PART 2 PRODUCTS Not Applicable

PART 3 EXECUTION

3.1 BACKGROUND

3.1.1 General

Spoil from construction operations will consist of sands, silts, clays and gravels from the riverbed overburden; flat-lying, interbedded sedimentary rock consisting of soft claystone, siltstone, clayshale, siltshale coal/carbonaceous shale and a thin limestone.

3.1.2 Government-Furnished Disposal Site

Disposal of excavated material that meet Clean Fill Standards shall be performed at a Government furnished site (Victory Hollow Disposal Site) located in the Victory Hills area of Washington County, 34.5 river miles upstream of the Point in Pittsburgh, or approximately 7 miles downstream of Charleroi Locks and Dam. The Government-furnished disposal site shall be operated and maintained by the Contractor. Materials which do not meet Clean Fill Standards shall be disposed of at a commercially available, permitted facility. No materials shall be larger than 24 inches in any dimension when placed in the area.

3.1.3 Environmental Characteristics of Underwater Excavated Material

An environmental assessment program was developed to determine the presence or absence of chemical contaminants in the river sediments. This program was conducted by the Government. It also determined the extent of these sediments and whether this material exceeds the Pennsylvania Department of Environmental Protection Statewide Health Standards. The "Report on Environmental Sampling and Testing for Sediment Characterization, Pool 3 and Locks and Dam 4, Monongahela River Project, Elizabeth to Charleroi, PA", Dated 6 March 1998" was prepared. Of the total volume of overburden to be excavated, the report concluded that none of the material exceeds the non-residential standards and only a small percentage exceeded the residential standards. The material exceeding the residential standards was located in four areas, and has been removed under other contracts in three of those areas. The only remaining material exceeding residential standards is located in a single area directly downstream of the dam, and is outside the Contractor's work limits.

3.2 SPECIAL DISPOSAL REQUIREMENTS

3.2.1 Disposal of Soil and Rock

All underwater excavated soil and rock materials and excavated materials removed from the riverbed associated with construction under this contract, including excavation of materials from drilled shaft construction and from underwater excavation activities, shall be placed in the Government furnished disposal site at Victory Hollow if testing results indicate that it meets the Clean Fill Standards. Material shall be sampled in accordance with Section 02 32 16 SAMPLING, ANALYSES, AND STAGING OF SEDIMENT MATERIALS. Material to be disposed of at the Government-furnished disposal site shall be hauled to the disposal site using barges to transport the material to the off-loading facility. If the material complies with Clean Fill Standards, it shall be off-loaded from the barges and placed into suitable hauling equipment of a type to prevent spillage during hauling.

SECTION 02 42 00 Page 5

Materials distributed within the disposal site shall not be hauled over the improved public roads and streets. Hauling shall only occur on the unimproved areas shown. All other rubbish, debris and other solid wastes and materials not meeting the Clean Fill Standards shall be disposed of at a commercially available, permitted disposal facility. Transport and placement of all materials shall be in accordance with applicable Federal, state and local requirements. Disposal of underwater excavated material in streams or in the river will not be permitted. The Contractor's attention is directed to the fact that the soft and saturated excavated material may require temporary placement in the temporary holding area at the off loading site, to allow excess water to drain from the material.

3.2.2 Disposal at the Government-Furnished Disposal Site

Material disposal at the Government-furnished disposal site at Victory Hollow shall be performed only in those areas designated on the contract drawings. Hazardous, toxic, and radiological wastes (HTRW) shall not be disposed of at Victory Hollow. Disposal operations shall be managed and controlled to prevent erosion of soil or sediment from entering nearby waters or wetlands. Disposal operations shall be developed and managed in accordance with the grading plan shown on the drawings.

Underwater excavated materials and sediment from cleaning of sediment basins shall initially be placed in the Sediment Dewatering Area until it is sufficiently dry to haul to the Upland Disposal Site. Material will be considered to be sufficiently dry for disposal when a sample of the material passes the paint filter test (EPA SW-846 Method 9095).

The material placed at the Government furnished disposal site shall be rough graded by a dozer or other suitable equipment to conform to the lines and grades indicated on the drawings and to ensure proper drainage.

Material shall be placed in layers of approximately nine inches loose depth and compacted with 5 complete passes of the spreading equipment. A complete pass is defined as movement back and forth. No density testing will be required of the material placed. The fill placement shall be seeded and mulched upon completion of disposal operations in accordance with the requirements of Section 32 92 19 SEEDING. The temporary seeding and cover requirements of Section 32 92 19 SEEDING also applies to the disposal site

3.2.3 Disposal of Solid Wastes

Solid waste shall be considered material such as removed demolished items, rubbish, debris, garbage, and other discarded solid materials generated by demolition activities, general construction activities, and all excavated materials, as defined in paragraph "Permitted Solid Waste Disposal Facility". Solid waste shall also be considered material such as tires and other rubber products, metals and metal products, plastics, paper, wood, debris and other discarded solid materials. All solid waste materials that are generated by the demolition and construction activities shall be placed in containers and disposed of on a regular schedule in accordance with Section 01 74 19 CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT.

3.2.4 Disposal of Used Tires

The Contractor shall transport and dispose of tires in compliance with Federal, State, and local requirements. A list of used tire processors is provided in an attachment to this section of the specifications.

SECTION 02 42 00 Page 6

3.2.5 Construction Debris

Construction debris is defined as products of demolition except for concrete debris from the demolition of the locks. Demolition products, including but not limited to reinforcing steel, miscellaneous metals, timber piles, and other recyclable materials shall be recycled to the maximum extent possible. Recycling and disposal shall be in accordance with Section 01 74 19 CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT.

Concrete debris shall be disposed of as specified herein.

3.2.6 Disposal of Contractor Generated Hazardous Wastes

Hazardous wastes are hazardous substances as defined in 40 CFR 261, or as defined by applicable State and local regulations. Hazardous waste generated by construction activities shall be removed from the work area and be disposed in compliance with Federal, State, and local requirements.

The Contractor shall segregate hazardous waste from other materials and wastes, and shall protect such wastes from the weather by placing them in a safe covered location; precautionary measures against accidental spillage such as berming or other appropriate measures shall be taken. Hazardous waste shall be removed from Government property within 60 days. The Contractor shall be responsible for preparing all waste manifests (EPA Form No. 8700-22 "Uniform Hazardous Waste Manifest Form"). A copy of the form is attached at the end of this section. A copy of each waste manifest and a copy of the disposal certificate from the Resource Conservation and Recovery Act (RCRA) facility shall be furnished to the Contracting Officer. Hazardous waste shall not be dumped onto the ground, into storm sewers or open water courses, or into the sanitary sewer system.

3.2.7 Containment of Debris

Debris from excavation and construction operations shall not be permitted to enter the river. All materials shall be contained in a manner to permit complete removal from the site.

3.2.8 Hauling Materials to Disposal Facilities

Care shall be exercised in hauling the materials to the disposal facilities to preclude spillage and damage to public and private property and thoroughfares. Any materials spilled from the hauling equipment shall be removed by the Contractor at the Contractor's expense. The Contractor shall make all necessary arrangements and comply with all requirements associated with hauling the materials over streets and roads.

3.3 WASTE MANIFESTS

The Contractor shall submit an original copy of all waste manifests prepared for disposal of solid and chemical wastes to the Contracting Officer.
