1.3 GENERAL INFORMATION

The Government furnished disposal site has been prepared for initial offloading and placement of materials, including the installation of erosion and sedimentation controls, construction of off-loading facilities, haul road construction, modifications to existing bridge, security measures and other incidental work. The Contractor will be responsible for installation of traffic control measures and construction of additional erosion and sedimentation controls as material is placed in the area. The Contractor shall also be responsible for disposing of the material in the temporary stockpile at the Off-Loading Area to the Upland Disposal Site.

1.3.1 Location

The Government furnished site (Victory Hollow Disposal Site) is located in the Victory Hills area of Washington County, 34.5 river miles upstream of the Point in Pittsburgh, or approximately 7 miles downstream of Charleroi Locks and Dam.

1.3.2 Description of Existing Site

The Victory Hollow disposal site lies along the left bank (descending) of the Monongahela river. PA State Route 837 traverses the site, separating the site into two areas: an "Off-Loading Area" and an "Upland Disposal Site". Crossing State Route 837 is not permitted.

An existing unused railroad overpass crosses State Route 837, and connects the Off-Loading Area haul road to the Upland Disposal Area haul roads. The unused railroad overpass shall be used for conveying materials to the Upland Disposal Site.

SECTION 01 74 19.10 Page 2

The Off-Loading Area has been prepared for off-loading materials. Erosion and sedimentation control features and an access road have been constructed.

The Upland Disposal Site was previously used for the disposal of slag materials, and has been developed for disposal of river sediments. No topsoil will be required to be removed. Only the footprint of the disposal area utilized in the Upland Disposal Site shall be cleared of trees and woody vegetation to ground level, if necessary. However, grubbing operations will not be required, and all stumps shall be left in place.

Trees cleared from the Upland Disposal Site shall be chipped and placed in Stockpile Area No. 1.

1.4 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

SD-01 Preconstruction Submittals

Sediment Basin Cleaning Plan; G, RE

Contractor's proposed plans for cleaning the sediment basins, including equipment and methods to be used.

The Contractor shall be responsible for maintaining these facilities, including making required repairs and improvements to the dock.

3.4 HAUL ROADS

Except as otherwise specified, directed or approved, the Contractor shall be responsible for maintaining the access and haul roads that have been constructed for the performance of the work. The Government has obtained specific easements for these roads, and the limits of the work areas are shown on the drawings. Based on the site conditions and equipment that will utilize the roads, the Contractor shall determine the extent of work that must be performed to provide suitable, safe driving conditions from the haul roads to the various work areas. It will be the Contractor's responsibility to determine whether any grading or subgrade stabilization and preparation will be necessary. The Contractor shall provide and maintain a system of dust abatement in accordance with Section 01 57 20.00 104 ENVIRONMENTAL PROTECTION, paragraph PROTECTION OF AIR

RESOURCES.

3.4.1 Maintenance of Haul Roads

The Contractor shall provide labor, equipment and materials to maintain the roads in a safe drivable condition, free of excessive rutting. Aggregate surfacing shall be replaced and regraded as areas become worn and rutted.

The abandoned railroad bridge spans State Route 837 shall be used for transporting materials from the Off-Loading Area to the Upland Disposal Site. The bridge consists of two spans: an approach span, of deck plate girder design, constructed of steel shapes and plates with concrete deck;

and a through-truss main span constructed of steel shapes and plates with concrete deck. An expansion plate has been installed as shown on the drawings to connect the bridge approach slab to the main slab. Guiderail has been installed on the bridge approach span as shown. Bituminous pavement has been placed on the bridge decks to a thickness of approximately four inches.

3.6.1 Construction Loading

The bridge spans have been inspected and analyzed for construction loading.

The bridge designs were verified to be adequate for a special loading, consisting of two CAT D400E off-road trucks, 150 Kips loaded weight (25K/wheel X 6 wheels), each truck spaced 20 feet apart, as shown on the drawings. Details of member sizes and dimensions for each span are shown on the drawings for the Contractor's information. If the Contractor proposes to use a different loading case than shown, he shall submit design data and calculations signed and stamped by a Professional Engineer, licensed to practice in the Commonwealth of Pennsylvania, to verify the structural adequacy of the bridge spans for the proposed loading case. The Contractor shall field verify sizes and dimensions of all bridge members, and shall notify the Contracting Officer of any discrepancies.
