CLEAR AFS CONTRACTOR
ORIENTATION PACKAGE
This documents outlines procedures to be followed while performing construction work on Clear AFS. These policies ensure a well-coordinated effort between the Contracting Officer, Contractor, and Clear Site Personnel.

PART I
UCONTRACT DOCUMENTATION
1 FUNCTION AND AUTHORITY OF U.S. GOVERNMENT PERSONNEL
a. AUTHORITY. Only an appointed Contracting Officer has the authority to obligate the government in contractual matters. The contracting officer is the only person with the authority to direct any changes in the contract and his/her signature will be on all contractual documents. You are encouraged to become familiar with all clauses incorporated into your contract, you are also reminded that any changes made without the contracting officer's prior approval could result in additional cost, to you, the contractor.
b. The Civil Engineer is the technical representative for the contracting officer on matters of engineering. He/she will provide inspections of the job-site to insure compliance with the specifications of the contract.
c. Your regular point of contact on the job-site will be the Civil Engineer Project
Manager/Contract Inspector. They will provide technical supervision for the government and give appropriate field instructions. Typical matters on which they will represent the contracting office include compliance with plans and specifications, and participation in final inspection and acceptance.
You are advised that contract inspectors DO NOT have the authority to commit the government to changes in contract price, changes in the scope of work, or time extensions associated with changes in work.
2 PROJECT INBRIEF AND OUTBRIEF
The contractor will work with the Civil Engineer Project Manager (PM) to schedule a Pre- Construction Meeting after the Notice to Proceed has been given, and prior to any construction work beginning on Clear AFS. At a minimum, the Pre-Construction meeting will include:
project scope, project schedule, project Quality Assurance Plan, and any expected impacts to Clear’s mission. The Pre-Construction meeting may include the following Installation personnel: Base Support Officer, Base Civil Engineer, Fire Chief, Security Forces Representative, Environmental Representative, Radar Manager, and Quality Assurance COR.
Installation Commander and Operations Officer will attend at their discretion.
3 INSTALLATION ACCESS
Individuals requiring access to the Installation must review Attachment 1, Site and Restricted Area Access Procedures, and complete all identified requirements prior to arrival.
The following list identifies respective Points of Contact to work with for all installation access requirements.

4 SERVICES AND LODGING
All requests for lodging must be requested through the Civil Engineer PM; upon request, the PM can provide the Clear Lodging Request Form. Please note lodging is extremely limited and priority is given for government TDY personnel and distinguished visitors.
Other MWR/Services facility or activity use is restricted and at the discretion of the 13 SWS/CC and applicable project support agreements.
If specified in the contract, contractor personnel may also utilize the Fitness Center to include the weight room, cardio room, basketball court, and racquetball courts. Prior to utilizing any equipment, individuals will read and understand the rules for each area and proper use of the equipment. Use of these facilities is at an individual’s own risk and assumes they have read and understand the posted rules. Violations of rules when using these facilities will cause future denial of use and/or removal from the installation.
Personnel attire will be denied entry to the Dining Facility if they are wearing shower shoes, flip flops, or barefoot (only sandals are permitted); wearing a sleeveless shirt (wearing sleeveless dresses that are in good taste are permitted), wearing sweaty gym clothes or overly dirty clothing, and wearing clothing designed to be worn as undergarments. Patrons should avoid having sharp objects in pants pockets that scrape or cut chairs or bench upholstery.
5 WORK REQUEST PROCEDURES
5.1 Obtaining Base Civil Engineer (BCE) Work Request Approval Proper coordination and approval of various contractor work activates are required to maintain mission critical systems, safety, and safeguard Installation infrastructure. Examples of work requiring specific approval include, but are not limited to, digging/excavation permits, suspension of utilities, communication outages, disruption of fire/detection systems and work requiring clarification from the Installation Civil Engineer. In order to accomplish the proper coordination and approval of aforementioned work, all contractors shall submit an AF Form 332, Base Civil Engineer Work Request, to their Civil Engineer PM.
