1.5 UPPER GUARD WALL CONSTRUCTION PLAN

The Contractor shall submit to the Contracting Officer a proposed construction plan in accordance with paragraph "SUBMITTALS." The sequence of work and procedures as suggested on the contract drawings, and within these specifications, should be used as a basis for preparation of plan, but the Contractor may propose alternatives to the sequence and procedures as appropriate to promote efficiencies with the construction. The nose cell construction procedure shown on the contract drawings meets stability requirements during construction. If the Contractor proposed other methods or sequences for construction of the nose cell, the construction plan shall included calculations to demonstrate stability under anticipated construction conditions. The plans for the cell construction and accompanying calculations shall be signed by a Professional Engineer registered to practice in the particular professional field involved in a State or possession of the United States, in Puerto Rico, or the District of Columbia. The construction plan shall reflect the proposed procedures and order in which the various components will be constructed or installed, citing sequence of construction, requirements for tolerances and other restrictions, as outlined on the drawings and within these specifications.

The proposed construction plan shall clearly identify any procedures of installation which differ from those shown on the drawings or specified herein. The construction plan shall be presented in sufficient detail to permit a thorough review by the Contracting Officer, and shall be subject to comments by the Contracting Officer. Comments by the Contracting Officer shall not be construed as an approval of the equipment, procedures or methods identified within the plan, and shall not relieve the Contractor of the sole responsibility for satisfactory construction of the Upper Guard Wall. Once finalized, no changes or deviations from the plan shall be permitted without prior written notification to the Contracting Officer, who shall maintain the right to review and comment on any proposed revisions.

PART 3 EXECUTION

3.1 SEQUENCE OF CONSTRUCTION

A suggested sequence of construction is shown on the contract drawings.

The Contractor shall develop his construction sequence and methods to complete the work as shown on the drawings and as specified, including consideration of restrictions and conditions specified and other work in progress. The sequence of construction shall be explained in the Upper Guard Wall Construction Plan. The precast components for the Upper Guard Wall between Pier 6 and the new River Wall (RS-7) shall be furnished but not installed under this contract. The precast components shall be stored at the location shown on the drawings for installation under a future contract.

3.2 PREPARATION

Pre-excavation shall be performed in accordance with Section 35 20 23.10 UNDERWATER EXCAVATION. The area of the Upper Guard Wall Nose Cell shall be preexcavated to top of rock as shown on the contract drawings, prior to installing the sheet pile cell. Prior to placing the tremie concrete in the cell, all material inside the shall be removed to rock. Removal of material within the cell shall be performed using a combination of air and/or water jetting and air lifting. Air lift methods shall be used to remove material from areas inaccessible to bucket removal. Air lifting and other construction activities shall be subject to the water control requirements contained in Section 01 57 20.00 10 ENVIRONMENTAL PROTECTION, paragraph "Water and Sediment from River-Based Construction Activities", subparagraph "d". Soundings in combination with visual inspection of localized spaces or other means of verification shall be proposed to ensure that excavation has been performed to the required depth, and that all loose material has been removed such that the maximum depth of materials in any isolated area is no more than 2-inches. The maximum extent of isolated areas of loose material shall be 20 square feet, and the total of such isolated areas shall be less than 20% of the area of the cell. Loose material shall be any alluvial materials or pieces of rock that can be removed by divers. The Contractor shall make suitable and adequate provisions to prevent displacement of the cell from its correct position due to placement of tremie concrete. Any displacement of the cell shall be corrected to the satisfaction of the Contracting Officer before the tremie concrete is placed.

3.3 ERECTION

The Upper Guard Wall shall be constructed as shown on the drawings.

Fabrication and installation of individual components shall be in accordance with the referenced specifications sections.
