CP#2 Long Range Discrimination Radar (LRDR) CLR039b LRDR Complex Security - Clear AFS, Alaska AM#2
SECTION 28 20 00.02 00
CERTIFICATION OF ELECTRONIC SECURITY SYSTEMS
PART 1 GENERAL
1.1 SUMMARY
Integrated Electronic Security System (IESS) test and evaluation, Government Acceptance Test (GAT), completes the installation and integration effort by thoroughly testing installed equipment in accordance with Electronic Security Equipment (ESE) Master Installation Acceptance Test and Turnover Plan, ESE-TP-0023 (Attachment 1) and verifying that all documentation is in place for the acceptance of the installed equipment by the Government.
Work associated in Sections 28 20 01.02 10 ELECTRONIC SECURITY SYSTEM and 28 23 23.02 10 CLOSED CIRCUIT TELEVISION SYSTEMS are expansions to the existing Integrated Electronic Security Systems (IESS) located at Building 804 Entry Control Facility (ECF) and Building 900, provided under Construction Package 1 . The additions and modifications to the integrated system must be certified by the Government prior to acceptance. This section along with attachment outlines the Contractors and Governments responsabilties for completion of the security systems acceptance. Acceptance shall include work on aspects of the subsystems:
1.1.1 Existing Central Stations
Configuration of the existing central station equipment provides operator interface, interaction, dynamic and real time monitoring, display, and control of the expanded IESS and CCTV systems . The central station shall control using networks to interconnect all system components including peer and field equipment. The existing system is the most current system component of the Vindicator V5 IDE/ACS and VICADS CCTV system meeting Department of The Air Force Non-Nuclear Intrusion Detection System (IDS) Equipment Approval List at time of installation. Verification of existing system firmware version as basis for upgrading as required shall be included in the 28 20 01.02 10 ELECTRONIC SECURITY SYSTEM, Group II Technical Package report on existing conditions.
1.1.2 Systems Networks
System networks shall interconnect all components of the system. These networks shall include communications between a central stations and any peer or subordinate workstations, enrollment stations, local annunciation stations, portal control stations and ViCADs CCTV system. The systems network provides totally automatic communication of status changes, commands, field initiated interrupts and any other communications required for proper system operation.
1.1.2.1 Field Device Network
The field device network shall provide communication between all local control equipment and field devices of the system. The field device network shall be configured as shown in the drawings. Field devices shall consist of alarm annunciation local processors and entry control local
SECTION 28 20 00.02 00 Page 1 processors for intrusion detection and alarm and fixed/PTZ cameras for CCTV System.
1.1.2.2 Ethernet Network
The ethernet network shall provide communication between peer central and local processors. This ethernet networks shall have equipment which AM#2...
is on the Approved Products Lists as described in ...AM#2 Risk Management Framework (RMF) requirements as provided in accordance with Section 01 91 10.02 29 CYBERSECURITY/RISK MANAGEMENT FRAMEWORK REQUIREMENTS and Division 28 security sections.
1.1.3 Field Equipment
Field equipment shall include local processors, sensors and controls.
Local processors shall serve as an interface between the central station and sensors and controls.
1.1.4 Integrated Electronic Security System Interfaces (IESS)
The IESS includes interactive connections to other systems including:
1.1.4.1 Security Lighting Interface
Security lighting shall be controlled by the IESS system command workstations as specified in Section 26 56 00.02 00 EXTERIOR LIGHTING and as shown.
1.1.4.2 CCTV interface
CCTV system as specified in accepts input from intrusion and access control system to change primary focus Section 28 23 23.02 10 CLOSED CIRCUIT TELEVISION display(s) to show primary and secondary views of fixed and PTZ cameras to show sector with alarm or vehicle gate access area.
1.1.4.3 Vehicle barrier interface
Active vehicle barriers and gates as specified in Section 34 71 13.02 19 ACTIVE VEHICLE BARRIERS shall respond to access control system to open, close and alarm upon failure to close.
1.1.4.4 Security Intercommunication System
Monitoring of intercom call requests from gate and entry lobby via contacts within the ACS system components or manual call requests at intercom stations shall be as specified in Section 28 51 23.02 10 SECURITY INTERCOMMUNICATIONS SYSTEM from Bldg 800 Entry Control Facility, shall be tested for manual communications with remote LRDR entry control point for remote manual operation entry portals at LRDR.
1.1.5 Electrical Requirements
Electrically powered IESS and CCTV equipment shall operate on a 120 volt 60 Hz ac sources as shown. Intrusion detection equipment shall be operational on standby power source for 4 hours.