Work requests shall be submitted no later than 14 days prior for routine requests. Requests affecting mission areas or mission critical systems, including utilities, shall be submitted no later than 30 days prior to scheduled work. Potential or pre-outage meetings amongst applicable parties shall be conducted as soon as possible and as often as warranted to properly vet the mailto:linden.beckham.ctr@us.af.mil mailto:todd.talladay.2.ctr@us.af.mil mailto:brian.holes.1.ctr@us.af.mil activity in order to fully understand and minimize potential impacts. At a minimum, at least one potential pre-outage meeting will be conducted prior to the event.
Separate projects and/or work activities will require individual Work Requests despite possible similarities of activities, or areas of work.
Note: Information concerning date and time of potential or scheduled mission impacts will not be placed on any of these forms. This information must adhere to Operational and Information Security policies, and may be considered Classified.

5.2 AF Form 103 Work Clearance
After the Civil Engineer has coordinated the AF Form 332 internally, the Civil Engineer will then complete an AF Form 103, Base Civil Engineer Work Clearance Request. The completed AF 103 will then be provided to the contractor. The AF 103 is the approval to accomplish the work requested via the AF Form 332 and shall be kept by the contractor at all times.
5.3 Confined Spaces Operating Instruction and Master Entry Plan No entry into confined spaces shall be allowed until the proper coordination has been accomplished between the Civil Engineer PM, the Contractor, and the Installation Fire & Emergency Services Flight. Before entry into a permit-required confined space is authorized, the supervisor shall ensure a confined space permit (AF Form 1024) is completed by the entry team and coordinated with the Fire Department. The Fire Department must be called prior to and after entry as fire crews will be standing by as confined spaces are entered.
5.4 Lock Out/ Tag Out
If you need to lock out/tag out equipment, contact the Civil Engineer PM for procedures and forms. The process shall be followed to ensure the machine or equipment is stopped, isolated from all potentially hazardous energy sources and locked out before personnel perform any servicing or maintenance where the unexpected start-up of the machine/equipment or release of stored energy could cause injury.
5.5 Hot Work Procedures
No welding, cutting, brazing or other form of "hot work" will be permitted without obtaining an AF Form 592 USAF Hot Work Permit issued by the installation Fire & Emergency Services Flight. All "Hot Work" operations shall conform to AFI-91-203, Para. 27.19. All such operations will be inspected and approved by the installation Fire & Emergency Services Flight.
5.6 Winter Utility Outage
During the months of November to February the extreme and unpredictable weather at Clear AFS poses a significant safety risk to personnel, equipment, and infrastructure and could degrade mission capability. During this period, contractors should avoid scheduling or conducting any utility outages. Mission essential outages may still be conducted with prior coordination and approval.
5.7 Clear AFS Water Usage
Water required for construction work, including earth work, concrete construction, and dust control, requires an AF Form 332. If approved via the AF 103, water shall be taken from non-potable water sources including standing water ponds, pits, or streams when expressly permitted.
The Civil Engineer PM will provide the proper procedures that must be followed and coordination approval, to include Base Civil Engineering and Fire & Emergency Services Flight.
Water for commissioning of equipment and systems may be taken from the potable water system, upon approval, especially if water quality is a criterion of the equipment or system. The water distribution system must be equipped with appropriate cross connection controls including approved backflow preventers or a proper air gap.
Access to the water system for any purpose is restricted to authorized personnel. Fire hydrants, and the water distribution system, can be damaged by improper use of hydrants for making water withdrawals. Authorized users must contact base CE immediately if any problems are encountered with the use of fire hydrants.
5.8 Submittal Process
In provision with the contract, the contractor will prepare and submit to the contracting officer the followings documents: contract progress schedule, contract progress reports, required shop drawings, material submittals and other applicable submittal documents.
5.9 Clear AFS Emergency/Backup Generator Requirements
When incorporating an emergency/standby electrical system (e.g. electrical generator) into the electrical system of a contractor’s industrial service or facility, the installation shall comply with all applicable requirements of the NEC with any local amendments to the NEC, as well as applicable Air Force Regulations. See Attachment 2, Backup Generator Requirements, for additional requirements.
5.10 Contractor Work on Communications Systems
Contractor shall coordinate all communications work with the Communications Systems Officer at 907-585-6316. This includes telephone, fiber optics, Satellite Systems, Television System, Public Address system, frequencies and radio systems to be installed or used on Clear AFS AK.
