH-20/UG13, Skirt Panel Elevation, lists skirt elevations for RS-1 to RS-3 as 14’-0” and RS-4 to RS-7 as 17’-0”. Drawing 037-LCH-20/UG14, Section B, calls for
1/2” strand @ 6”-34 strands for Spans 1-4 and 28 strands for Spans 5-7. This contradicts Drawing 037-LCH-20/UG13. Should it read 28 strands for Spans 1-3 and 34 strands for Spans 4-7?
A57. Yes, the callout on Section B on Drawing 20/UG13 should be changed to "28 strands for span 1-3 skirt panel" and "34 strands for spans 4-7 skirt panel" – see the Drawing Revisions for additional detail.
Q58. Drawing 037-LCH-20/UG7, Box Beam Section. The size and spacing for the longitudinal reinforcement for the river side wall and top slab are not listed. Is this information shown on another drawing?
A58. The longitudinal reinforcement in the river side wall and top slab is typically #5 @ 9"
Q59. Drawing 037-LCH-20/UG7, Note 2, states that beams are to be cast one piece or cast in three pieces. Box Beam Section does not show construction joint between floor slab and walls, as on previous projects. Will one piece construction, with construction joint at floor-wall area, be acceptable on this project?
A59. Note that note 2 on drawing 20/UG7 has been updated as part of this amendment. One piece construction, with construction at floor-wall area is acceptable, provided that the joint construction requirements specified in Note 2 on Drawing 20/UG7 are complied with and steel continuity as designed is maintained across the joints.
Q60. Drawing 037-LCH-UG7, Note 1, states that beams shall be premarked for locations of 3” core drilled handrail pockets. In order to eliminate risk of cutting reinforcement or tendons, will cast-in pocket recesses be acceptable in lieu of core drilled holes? In addition, Detail 1 shows an embedded sleeve for the handrailing post which contradicts Note 1.
A60. The embedded sleeves are to be located at each future handrail post. The sleeves are to be backfilled with non shrink grout. The notes were modified to clarify the intent, see the “Drawing Revisions” for additional detail.
Q61. Specification Section 03 23 00, 2.1.2.1 Ducts. Tendon ducts are to be ferrous metal and designed for watertight connections with all fittings. Galvanized ducts will not be permitted. Galvanized corrugated duct is the standard for ferrous metal duct. The method of fabrication for metal corrugated duct does not provide a watertight system, but does prohibit infiltration of concrete during casting. Will galvanized, corrugated metal duct be acceptable? If not, what material will be acceptable?
A61. The specification has been revised to permit standard steel pipe or corrugated metal ducts and remove the prohibition on galvanized ducts.
Q62. Specification Section 03 45 33, 3.2 Erection. Prestressed members shall not be rigidly fixed in position until the prestressed has “aged” 90 days after detensioning. Verify that this requirement only applies to skirt panels and excludes post-tensioned Guardwall beams and Precast Caps.
A62. The requirement for aging after detensioning has been deleted.
Q63. Specification Section 03 45 33, 2.4.1 Finishing. Where applicable, will a textured formliner be acceptable for providing roughened surface on formed surfaces?
A63. As specified in Section 03 45 33 PRECAST PRESTRESSED STRUCTURAL CONCRETE, paragraph 2.4.2.2 Roughened Finish, the Contractor's proposed surface finishes are to be submitted as test panels for approval by the Contracting Officer. No specific method of obtaining the roughened finish is specified. Any method capable of providing the indicated surface roughness is acceptable.
Q64. Specification Section 03 45 33, 1.7.3 Handling of Members. Specification calls for members to be maintained in an upright position at all times. With support engineering, will skirt panels and downstream panels be allowed to be stored, lifted, and transported in the horizontal position?
A64. The specification has been revised to permit these members be transported, stored and lifted in a horizontal position, providing that design data is furnished to support the decision.
Q65. Specification Section 03 45 33, 2.1 Contractor Furnished Mix Design. Does all precast/prestressed units fall under the classification of “marine exposure” and is there a quantitative value in terms of coulombs that the mix should meet when a rapid permeability test is performed?
A65. The specification has been revised to eliminate classification of marine exposure.
Q66. Drawing 037-LCH-20/UG20. Section A notes formed surface for the foam concrete.
Will hand finishing be acceptable?
A66. The requirement for this to be a formed surface has been removed from Drawing 20/UG20. See the Drawing Revisions for additional detail.
Q67. Drawings 037-LCH-20/LG24, LG26 & LG27. Will rebar couplers be allowed as an acceptable option for accommodating exposed reinforcement in the cap beams?
A67. Rebar couplers meeting the requirements of Section 03 20 02 STEEL BARS AND
WELDED WIRE FABRIC FOR CONCRETE REINFORCEMENT FOR CIVIL WORKS,
paragraph 3.1.4.2. MECHANICAL BUTT SPLICES are acceptable
Q68. The NPDES discharge permit included in the bidding documents expired on May 31, 2009. Is the Corps assuming the responsibility for securing an extension to the permit?
A68. Yes. The permit extension has been submitted.