1.1.6 System Reaction
1.1.6.1 System Response
The field device network shall provide a system end-to-end response time in accordance with ESE-TP-0023 requirements. Alarms shall be annunciated at the central station for all alarms occurring at a local processor or device controlled by a local processor, or at the central station. Alarm and status changes shall be displayed after receipt of data by the central station. All graphics shall be displayed, including graphics generated map displays, on the console monitor within 5 seconds of alarm receipt at the security console. This response time shall be maintained during system heavy load.
1.1.6.2 System Heavy Load Condition
For the purpose of system heavy load condition, the system shall consist of central station equipment, communication controllers and all local processors as shown. System heavy load condition is the occurrence of alarms at the rate of 10 alarms per second distributed evenly among all local processors in the system. The alarm printer shall continue to print out all occurrences, including time of occurrence, to the nearest second.
1.1.7 Probability of Detection
Each zone shall have a continuous probability of detection greater than 90 percent and shall be demonstrated with a confidence level of 90 percent.
The intrustion detection capability shall be evaluated separately for each level of alarm during Government Acceptance Testing.

1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor Quality Control approval. Submittals with an "S" designation following the “G” are for

PART 3 EXECUTION
3.1 EXAMINATION
Verify that site conditions are in agreement with the design package and report any changes in the site, or conditions that will affect performance of the system to the Government in the Existing Site Report as defined in paragraph Group II Technical Data Package. Do not take any corrective action without written permission from the Government.
3.2 GENERAL REQUIREMENTS
Provide test equipment and include all system components, including Government furnished equipment, and appurtenances in accordance with the manufacturer's instructions, IEEE C2 and as shown. Furnish necessary interconnections, services, and adjustments required for a complete and operable system as specified and shown. Control signal, communications, and data transmission line grounding shall be installed as necessary to preclude ground loops, noise, and surges from adversely affecting system operation.

3.3 INTEGRATION WITH EXISTING SYSTEM
Unless coordination with Authorizing Official with prior approval for integration with the existing system, Complete stand alone system equipment and operational demonstration and Phase I testing of stand alone components prior to AM#2... connection to existing systems at Building 804. ...AM#2 Once approval to operate, test or early approval is obtained, connect to existing system and complete of Phase I testing.
Written notification of planned integration dates including duration for integration shall be given to the Government at least 60 days prior to the access to AM#2... ECF Building 804 ...AM#2 server equipment is required;
notice shall not be given until after the Contractor has received written approval of the Existing System Integration Plan.
3.4 SUPPLEMENTAL CONTRACTOR QUALITY CONTROL
Provide the services of technical representatives who are familiar with all components and installation procedures of the installed system; and are approved by the Contracting Officer. These representatives shall be present on the job site during the preparatory and initial phases of quality control to provide technical assistance. These representatives shall also be available on an as needed basis to provide assistance with follow-up phases of quality control. These technical representatives shall participate in the testing and validation of the system and shall provide certification that their respective system portions meet the contractual requirements.
3.5 TESTING
3.5.1 Contractor Support of Government Information Assurance Verification and Government Acceptance Tests
Provide personnel, equipment, instrumentation, and supplies necessary to perform site testing. Original copies of all data produced during performance verification and endurance testing, shall be turned over to the Government at the conclusion of each phase of testing, prior to Government approval of the test.
3.5.2 Contractor's Field Testing
Contractor's field testing shall be conducted as part of Sections 28 20 01.02 10 and 28 23 23.02 10. Submit successful completion results as Contractor's Field Testing Completion Certificates prior to GAT.
Field testing should be conducted with representatives of the maintenance section to establish that all installed systems(s) are ready for formal Government Testing.