6 CONTRACTOR WORK SITE SUPERVISION
During performance of a construction contract and until the work is completed and accepted, you will be required to have a competent project foreman/site supervisor present at the job-site at all times work is being performed. If the contractor is not supervising the work personally, he must assign and have on the work site a foreman/supervisor who is designated in writing and satisfactory to the contracting officer.
7 INSPECTIONS
The Government Inspector for compliance with the specifications will conduct regular inspections. As previously stated the contractor is expected to know and adhere to the contract specifications and drawings. Tests to be performed by the contractor will be in accordance with the specifications and evaluated by the Government Inspectors. The contractor shall be subject to no-notice inspections under the Occupational Safety and Health Act, Environmental Protection Agency, Alaska Department of Environmental Conservation and other applicable government agency inspectors. Maintenance of records as required by the contract and specifications are the responsibility of the contractor.
Should guidance be necessary, it is available from your contract administrator. Final inspection and acceptance will normally be conducted jointly with the inspector and a representative from the contracting office. All punch list items must be completed before final acceptance of the project.
8 CHANGES – AUTHORIZED ONLY BY THE CONTRACTING
OFFICER
Any change to the contract shall be in writing as a modification to the contract. In the event a change should result in the increase or decrease of the total price of the contract, the contracting officer will request the contractor submit a cost estimate. Submit your proposal in sufficient detail for the government to evaluate all items of proposed cost. Formal or informal negotiations will be accomplished prior to a modification being written to incorporate contract changes.
9 UTILITIES
The government normally furnishes utilities for use by the contractor on an “as needed” basis.
In those instances where utilities are not readily available, a determination by the contracting officer shall be made delineating what action will be taken.
a. Payment or Nonpayment - If payment for utilities is required by the government, the contractor will be charged the prevailing rates as determined by the contracting officer.
b. Temporary Utilities Connection: If required, will be coordinated with Civil Engineering and completed by the contractor.
10 OPERATION OF STORAGE AREAS
All equest for storage area shall be made via AF Form 332. The Base Civil Engineer may designate an area at or near the job-site where the contractor may store materials.
Any temporary fencing and security requirements must be furnished and removed at the completion of the project by the contractor. The erection and removal of temporary buildings in the area designated by the Base Civil Engineer will be the responsibility of the contractor. The area will also be the responsibility of the contractor and must be replaced to its formal condition upon removal of any temporary structure.
The Base Civil Engineer will designate roadways to and from the temporary storage area or structure, if not existing. The designated roadway will be the only access used and will be restored, within reason, to its original condition, after such use. The Base Civil Engineer will designate areas where heavy equipment shall be parked overnight.
11 FIELD CHECKS
Field checks may be made at any time by base personnel, i.e., Fire Department, Security Police, Safety Office and Environmental Office to check on compliance with Air Force, State and Federal Regulations. Work with your Civil Engineer PM to resolve any discrepancies between regulations.
12 CLEAN UP
The contractor shall at all times keep the work area, including storage areas, free from accumulation of waste materials. Upon completing the work, the contractor shall leave the work area in a clean, neat and orderly condition.
13 WARRANTIES AND OPERATION MANUALS
The contractor shall obtain and furnish to the government, all warranties and operating manuals that would be furnished in normal commercial practice.
14 ENVIRONMENTAL PROTECTION
The Contractor shall comply with all applicable Federal, State, and Local laws and regulations covering environmental pollution control and abatement in effect on the date of solicitation and the specific requirements stated elsewhere in the Contractor Specifications.
If required by the contract, the Contractor shall submit an environmental protection plan to the Contracting Officer and Civil Engineer PM, which covers the requirements of all waste disposal and project site operations.
The plan shall include, but not be limited to, the use of on base waste disposal site, the names and locations of off base disposal sites, methods used to safely and legally transport wastes to all disposal sites, methods used to prevent point and non-point source pollution at the Project Site (including a contingency plan for effectively handling spills of hazardous materials), and training for employees on all elements of this plan. The plan shall include a discussion of how the project will comply with all applicable environmental regulations. No site work, including mobilization, staging and site preparation, shall be permitted prior to approval of the plan by the Contracting Officer (Reference Contractor Specifications provided by Contracting Officer).