Q69. Specification 01 52 13.20, Section 2.4.1, New Laboratory Equipment, states that the Contractor shall furnish the following new equipment for the concrete lab testing:
1. A new “pencil” vibrator for the lab
2. A new Compression Testing Machine for the lab
3. An Infra-Red moisture analyzer for the lab
Can model numbers be provided for the new equipment that needs to be provided?
A69. Equipment specifications and submittal requirements have been added to the specifications.
Q70. Specification 02 32 13.12 Exploratory Pile Driving refers to 31 62 16.16 10 Steel King Piles which is not included in the documents. Can this section be provided?
A70. Section 02 32 13.12 has been revised to delete references to king piles.
Q71. For the Upper Guard Wall Precast Beam, note 2 on Drawing 037-LCH-20/UG7 allows the box beams to be cast in three pieces. Is the post-tensioning and reinforcing steel as designed sufficient to allow the box beams to be cast in three pieces? Or will additional reinforcing steel and post-tensioning be required? If additional reinforcing steel and post-tensioning is required, who is responsible for making this design change? Are these costs to be included with the precast box beam pay item?
A71. Note 2 on drawing 037-LCH-20/UG7 has been updated to clarify that the beam has been designed and is to be constructed as one continuous member with a maximum of two joints.
Casting the box beams in separate pieces is not in accordance with the design or the contract; bid the project as detailed.
Q72. Can the design calculations for the box beams be provided?
A72. No. See the response to question number 71.
Q73. In what bid item is the foam concrete shown on 037-LCH-20/UG20 to be paid?
When is the foam to be placed, at the precast yard or in the field?
A73. It is included in the lump sum price for the precast box beams. The referenced ACI publication does not cover field placed concrete.
Q74. Can the box beam that is stored on site be delivered in three pieces and post-tensioned in the field?
A74. The box beams are designed to be fabricated in one piece (see response to question 33).
Delivery in three pieces and post-tensioning in the field will not be permitted.
Q75. Will sealant be provided in the sheet pile interlocks of the Government Furnished Metal Sheet Piling in order to place the mass concrete cap in the dry?
A75. No, sealant is not being provided.
Q76. Will additional concrete that is placed due to cell growth be measured for payment?
A76. Payment will be made to the neat line.
Q77. Is the 6” cable tray within the box beam to be included with this contract?
A77. The 6” cable tray at the upper guard wall box beams are future and are not part of this contract.
Q78. Please explain the rationale for restricting the start of concrete operations for the Lower Guard Wall until the completion of concrete operations at the Upper Guard Wall (Note 5 on LCH-4/70). Are there any conditions under which the contractor would be able to conduct concrete operations concurrently on the Upper and Lower Guard Walls? Could this restriction be waived for the Demonstration Drilled Shafts?
A78. The specifications have been revised to permit placement of concrete for the Lower Guard Wall demonstration drilled shaft only concurrent with the Upper Guard Wall concrete.
Q79. Section 31 41 16, Par.2.1, Page 7 – For contractor supplied sheet piling PZ 27 (LGW) and PZ 35 (UGW), is there a paint requirement similar to that of the Government supplied
PS 31 Sections – ferrous metal primer SSPC paint 22 similar to Bar Rust 235 by Devoe, and two coats of abrasion resistant epoxy similar to Devgrip 238?
A79. No. The PZ 27 and PZ 35 piling will be immersed and do not require painting.
Q80. Notes on Section A, Drawing 20/LG26 refer to the electrical junction box as being “future.” Is this correct or are the junction boxes and conduit in the cap beams to be included in this contract?
A80. In general, the conduit and junction boxes are to be installed in the Lower Guard Wall cab beam. However, since cap beam 1 is to be installed in the future, the electrical components in cap beam 1 are not included in this contract.
Q81. A 1200 HP towboat is listed as a requirement in this contract. Will the government consider allowing an 800 HP towboat, or state that the contractor needs to have access to a 1200 HP towboat in cases where a larger boat is required? There are 1200 HP boats available within 5 miles of the project. To require one full time would be an expensive proposition to the government.
A81. A 1200 horsepower towboat is required.
Q82. Drawing 037-LCH-20/LG11 lists the weights of the downstream wall panels. The panels weigh up to 150 tons. Will the government allow the panels to be split horizontally into three separate pieces to make the erection and future maintenance more economical?
Conventional cranes on 54' wide barges will not pick the pieces as one piece.
A82. No. Because of design considerations, the panels are to be constructed in one piece.
Q83. Reference Bid Item No’s 0001, 0002, 0003. These items indicate “This Line Item is for information only and should not be priced. Pricing information should be inserted in SubCLINs…” However there is a line marked “NET AMOUNT.” Are these lines to be left blank?
A83. Yes, these line items are to be left blank. Pricing information should only be inserted in the SubCLINs, as stated.
Q84. Is this project tax exempt?
A84. This project is not tax exempt. Please review FAR Clause 52.229-3 included in Section 00700 of the solicitation.
Q85. Please clarify the minimum SB, SDB, WOSB, HUBZone, and Veteran Owned Small Business goals required for this contract?
A85. For the subcontracting goals, the goals stated are a percentage of the total dollars subcontracted by a Large Prime Business.
Q86. Can Standard Form 24 (Bid Bond) be provided?
A86. The Standard Form 24 can be obtained at the following website:
