INDUSTRY QUESTIONS AND GOVERNMENT ANSWERS

22 DECEMBER 2016

1. During the site walk, a number of wooden structures (skate ramps?) were observed on the large asphalt pad to be removed (Demo 3 of 3). The wooden structures are not shown on the drawings. Is the contractor to assume these structures will be removed by the Government prior to construction?

Government Answer to Industry: No, these structures will not be removed by the Government. See Amendment 0002 Attachment 1, for updated clarification.

2. Please identify stormwater pipe size on all New Pavement plans. Only sheet 1 of 3 identifies one run of 12 inch stormwater. Is this this size of pipe assumed on all new laterals?

Government Answer to Industry: Yes, the pipe size is the same on all new laterals. Yes, New Pavement sheet 2 of 3 and New Pavement sheet 3 of 3 continues the drawing started on New Pavement 1 of 3 of the New Pavement Plans.

3. Please identify the size of electrical conduit to be assumed for lighting pathway.

Government Answer to Industry: Section 1.4.1.15 of the sample project’s statement of work states, “1-inch diameter conduit, minimum “schedule 40, and stub out shall be used for proposed parking lot lights.

4. Please provide a specification associated with underground electrical, OSP.

Government Answer to Industry: Amendment 0002 of the solicitation includes UFGS 33 71 02 attachment and 33 71 02 JBLM DESIGN STANDARDS attachment.

5. RFP 7.3.1.2 states to submit a Sample Project Proposal Schedule for the Sample Project entitled “Repair McVeigh Parking Lot” using the ELIN pricing schedule in attachment 1 of this solicitation”. Is this to be the contractor’s interpretation of which ELIN items (Pricing Schedule/ Schedule of values) that pertain to the McVeigh Parking Lot?

Government Answer to Industry: Yes, as stated in section 7.3.1.2, “The sample project shall provide an understanding of the requirement via submittal of ELIN quantities that are reasonable and adequately reflect the magnitude of the project to include non pre-priced (NPP) items quantities. The offeror shall provide the applicable ELINS and associated quantities for Sample Project ONLY.”

6. Key Personnel: The Statement of Work (1.6 CONTRACTOR PERSONNEL AND SUB-CONTRACTOR QUALIFICATIONS) and Attachment 1 Sample Project (8.2 Contractor Personnel) documents refer to Personnel that will be required to perform work. Are we to provide this information within our proposal, or will it be submitted post award?

Government Answer to Industry: This information will be submitted post award IAW Amendment 0002, Technical Exhibit C section 1.6.6 provides clarification.

7. Please clarify:

“Past Performance Questionnaire - See Attachment 5, Past Performance Questionnaire. For the contracts identified on each Specific Relevant Contract Reference, the offeror shall forward a copy of the Past Performance Questionnaire to the points of contact responsible for monitoring performance under such contracts. The points of contact shall return the questionnaires directly to the Contract Specialist, Ianthe Stevens-Ford, email: ianthe.m.stevens-ford.civ@mail.mil and courtesy copy to usarmy.jblm.acc-micc.list.proposals@mail.mil not later than the proposal due date.”

Government Answer to Industry: The Past Performance Questionnaire is forwarded to the contact responsible for monitoring performance (the proposing contractor’s or subcontractor’s customer), then directly submitted by said customer to the Contract Specialist, Ianthe Stevens-Ford, email:

ianthe.m.stevens-ford.civ@mail.mil and courtesy copy to usarmy.jblm.acc-micc.list.proposals@mail.mil not later than the proposal due date.

8. Please Clarify

“The offeror shall submit original with one (1) copy and one (1) sanitized copy with Offerors CAGE code only. Offerors are responsible for ensuring that their reference sources receive the questionnaires in time to complete and return the questionnaire to the contracting office and be received no later than the proposal due date.”

I am unclear what this last instruction about submitting an original and sanitized copy. Do we submit these copies with our proposal? Or to the client?

Government Answer to Industry: RFP Amendment 0002 section 8.1.1 removes the language “the offeror shall submit original with one (1) copy and one (1) sanitized copy with Offerors CAGE code”, from section 8.1., Past Performance Questionnaire. The original and sanitized copies are of the relevant past performance documentation submitted by the Contractor to the Government.

9. Arsenic testing will be required before work can start on every work order?

Government Answer to Industry: No, see Technical Exhibit C for typical work requirements.