14.1 Construction Waste Coordination
Contractors shall coordinate all waste disposal with the Clear AFS Environmental Office at 907- 585-6398 or 907-585-6341 prior to the start of any construction or demolition. Solidified, clean concrete, clean soils and other exempt wastes can be disposed at the Clear AFS borrow pit adjacent to the closed landfill upon approval. Contaminated soil must be disposed of offsite in accordance with state and federal regulations. All non-exempt construction wastes must be disposed off-site. Make all efforts to reuse material at the construction site and turn-in metal as scrap for recycling.
Contractors must comply with the HAZMAT authorization and tracking procedures as dictated by AFI 32-7082 (Section 2.2.5.) and the Contract Specifications. The Prime Contractor will be documented as the responsible party for Hazardous materials management utilized by their subs.
Contractor HAZMAT will be authorized and tracked at Clear Air Force Station via web based EESOH-MIS. If there are any questions, contact the Clear AFS Environmental Office at 585- 6398 or 585-6341.
14.2 Licenses and Permits
The Contractor shall obtain and maintain current for the duration of this Contract, all required Federal, State and Local licenses and permits. All associated fees and taxes shall be paid by the Contractor without additional cost to the Government. Current Base permit requirements will be provided to the Contractor at the Preconstruction Conference.
15 RADIATION HAZARDS (RADHAZ)
Because of the potential hazards, Electromagnetic field radiation (EMFR) safety training is required initially and annually to Clear AFS personnel who will be working in or near Building
800. The significant EMFR sources at Clear AFS are all located at the phased-array radar site, to include the Solid-State Phased Array Radar System (SSPARS), Milstar, Modernization of Enterprise Terminals (MET), and the Enhanced Polar System (EPS).
Contractors are solely responsible for compliance with Occupational Safety and Health Administration (OSHA) standards and the protection of their employees unless otherwise provided by law or regulation to be specified in the contract.
Ensure personnel are aware of the potential hazards of EMF, established procedures, and restrictions to control EMF exposures, and their responsibility to limit their exposures.
At a minimum, address opportunities to ensure potential occupationally exposed individuals, including those with implanted medical devices, metal implants, stents, shunts, or wires, understand the known health implications of system operation.
The Civil Engineer PM will provide additional information regarding the Clear AFS EMFR training program. Additionally, the Radiation Safety Officer can be reached at 585-6365.
16 CLEAR FIRE EMERGENCY SERVICES
For all emergencies, dial:
• Land Line Emergency contact number – 911. This will reach the Fire Department, Security Forces and Medical Personnel.
• From a cell phone dial 907-585-6911 for Clear Dispatch. If 911 is dialed, it will go to the University Dispatch Center in Fairbanks; tell them you have an emergency on Clear Air Force Station and they will transfer your call to Clear Dispatch.
In the case of a hazardous materials incident, be prepared to tell the dispatcher the type of spill, the size of the spill, what has been done to stop and/or contain the spill, the location of the spill and any related injuries. Also, if possible, remain on the line with the dispatcher.
Note: It is the contractor’s responsibility to ensure that anyone under their supervision follows the Site Specific Health and Safety Plan and complies with all health, safety and environmental rules and regulations.
17 SMOKING
All federal buildings and work sites are designated as non-smoking facilities. Smoking is prohibited in government-owned buildings, vehicles and near chemical tanks or storage containers. Site supervisor must establish smoking area 50ft away from any facility and/or chemical tanks/storage containers.
18 CLEAR AFS MEDICAL CLINIC
For all emergencies, dial:
• Land Line Emergency contact number – 911. This will reach the Fire Department, Security Forces and Medical Personnel.
• From a cell phone dial 907-585-6911 for Clear Dispatch. If 911 is dialed, it will go to the University Dispatch Center in Fairbanks; tell them you have an emergency on Clear Air Force Station and they will transfer your call to Clear Dispatch.
18.1 In-Processing
The CAFS Medical Clinic requests that project supervisors schedule to meet the staff and tour the clinic to become familiar with location and response procedures.
