SUMMARY OF WORK

PART 1 GENERAL

1.1 LRDR PROGRAM/PROJECT OVERVIEW

The Missile Defense Agency's (MDA) Long Range Discrimination Radar Program (LRDR) develops and erects a new radar site to provide enhanced discrimination and Hit/Kill assessment. This includes development and installation of the radar system; facilities and supporting infrastructure;

and the command and control components.

Under MILCON, the U.S. Army Corps of Engineers constructs facilities and infrastructure to support the fielding of the system by MDA's Radar Prime, Lockheed Martin. The MILCON work is executed in two phases, with multiple contracts within each phase.

Phase I (PY 2017) constructs a LRDR Complex at Clear AFS, Alaska. This includes the site preparation and infrastructure, high-altitude electromagnetic pulse (HEMP) protected LRDR infrastructure, Mission Control Facility, LRDR Equipment Shelter (LES) foundation, within a System Security Level A (SSL-A) secure boundary with an Entry Control Facility (ECF).

1.2 WORK COVERED BY CONTRACT DOCUMENTS

AM#03...

1.2.1 Construction Package #2 (CP#2) - Site Security and Entry Control Facility (ECF) ...AM#03

Construction Package #2 constructs the Entry Control Facility, the SSL-A perimeter, the Electronic Security System (IESS), and associated perimeter lighting extension of utilities to serve the ECF.

The contract award is planned to allow the CP#2 contractor to mobilize in the Spring of 2019. The CP#2 contractor shall complete the physical construction of the Entry Control Facility (ECF) and the LRDR security perimeter, except for CP#3's alternative project site access area (sectors 2,3, and 4) which will remain open until, 30 June 2020. CP#2 shall complete the ECF vehicle entry by 30 June 2020 to allow use by CP#3 and Radar Prime contractors to their project sites beginning on30 June 2020.

CP#2 shall commence completion of the LRDR perimeter security in the area of the CP#3's alternative project site access (sectors 2, 3, and 4) by 30 September 2020. CP#2 will complete the LRDR Complex Security project by 30 September 2020. CP#2 shall be available for Government LRDR perimeter security system certification by 1 November 2020. LRDR perimeter security Government certification is scheduled for completion by 30 January 2021.

CP#1, CP#3, CP#5, and Radar Prime contractor. This will including utilities under the LRDR security perimeter, etc.

1.3 WORK BY OTHER CONTRACTORS OR ORGANIZATIONS

Work by Other Contractors or Organizations is summarized below. (This is not intended to be a detailed description of the interfaces. Additional information is located in the contract plans and specifications. The contractor will expand upon this information in the development of the work activities, sequencing, and management planning.)

1.3.1 Phase I

1.3.1.1 Construction Package #2 (CP#1)

CP#1 project scope includes, but is not limited to, construction of the HEMP protected Mission Control Facility and link to the future LES; site development and site infrastructure for the entire complex; power substation; and the interim generator and fuel tanks.

This package includes several unique or special scope features, such as:

ground water cooling requiring 6 large diameter wells inside the HEMP enclosure; HEMP construction and testing; building system tie-ins at Building 800 (inside a restricted area requiring contractor provided escorts); Cybersecurity/Risk Management Framework system development and implementation; Seismic RC-V requirements; multiple control systems (BMS, PCMS), power substation construction and tie-in to GVEA power extension;

and tie-in to base systems.

Other Phase 1 and 2 contractors, the Radar Prime (Lockheed Martin and subcontractors) will be on site concurrent with CP#2 work. The specifications identify joint occupancy and interface dates that must be managed and coordinated. Schedule development and updates will be critical as will coordination, flexibility, and intense management to mitigate coordination impacts.

1.3.1.2 Construction Package #5 (CP#5) - LES Foundation AM#03... deleted text ...AM#03

CP#5 constructs the foundation for the radar antenna and the LRDR Equipment Shelter (a multi-story structure to house equipment that are designed and built by the Radar Prime Contractor). The LES foundation connects to the LES Link and extends the HEMP shield in the floor slab.

The contract award is planned to allow the CP#5 contractor to mobilize early in calendar year 2018. They will have access to the site from the northwest as depicted in plan sheet G-100005E. CP#2 work in this area of the site must be coordinated with the CP#5 contractor.

1.3.1.3 Radar Prime - Lockheed Martin (LM)

The Radar Prime will construct the LES and LRDR Antenna and all associated equipment.

The Radar Prime will mobilize to the site beginning in June 2018 and will begin installation of the LES in approximately April 2019. CP#2 will coordinate access to the Radar Prime's project site until the ECF vehicle access is ready for the Radar Prime to use as their only access to their project site. ...AM#03

1.3.2 Phase II

1.3.2.1 Construction Package #3 (CP#3) - LRDR Power Plant (LPP)

CP#3 will construct and integrate the HEMP protected back-up power plant, fuel storage, and remove the interim generator, heating fuel storage. The LPP is physically connected by a link to the MCF.

The contract will be awarded early in calendar year 2019 so that the CP#3 contractor can mobilize and begin construction of the LPP in 2019. CP#2 will coordinate access to the CP#3 Contractor's work site through the CP#3 alternative (sectors 2,3 and 4) project site until 30 June 2020.

The CP#3 contractor will mobilize to the site beginning in April 2019 and will begin installation of the LPP in 2019. CP#3 will access the CP#3 project site as depicted in plan sheet G-100005E until 30 June 2020, at which time CP#3 will be required to access the project site through the ECF.

1.3.2.2 Construction Package #4 (CP#4) - Maintenance Facility and Final Site Development

CP#4 will construct a Maintenance Facility outside of the restricted area, upgrade roads, paving, signage and landscaping.

The contract will be awarded in 2020 and completed in 2021.