Questions (10-14) on how to price the ELINs:

10. Are the quantities assumed to be in one place or in multiple locations?

Government Answer to Industry: RFP Section L, 9.1 states, “The offeror shall submit the proposal schedule for the Umbrella Contract. The offeror shall complete and submit, the following Technical Exhibits (TE):

TE A, Tab 1-Section B, ELIN Proposal Schedule – Base Period

TE A, Tab 2-Section B, ELIN Proposal Schedule – Option Period 1

TE A, Tab 3-Section B, ELIN Proposal Schedule – Option Period 2

a. If the quantities reflect items located in multiple locations, how many locations shall we assume for bidding purposes?

Government Answer to Industry: The quantities are indicative of the estimated quantities for the umbrella contract. RFP Section L, 9.1 states, “The offeror shall submit the proposal schedule for the Umbrella Contract. Technical exhibit C, section 1.4.1 states, “The work shall be performed at various locations on Joint Base Lewis - McChord, Washington”.

11. Do we assume one mobilization for these items, or multiple mobilizations?

b. If multiple mobilizations are to be assumed, how many?

Government Answer to Industry: The Government will not provide assumed mobilizations. The estimate is submitted by the offeror. RFP section L, 9.2.1 states, “The offeror shall submit a complete and error-free Section B, CLIN Schedule. The prices shall be based on the Government’s SOW requirements as set forth herein, which states in TE C “1.4.2.3 Price schedule ELIN values are inclusive of all direct and indirect costs and profit.”

12. Are the ELINs to include General Conditions (i.e. project management, field overhead, preconstruction and closeout effort, etc., etc.)?

Government Answer to Industry: Amendment 0002 section L, 9.2.1, states, “The offeror shall submit a complete and error-free Section B, CLIN Schedule. The prices shall be based on the Government’s SOW requirements as set forth herein, which states in TE C “1.4.2.3 Price schedule ELIN values are inclusive of all direct and indirect costs and profit.”

13. Are the ELINs to include ancillary items (i.e. site surveys, utility locates, saw cutting, etc.)? (Please consider this: Take ELIN 0017 for example. If we are to include saw cutting, we have no way to quantify the lineal footage or depth needed based on the provided CY quantity of concrete removal).

Government Answer to Industry: Amendment 0002, Section L, 9.2 includes additional instructions of, “Additional guidance via the ELIN descriptions reflecting the sizes and magnitudes of each work item/material are located within the TE B-Exhibit Line Item Proposal Descriptions.”

14. May we assume for bidding purposes that performance of work under any of the ELINs will be performed without interruption or delays beyond our control?

Government Answer to Industry: The Government will make all effort to avoid unnecessary delays and interruptions to the contractor’s work.

15. If payment will be made based on unit pricing on individual Task Orders, how will the pay item quantities be measured (i.e. neat line?), and by whom?

Government Answer to Industry: Payments will be made based on FAR 52.232-5, Payments under Fixed-priced Construction Contracts and the Payment instructions located in Technical Exhibit D-Section 01 22 00 00 10, Measure and Payment section 1.2.

16. Are the ELINs subject to FAR Clause 52.212-11 Variation in Estimated Quantity?

Government Answer to Industry: The ELINs are not subject to Variation in Estimated Quantity. See the revised Section B, Paragraph-Minimum Guaranteed Amount and Maximum Amount.

17. Are the CLINs subject to FAR Clause 52.212-11 Variation in Estimated Quantity?

Government Answer to Industry: The CLINs are not subject to Variation in Estimated Quantity. See the

18. As we are basing our pricing on the quantities provided, please confirm that pricing is subject to adjustment for significant variation of quantities, and clarify what is to be considered “significant”.

Government Answer to Industry: Pricing is not subject to Variation in Estimated Quantity. See the

19. If the ELINs and/or CLINs are subject to FAR clause 52.212-11 and/or are subject to price adjustment for significant variation of quantities, please clarify how and when the determination will be made regarding whether there is variation in quantities that warrant pricing adjustment(s) (i.e. at the individual project stage, after each year of the contract, etc.).

Government Answer to Industry: The ELINs and/or CLINs are not subject to Variation in Estimated Quantity. See the revised Section B, Paragraph-Minimum Guaranteed Amount and Maximum Amount.

20. May we assume for bidding purposes that equipment can be staged on site to avoid multiple equipment mobilizations?

Government Answer to Industry: UFGS 01 50 00 Temporary Construction Facilities and Controls , section 1.4 states, “Indicate if the use of a supplemental or other staging area is desired. Show locations of safety and construction fences, site trailers, construction entrances, trash dumpsters, temporary sanitary facilities, and worker parking areas.” This information is requested per project indicates that within the construction site plan [for the project]. Also, Technical Exhibit C, section 1.8 which states in part, “A formal Area Use Plan shall also be included in the submittals package for Government Approval, if necessary”

21. Section L para 9.2.6 states in bold, “The Government does not guarantee this amount of work. All dollar amounts are for price evaluation purposes only.”

Does this mean that the pricing submitted for this proposal will not be used for payment of these items through the life of the contract?

Government Answer to Industry: For clarification, sentence has been deleted from solicitation; “All dollar amounts are for price evaluation purposes only.” was removed.

22. Section 01 45 00.00 10 para 3.4.1 states that the requirements for the CQC organization are a CQC System Manager, a Design Quality Manager, and sufficient number of additional qualified personnel to ensure safety and contract compliance.

A. Please confirm that we should not include a Design Quality Manager in our ELIN or CLIN pricing.

Government Answer to Industry: Design Quality Manager requirement has been removed from TE D 01 45 00 10. See TE D 01 45 00 10. See Amendment 0002.

B. Please clarify the number of additional qualified personnel that we should include in our ELIN pricing.

Government Answer to Industry: TE D 01 45 00 10 Section 3.4.1 states, “The requirements for the CQC organization are a CQC System Manager and sufficient number of additional qualified personnel to ensure safety and contract compliance.” Furthermore, the TE B-Exhibit Line Item Proposal Descriptions are generally descriptive of the sizes and magnitudes of each work item/material required for ELINS.

23. Section 6.1.5.1 from the JBLM Pavement IDIQ RFP states, “The offeror shall submit a bid bond (Standard Form 24) with good and sufficient surety or sureties acceptable to the Government. A letter from your federally approved bonding corporate surety certifying your bonding capacity at a minimum of $5M for a single project and $20M in the aggregate. The offeror shall submit the Bank and Bonding Points of Contact.” Will the government please specify the amount of the bid bond?

Government Answer to Industry: See Amendment 0002 RFP Section 6.5.1 “In accordance with FAR 52.228-1 Bid Guarantee, a Bid Bond must accompany your offer in response to this solicitation and shall be in the amount $2,000,000.00.”

24. Please clarify the page limit for Section L, Para. 7.3.1.1, Technical Approach.

“7.3.1.1 Technical Approach. The offeror shall provide information that substantiates a sound approach and methodology for accomplishing work requirements identified in Attachment 1, Sample Project in accordance with Paving IDIQ SOW and Sample Paving Project SOW, Attachment 1. The technical approach shall be no more than six (6) pages. The technical approach shall specifically address the paving plan (work plan), construction schedule, equipment listing, materials, list of sub-contractors that demonstrates understanding of the overall project and the role of the contractor meeting all SOW requirements. The Offeror's proposed project schedule shall be complete in any platform that shows sufficient detail from project start to Government acceptance (project schedule not included in page limitation) and in accordance with Technical Exhibit D, Section 01 32 01.00 10, Paragraph 3.4. Describe any assumptions made.”

The paragraph is titled Technical Approach, yet also describes items contained in Para. 7.3.1.2 (Sample Project Schedule). Does the 6-page limit apply to ONLY 7.3.1.1, or to the entire Technical Approach (which also includes the Schedule and Traffic Plan). It would be very difficult to provide any level of detail for Subfactor A if we are limited to six pages for all of this material.

Government Answer to Industry: Section L 7.3.1 states, “(project schedule not included in page limitation)”. However, the solicitation does not provide a separate exclusion of the traffic control plan from the page limitation.

25. Can you clarify the following from Section M of the RFP?

“1.0.1 This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to a single offeror which is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, statement of work (SOW) and all other information required by Section L of this solicitation), and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable offer.”

“2.0 EVALUATION FACTORS AND SUBFACTORS FOR AWARD

Award will be made to the Offeror with the lowest evaluated cost/price that is technically acceptable.”

Government Answer to Industry: Award will be made to the Offeror with the lowest price that is technically acceptable (LPTA). See additional clarification included in RFP, Section M

1.0.1 of Amendment 0002.

26. Address for the bid delivery for this project?

Government Answer to Industry: Section L. 4.2 states, “4.2 Offerors shall ensure that mailed proposals (USPS, FedEx, UPS, DHL, etc.) are sent to the following address:

Mission & Installation Contracting Command-JBLM Attn: Ianthe Stevens-Ford 100 COL Joe Jackson, Bldg 100, Suite 2001 Joint Base Lewis-McChord, WA 98438”

27. Can you clarify where the bid bond and bonding letter should be placed in the Proposal? The RFP specifies placing the bonding information in two different volumes: Vol. I (General and Contract Documentation, Para. 6.1.5) and Vol. IV (Price, Para. 9.2.3).

Government Answer to Industry: Submit bid bond and bonding letter as stated in RFP Section L, 6.1.5.

Please see Amendment 0002.

28. Para. 2.2 states: “The Government will evaluate the offeror’s experience on an acceptable/unacceptable basis and assign one of the ratings described below based on the criteria listed. Offerors will be evaluated based on the extent of their experience in performing relevant roadway and airfield projects, as defined under paragraph 5.1.”

Para. 3.4.2 states: “For the purpose of this evaluation, the term “Offeror” includes the prime Offeror and/or teaming members and major subcontractors (my italics). Relevance of an effort in which the Offeror participated under a joint venture or subcontracting arrangement will be determined based on the work performed by the Offeror. If a third party or customer cannot discern what work the Offeror performed, this effort will not be considered relevant.”

Does the term “Offeror” – as specifically defined in Para 3.4.2 – applies to both Subfactor A (Experience) and Subfactor B (Past Performance)?

Government Answer to Industry: Section L, 7.3.2 Experience states, The Offeror shall submit a minimum of six projects and no more than seven project examples for the Prime Offeror. Section M-3.4.2 of the

3.0 Factor 2-Past Performance applies to Past Performance.

29. The RFP contains PDF forms, i.e., SF 1442 and Representations and Certifications, which lose their formatting when converted to Microsoft Word. Will you consider allowing Electronic submittals to be in PDF format in order to maintain consistency throughout the proposal documents? (RE: 2.1.8 ELECTRONIC MEDIA OFFERS AND SUBMISSION …”Offerors shall submit their proposals in Microsoft Office, i.e., Microsoft Word or Microsoft Excel format.”)

Government Answer to Industry: RFP Section L 2.1.8.1 Amendment 0002 has been revised to include searchable Portable Data Files (PDF).

30. In the spec section for “Sample Statement of Work” 1.4.1.12 it states that pavement thickness shall be a minimum of 4” thick, on the detail page on sheet 11 calls for 4.5” of asphalt pavement. Which spec should we follow?

Government Answer to Industry: Section 1.4.1.12 of the “Sample Statement of Work” has been amended to prescribe 4.5” of HMA, matching detail on sheet 11 of sample project drawings. (See Amendment 0002)

31. In the bid sheet for the sample project for number 0036 it says grade and provide 4” of CSBC for parking lots, but the plan detail on sheet 11 says 6” and the spec section for sample of work 1.4.1.11 states the say 6” CSBC.

Government Answer to Industry: Sample project bid item 0036 accounts for 4” of CSBC for standard parking lots. Sample project design however calls for 6” of CSBC in both plan detail sheet 11 as well as Sample Statement of Work section 1.4.1.11 due to the poor condition of existing base course.

32. Please clarify in the spec section for the “Sample Statement of Work” 1.4.1.8 it states to provide 6” extruded slotted concrete curbing along the perimeter of the parking lot as shown on attached plans.

On detail sheet number 11 it appears to show concrete curb and gutter not extruded. Which is the type of curbing desired?

Government Answer to Industry: Sample Statement of Work” 1.4.1.8” amended to only require concrete curb and gutter and not extruded curbing. (See Amendment 0002)

33. In the spec section for “Sample Statement of Work” 1.4.1.9 it states to install wheel stops around the swales. Is this needed even though we are including price to install curbing in these areas already, is the intent to have curb plus wheel stops?

Government Answer to Industry: Yes – Please install wheel stops as shown on the sample project drawings and as described in “Sample Statement of Work” 1.4.1.9.

34. With regard to Line Item #0037. There are at least three bid items that base course could be use. What is the intended use of GOVERNMENT SUPPLIED RECYCLED CONCRETE OR ASPHALT:? Parking Lots, Range Road, Asphalt Paving in Roadways, Sidewalk, Airfield Paving…?

Government Answer to Industry: As shown in Bid Items Descriptions for line item #0037, referenced UFGS specs apply to all flexible and rigid pavements and aggregates for base and surface courses. The only “exemption” is for airfields and that is why no UFGS specs were included for airfields.

File details come from the government source that posted it. Updated .