18.2 Urgent or Emergency Patient Care
Clinic medical personnel operate the local ambulance service with ALS (advanced life support, staff & equipment). The clinic’s ambulance can respond on and off site, but the off-site range is limited to approximately 10 miles, subject to 13 SWS/CC approval.
For serious injuries the patient will be stabilized at the work site or place of injury and then transported to the onsite clinic by emergency medical personnel. If the patient needs ambulance transport to a hospital, this will be with Anderson EMS, Nenana EMS or Tri-Valley EMS. If air evacuation is required the clinic will contact an air medevac service for fixed wing transport to Fairbanks or Anchorage hospital as appropriate.
Non-Emergency Care Clinic hours are 0800-1700 (closed 1200-1300) M-F and emergencies 24/7.
The direct phone number to the clinic is 907-585-6414 or 6415 to make an appointment or notify clinic to receive a patient for non-emergency injury or illness. The Medical Clinic can accept most forms of insurance.
19 SAFETY
• General - While performing your work/contract on the installation, the job-site will be subject to visits by representatives of the Safety Office. Our objective is to ensure that safety practices and all applicable Air Force OSHA Regulations are being followed. If a safety discrepancy is discovered during such visit, it will be brought to the attention of the contracting officer for corrective action.
• Safety equipment - Ensure that equipment applicable to the contract is available, serviceable, and properly used.
• Job-Site Hazards - Areas such as ditches, trenches, and holes that are dug create a hazard to personnel and are required to be guarded and illuminated during hours of darkness. Every effort must be made to prevent injuries and protect property from damage.
• Mishap Reporting - The Contracting Office must be notified if a mishap should occur involving Air Force personnel, equipment or property. The contract administrator will in turn notify the Safety Office.
20 SNOW AND ICE CONTROL
Civil Engineering has responsibility for performing snow and ice control (S&IC) operations on Clear Air Force Station. S&IC is performed on a 24-hour, 7 day per week basis during the snow season. It includes clearing snow from site roads, parking lots, sidewalks and doorways as well as implementing ice control/sanding operations on the installation. Contact CE for detailed removal plans.

MEMORANDUM FOR PERSONNEL ACCESSING CLEAR AFS
FROM: 13 SWS/CC
SUBJECT: Site and Restricted Area Access Procedures
1. The purpose of this memorandum is to inform personnel of procedures, areas of access, off limit areas, contact information, and facility use on Clear AFS. Adhering to the following procedures will reduce the potential for security related incidents while on Clear AFS. Any questions or concerns regarding these procedures should be directed to the respective POCs.
2. Procedures:
a. While on Clear AFS, personnel must be in possession of a state or valid DOD identification at all times.
b. To ensure the safety and security of personnel and resources assigned to Clear AFS, and in accordance with AFMAN 31-113, Installation Perimeter Access Control, all visitors and contractors must be vetted through the National Crime Information Center (NCIC) by the Security Forces Squadron.
(1) During the contract award process, ensure prime contractors are aware of REAL ID Act requirements, which limits access to federal facilities without a compliant form of identification. (2) The most widely accepted alternate form of identification for access to federal facilities, meeting REAL ID Act standards, is a U.S. Passport or U.S. Passport card.
c. Any organization on Clear AFS conducting business with outside agencies, should provide prime contractors with the following denial criteria to save the Air Force and contractor time and money.
• The individual is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.
• The installation is unable to verify the individual's claimed identity.
• The individual has previously been barred from access to a federal installation or stand-alone facility.
• The individual is wanted by Federal, State, Local, or other civil law enforcement authorities, regardless of offense or violation.
• The individual has any conviction for espionage, sabotage, treason, terrorism, or murder.
• The individual’s name appears on any Federal or State agency’s watch list or hit list for criminal behavior or terrorist activity.
• The individual has been convicted of a firearms or explosive violation.
• The individual has been convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell, or drug distribution.
• The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force.

• Felony Convictions:
Class A Felony – Automatic Denial.
Class B Felony – Recommend denial IF conviction was within the last 10 years OR if older than 10 years AND there is continued pattern of arrest/convictions AFTER the 10 year conviction.