3.5.4 Government Acceptance Testing (GAT)
AM#2... ...AM#2 Government approval of the Contractor's CVT report including updates/revisions as may be required; and Government receipt of the Contractor's As-Built Commercial Drawings/Models and Associated Lists, the As-Built Configuration List, and the Contractor's Test Readiness Letter(s), the Government will conduct a Test Readiness Review (TRR) to
SECTION 28 20 00.02 00 Page 5 determine if the system is ready for GAT. The mobilization of the Government test team to the site will take approximately 14 calendar days if the TRR finds the system is ready for Government test. The Government will conduct testing for ESE-TP-0023 Phase I report and ESE-TP-0023 Phase II Corrective Action report in accordance with its test plan ESE-TP-0023 and SI 538-02 which will be scheduled for approximately 10 calendar days.
The Contractor shall support the GAT by providing on-site technical assistance and on-site maintenance support during the test period. To prevent delays to GAT, in the event of any equipment, infrastructure and/or GFE failure after completion of CVT either prior to start of GAT or during GAT, the Contractor shall ensure that the system including GFE, is restored to operation within twenty-four (24) hours of the failure.
Contractor shall provide ESE-TP-0023 Phase II Corrective Action Report showing completion of all failures have been corrected and verified.
3.5.4.1 GAT Phase I - Functional Test
Demonstrate that the completed system complies with the contract functionalrequirements and is suitable for government acceptance in accordance with ESE-TP-0023. Using the approved test procedures, all physical and functional requirements of the project shall be demonstrated and shown. Upon termination of testing by the Government or by the Contractor, commence an assessment period as described for Certification Testing Phase II. Upon successful completion of the performance verification test, deliver test reports and other documentation as specified to the Government prior to commencing the endurance test.
3.5.4.2 Correction Verification & Reporting of GAT-identified Deficiencies.
The Contractor shall correct and verify (through additional CVT and/or regression testing as appropriate) all deficiencies identified during GAT. The Contractor shall update the test report to identify the results of requisite additional verification testing. After all GAT deficiencies have been corrected, tested and an updated test report has been submitted and approved by Government, the Contractor shall submit a ESE-TP-02023 Test Readiness Letter certifying to the Government that the system is ready for additional GAT.
3.5.5 GAT Phase II - Endurance Test
Demonstrate system reliability and operability for each portal, and for the completed system. The test shall be conducted in accordance with ESE-TP-0023 requirements. Make no repairs during this phase of testing unless authorized by the Government in writing. If the system experiences no failures during Phase II testing, the Contractor may proceed directly to System Physical Audit after receipt of written permission from the Government. The Government may terminate testing at any time the system fails to perform as specified. Upon termination of testing by the Government or by the Contractor, commence an assessment period as described for Phase II. Verify the operation of each terminal device during the last day of the test. Upon successful completion of the endurance test, deliver test reports and other documentation as specified to the Government prior to acceptance of the system.
3.5.5.1 Certification Testing Phase II Assessment
After the conclusion of Phase II Testing, identify all failures, determine causes of all failures, repair all failures, and deliver a written Test Readiness report to the Government. The report shall explain in detail
SECTION 28 20 00.02 00 Page 6 the nature of each failure, corrective action taken, results of tests performed, and shall recommend the point at which testing should be resumed. After delivering the written report, convene a test review meeting at the jobsite to present the results and recommendations to the Government. The meeting shall not be scheduled earlier than 5 business days after receipt of the report by the Government. As a part of this test review meeting, demonstrate that all failures have been corrected by performing appropriate portions of the certification verification test.
Based on the Contractor's report and the test review meeting, the Government will determine the restart date, or may require that Phase I be repeated. If the retest is completed without any failures, the Contractor and Government may proceed directly System Physical Configuration Audit .
3.5.6 Government Acceptance - System Physical Configuration Audit
As part of Government Acceptance prior to System Turnover, the Contractor shall support a Government conducted Physical Configuration Audit (PCA) after successful completion of GAT. The PCA is expected to take approximately four days. The Contractor shall ensure that all paperwork, drawings, and Contractor personnel necessary to support the audit are available. The Contractor shall prepare and provide a standardized system inventory list which will identify all items of hardware, firmware and software that combine to constitute the system. Successful completion of GAT, approved final as-built drawings, and completion of the Government Acceptance, Physical Configuration Audit will normally be sufficient to allow the Government to formally accept the system through execution of an AFTO Form 747 (Cyberspace Infrastructure System Acceptance).
Discrepancies noted during each facility PCA shall be corrected, and applicable as-built drawings and configuration status accounting information shall be updated to incorporate required changes/corrections resulting from the audit process.
3.5.7 Licenses
The Contractor shall provide all equipment software licenses required to test, operate and maintain the installed system. These operating licenses shall be formally transferred to the Government at systems turnover.
3.5.8 Warranties
The Contractor shall provide customary commercial warranties.
Notwithstanding anything to the contrary, the full duration of such warranties shall commence at the time of system turnover. The Contractor shall track by item and serial number, manage and enforce open warranties on all failed items. The Contractor shall provide copies of all warranties for Contractor furnished equipment and materials delivered.
After contract completion, at system turnover, the Contractor shall pass through/transfer all OEM warranty coverage to the Government.
3.5.9 Exclusions
The Contractor will not be held responsible for failures in system certification resulting from the following:
a. An outage of the main power in excess of the capability of any backup power source, provided that the automatic initiation of all backup sources was accomplished and that automatic shutdown and restart of the IESS performed as specified.

b. Failure of a Government furnished communications circuit, provided that the failure was not due to Contractor furnished equipment, installation, or software.
c. Failure of existing Government owned equipment, provided that the failure was not due to Contractor furnished equipment, installation, or software.
d. The occurrence of specified nuisance alarms.
e. The occurrence of specified environmental alarms.