Class C Felony – Recommend denial IF conviction was within the last 5 years OR if older than 5 years AND there is continued patter of arrest/convictions AFTER the 5 year conviction.
• Misdemeanors: When stating number of convictions, it is referring to multiple convictions of the same Class.
Class A Misdemeanor – Recommend denial IF 3+ convictions within a 2 year period; 5+ convictions within a 5 year period.
Class B Misdemeanor – Recommend denial IF 5+ convictions within a 2 year period; 8+ convictions within a 5 year period.
Class C Misdemeanor – Recommend denial IF 8+ convictions within a 2 year period; 10+ convictions within a 5 year period.
d. All vehicle operators are required to have a valid driver’s license, current vehicle registration, current proof of insurance, and are subject to all Alaska State Statutes, AFI 31-218, Motor Vehicle Traffic Supervision, AFMAN 31-116, Air Force Motor Vehicle Traffic Supervision, local regulations, and applicable DoD regulations.
e. All visitor requests must be made using the Clear AFS Visit Request Worksheet. This sheet must be filled out in its entirety. The official completing and sending in the worksheet is ultimately responsible for its accuracy.
f. Security Forces will complete security background checks and approved individuals will be added to the Base Site Entry List in 14 calendar days or less. POCs will generate Entry Authority Lists (EAL) to be coordinated through Security Forces for restricted area access.
g. By accessing the installation, personnel are consenting, at any time, to a search of their person and/or vehicle(s)/item(s) under their control.
h. Individuals are only authorized to access the specific portions of the installation that correlates with their work and/or project. Personnel will contact their POCs if unsure of what areas are authorized.
i. When entering or exiting the installation, individuals will ensure that they have proper identification and will relinquish identification when requested to do so by on duty Security Forces.
j. Personnel being given escort responsibilities on the installation must understand and accept the responsibility of that role. The person escorting an individual or individuals onto Clear AFS must stay in direct contact with that person or persons for the entire visit. Individuals being escorted will not be passed off to another escort official.
3. Security and Access to Clear AFS
a. Contractors shall comply with the provisions of DoD 5200.8-R Physical Security Program, AFI 31- 101, Integrated Defense, and applicable security and law enforcement procedures established at the installation. These documents and procedures can be obtained from the Contracting Officer.
b. Any infraction of security rules or regulations on the part of any Contractor employee may be considered grounds for the Clear AFS Installation Commander to prohibit re-entry into restricted areas or on to the installation.
c. IAW AFMAN 31-113, para 6.5.4. Escort authorities may only vouch for individual(s) riding in the same vehicle or in the immediate area if they are walking. Escorts will be in constant contact or in the immediate area of the individual(s) they are escorting until the individual(s) depart Installation. Training will be provided by the Project Integration Analyst. The Security Forces POC and/or Government Security Manager will serve as the sole point of contact for the Contractor regarding Base Security issues.
It is the responsibility of the Contractor to ensure that all employees adhere to site security procedures.
Your Civil Engineer PM will provide the contractor with the appropriate forms to request base access and site access for all Contractor employees, subcontractor employees and supplier employees. Contractor shall maintain constant contact with Base Security Forces and ensure that all gates and site are secured at the end of each work day.
5. Secure Areas (Inside Building 800/801 Security Fence and Building.)
a. Unless otherwise stated in contract, Contractors shall supply security escorts for all workers in secure areas.
b. Workers in the secure area must be badged and escorted (visual contact) at all times.
c. All personnel, including escorts, shall be processed through the Building 800 Entry Control point (ECP) to enter the secure area. Assume a minimum of 5 minutes per person to process through the ECP at the start of each shift. Assume 2 minutes per person to process back through the ECP after exiting the secure area in the same shift. All workers must be in visual contact with at least 1 security escort at all times.
d. All hand carried bags, tool boxes, etc. entering the restricted area will be searched by Security Forces.
e. Contractor Provided Security Escort Qualifications: Contractor Security Escorts must have a "secret" security clearance and attend on-site Escort Training provided by the Servicing Security Manager. Training shall be scheduled through the Contracting Officer. Contractor should plan at least two weeks in advance of the escort requirement if training is required. Security Escort training lasts approximately 3 to 4 hours and includes written testing after self-taught session on site and questions and answer session by Security Forces Trainers.
6. Photography in Secured Areas
a. If a Contractor requires photography in the restricted area or free zones, the camera brand name and serial number must be provided at the time the EAL is submitted. A photography authorization letter also needs to be submitted with the EAL. The original is kept by the individual taking pictures and must be on person throughout photography operations in the restricted area. A copy will be retained with Security Forces. If approved, and photos are taken, photos must be approved by Clear AFS Security Forces and or
Clear UEWR DO (Operations Officer) prior to downloading the photo from the camera and further distribution of the photo. Cell phones and cell phones with cameras are prohibited from the Restricted Area of the Clear Radar, Building 800.
7. Laptops
a. If Contractor personnel need to bring a laptop into the secured area, they will submit the request to their POC at least 15 days prior to the date they need to bring the laptop in into the restricted area. The laptop must be added to an EAL and include the following information: make, model, operating system, software, and reason the contractor needs the device. The Contractor will not be allowed to bring the laptop into the secured area until they have received approval in the form of an approved EAL.
8. Free Zone Procedures
a. Free zones will be identified by elevated ropes, barriers, fencing, or other suitable materials to clearly delineate it from the restricted area. Restricted Area boundary signs will also be posted along the Free Zone boundary at 100 ft. intervals. At all times, free zone security falls under the scope of Security Forces’ authority, however, Contractor Security Personnel (CSP) will be identified on an access letter and will perform entry control and monitoring duties throughout the work day. The CSP are authorized to open and close the free zone, after prior coordination with on duty Security Forces. At least one CSP will be posted at the Free Zone ECP and will provide entry control for the free zone. A CSP will be posted on the Free Zone boundary and provide immediate visual assessment (IVA). The CSP must have line of site for the entire Free Zone boundary. If this is not possible, additional CSP will be posted to fill in the gaps. All CSP will undergo training with Security Forces prior to the start of the free zone
c. Entry in the free zone is for mission essential activities only by authorized personnel required for contract completion, emergency personnel, or anyone specifically authorized by the installation commander or designated representatives. Emergency responders will not be hindered in the course of a response and Contractor Security Personnel will comply with the instructions of emergency responders/on-scene commanders (i.e. evacuation, security lockdown, etc.). All other visitors should check in with the project office prior to entry into the free zone.
d. Contact Security Forces, NCOIC of Integrated Defense, for further Free Zone guidance.
9. Areas of Access
a. Individuals utilizing Clear AFS billeting are authorized within the secured areas of the dormitories.
Access to secured areas of dormitories is through cypher locked doors. Personnel staying in billeting will be given the combination by their Clear AFS POC/Security Manager/Project Manager. At no time is the combination to the secure areas/cypher locks to be given out to unassigned or unauthorized personnel.
Any individual that violates this will be immediately removed from the installation.
b. POCs will coordinate with the Pass and Registration office if any of their personnel require long term passes or identification cards.
10. Areas off Limits
a. Areas considered off limits are annotated by signs throughout the installation. The signs indicate access to these areas is off limits except for official duties and at the permission of the 13 SWS/CC. As stated previously, individuals are only authorized access to areas that correlate with their work/project.
Personnel will contact their POCs if unsure of what areas are authorized.
b. Personnel will coordinate with their POC if access to an unauthorized area is needed to perform work. Individuals will NOT enter unauthorized areas without prior coordination.
11. Facility use while on Clear AFS
a. As a visitor or contractor, access to the installation may allow access to the Clear AFS dining facility (with prior approval/coordination). Personnel working projects on Clear AFS may access the Clear AFS Polar Bar, Bowling Alley, and the Base Shoppette. Other MWR/Services facility or activity use is restricted and at the discretion of the 13 SWS/CC and/or Services management. If specified in the contract, personnel may also utilize the Fitness Center to include the weight room, cardio room, basketball court, and racquetball courts. Prior to utilizing any equipment, individuals will read and understand the rules for each area and proper use of the equipment.
b. Use of these facilities is at an individual’s own risk and assumes they have read and understand the posted rules. Violations of rules when using these facilities will cause future denial of use and/or removal from the installation.
c. Report any damage, missing/lost/stolen items immediately to Security Forces at 585-6313.
12. Access Credentials (DBIDS)
a. IAW AFMAN 31-113, para 1.5.16, any person issued access credentials (DBIDS card or paper pass) will return to the issuing office when the contract is completed or when a contractor employee no longer requires access to the installation (e.g., quits or the contract is terminated).
b. Failure to comply may result in termination of future base access.
c. All personnel must immediately report a lost or stolen access credential to the local Security Forces and issuance office so the card can be updated as lost/stolen in DBIDS.
13. Miscellaneous Information
a. Privately Owned Firearms.
(1) Only permanently and temporarily assigned military and permanently assigned civilian members of Clear AFS are authorized to bring Privately Owned Firearms (POF) and ammunition onto the installation.
(2) Visitors and non-permanent party contractor personnel are not authorized firearm, weapon, or ammunition storage on Clear AFS.
b. Hunting and Fishing.
(2) Per CAFSI 32-7064, Hunting, Trapping, and Fishing, hunting and fishing on Clear AFS is only authorized to permanently assigned members of Clear AFS.
(3) Small Unmanned Aircraft Systems (sUAS) are defined as any small unmanned aircraft system including fixed wing aircraft, helicopters, multi-rotors, or “drones”, etc. capable of sustained flight in the atmosphere. FAA mandated 49 U.S.C. 40103 requires agencies to regulate aircraft operations in the National Airspace System to protect persons and property on the ground and collisions between aircraft or other aircraft. The use of unmanned aircraft systems for personal (hobby/recreational) or business
(compensation/for hire) reasons within the boundaries of Clear AFS is prohibited. IAW FAA Order JO 7400.8W the airspace above Clear AFS is restricted unless the (sUAS) is for official business and approved by 13 SWS/CC.
14. The procedures listed in this memo are subject to change depending on mission requirements, change in security posture, and/or any other reason deemed necessary by Clear AFS leadership and/or Security Forces. Contact POCs for any questions or concerns regarding these procedures.

1. When incorporating an emergency/standby electrical system (e.g. electrical generator) into the electrical system of a contractor’s industrial service or facility, the installation shall comply with all applicable requirements of the NEC with any local amendments to the NEC, as well as applicable Air Force Regulations.
2. Consultation with an electrician or an Electrical Engineer will help determine the necessary equipment to be operated under backup or emergency conditions. This is essential in determining the correct size of a stand-by electrical system (electrical generator) to be Installed.
3. Clear AFS requires transfer switches for contractor facility and industrial service installations to be installed by a licensed electrical contractor for safety reasons as well as proper application. All transfer switch installations require an inspection by the Clear AFS Civil Engineering Electrical Engineer or Civil Engineering Electrical Shop Lead.
4. Clear AFS will deny service to or disconnect service from any industrial service or facility that is connected to another electrical system other than the customer’s emergency/backup electrical system connected through the Clear AFS approved transfer switch.
5. Clear AFS will require an AF Form 332 with a one-line electrical diagram of the proposed installation showing the normal source (utility power), the alternate source (emergency/backup system), and an accurate depiction of the transfer switch employed. Clear AFS will also require the electrical generator manufacturer’s specific ratings and capacities for the unit proposed, the transfer switch manufacturer’s specific ratings and capacities for the transfer switch proposed, and a detailed description of the transfer switch operation.
6. Transfer switches must be of a design that will ensure that back feed into
Clear AFS electrical system is prevented. Transfer switches shall be approved by Clear CE Electrical Personnel prior to installation. Clear AFS Electrical Personnel shall make the sole determination as to whether or not an emergency/backup electrical system installation meets the site’s requirements and provides an appropriate level of protection against back feed into its electrical system.
7. Transfer switches shall be of the double-throw, open-transition type.

8. Modifying or overriding transfer switches is not acceptable. Clear AFS will deny service to or disconnect service from any industrial service or facility with an emergency/backup electrical system that is found to have any modifications made to a transfer switch unless such modifications are in compliance with the listing of the device by an approved testing laboratory and have been approved in writing by the Clear AFS Electrical Engineer.
