SPECIAL ITEMS

PART 1 GENERAL

1.1 SCOPE

Items included in this section cover special features and/or requirements which are not otherwise specified or indicated.

1.2 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submittals shall be submitted in accordance with SECTION 01 33 00.02 00 SUBMITTAL PROCEDURES.

1.4 FIRE SAFETY

1.4.1 Fire Protection

The Contractor shall comply with Clear Air Force Station fire protection requirements and NFPA 241.

1.4.2 Welding Permit

The Contractor shall obtain AF Form 592 "Hot Work Permit" (copy attached to this section) from the Clear AFS Fire Chief prior to any welding operations. Welding shall conform to AFI 91-203, Chapter 27, and requires inspection and approval by the Clear AFS Fire Department.

1.5 WORK CLEARANCE AND UTILITY OUTAGES

1.5.1 Clearance Request

The Contractor shall have a properly executed AF Form 332, Clear AFS Civil Engineer Work Request (copy attached to this section), coordinated through the Contracting Officer and signed by the Clear AFS Civil Engineer prior to

any work at the project site.

1.5.2 Utility Outages

All utility outages shall be coordinated with the Clear AFS Civil Engineer through the Contracting Officer in accordance with Tab 6 - Clear AFS Civil Engineering Memo to the Contractor Orientation Package prior to the planned utility interruption.

1.5.3 Clear AFS Base Access

Personnel access to Clear AFS is based on an approved name being listed on the Entry Authorization List (EAL) through the Contracting Officer and the Clear AFS Security Forces Organization. Additional information can be found in the Contractor's Orientation Package, attached to this section.

The Contractor shall maintain a personnel and vehicle list for all personnel and vehicles requiring access to the installation, including subcontractors. This list shall be updated weekly by the Contractor and provided to the Contracting Officer through the Contractor's Security Manager. This list shall be used to clear personnel and vehicles for access onto the installation. The required information on each list is as follows:

a. Vehicle lists shall include, for each employee and company vehicle, the make, model, serial number (VIN), year of manufacturer, color, license plate number, owner, and operating company.

b. Personnel lists shall include, for each person, the full name, date of birth, driver license number, US Citizen (yes or no?), full social security number (SSN), employing company, dates of requested for access, and recent NCIC background check.

c. Each list shall be provided on company letterhead, dated, and signed by the Contractor.

At the time of entry to the Base, the vehicle driver must be on the EAL and have proof of insurance and proper registration in possession. Drivers are prohibited to use cell phones while driving. The use of cell phones while driving could result in the loss of driving privileges. All drivers on Clear AFS shall comply with all traffic laws, Clear AFS Instructions and posted signs.

Impacts related to the Base denying personnel access are the responsibility of the Contractor.

1.5.4 REAL ID ACT

REAL ID ACT of 2005 to enter military installations and federal facilities in Alaska:

Beginning October 10, 2018, a state issued driver's license from Alaska is no longer an accepted form of ID for a Contractor or a visitor to enter a military installation in Alaska. The REAL ID ACT of 2005 (REAL ID) established federally mandated requirements and standards for the production and issuance of state driver's licenses and identification cards, to include:

- full legal name, date of birth, gender, driver's license or identification card number, front facing digital photograph, address of

SECTION 01 19 30.02 29 Page 2 principle residence, signature, physical security features designed to prevent tampering, counterfeiting, or duplication of the document for fraudulent purposes, and common machine-readable technology.

Currently, state issued driver's licenses from Alaska do not meet the federal standards for entry into federal facilities and installations. REAL ID compliant identification which may be used in lieu of state issued driver's license or identification cards include: U.S. Passport, U.S.

Passport Card, Federally-issued Personal Identification Verification (PIV) card, driver's license issued by the U.S. Department of State, Border Crossing Card, Department of Homeland Security (DHS) Trusted Traveler Cards, U.S. Military ID (including retiree and dependent identification cards), Veterans Health Identification Card, U.S. Permanent Resident Card (Form I-551), U.S. Certificate of Naturalization or Certificate of Citizenship (Form N-550), employment authorization document issued by DHS (Form I-766), U.S. Refugee Travel Document or other travel document issued by DHS containing a photograph and foreign government passport. CACs, dependent and retiree cards still are acceptable for personal entry.

1.5.5 Security and Site Manager Responsibilities

The Contractor shall comply with the provisions of DoD 5200.8-R Physical Security Program, - AFI 31-101 Air Force Instruction, Integrated Defense, and applicable security and law enforcement procedures established at Clear AFS. These documents and procedures can be obtained from the Contracting Officer.

The Contractor shall be responsible for protecting Government property, equipment, and resources issued or supplied under the terms of the Contract in accordance with AFR 207 1, and AFR 125 37. The Contractor shall implement necessary security controls and prescribed by the Clear AFS commander.

Any infraction of security rules or regulations on the part of any Contractor employee may be considered grounds for the Clear AFS Commander to prohibit re-entry into restricted areas or onto the installation.

The Contractor shall identify a Security Manager within the onsite work organization who shall be responsible for overall management of site security and have the authority to act in all security matters for the Contractor. The Security Manager shall attend on-site Security Escort Training. The Security Manager shall be on the site at all times during construction and shall be employed by the Prime Contractor. An alternate for the Security Manager shall be identified to serve in the event of the Security Manager's absence. The requirements for the alternate shall be the same as for the designated Security Manager. The Security Manager duties include:

a. Serves as sole Contractor point of contact for Base Security Forces.

b. Assures that all Contractors/subcontractor/suppliers adhere to site security procedures.

c. Manages requests for base access. Coordinates and submits all requests for base access and site access for contractor, subcontractors

SECTION 01 19 30.02 29 Page 3 and suppliers to the Contracting Officer 14 days in advance of required access. Personnel will be pre-vetted by the security manager to identify personnel not able to pass the background check.

d. Controls access into restricted areas (Within the fenced area around Buildings 800/804) - only badged and escorted individuals are allowed inside restricted areas (see Security Escort Qualifications)

e. Supervises the Contractor security escorts required for restricted areas.

f. Issues and controls Government provided site access badges.

g. Coordinates with Base Security Forces.

h. Assures that all gates and site are secured at the end of each work day.

Contractor Photo pass: If a Contractor requires photo capabilities on site, the camera brand name and serial number must be provided at the time the EAL is submitted. If approved, and photos are taken, photos have to be approved by Clear AFS Security Forces prior to downloading the photo from the camera and further distribution of the photo. Cell phones and cell phones with cameras are prohibited from the Restricted Area of the Clear AFS Radar, Bldg 800/804.

Contractor Security Escort Qualifications: Contractor Security Escorts must have a "secret" security clearance and attend on-site Escort Training provided by the Clear AFS Security Forces organization. Training shall be scheduled through the Contracting Officer. Contractor should plan at least six weeks in advance of the escort requirement if training is required.

Security Escort training lasts approximately 3 to 4 hours and includes written testing after self-taught session on site, and questions and answer session by Security Forces Personnel/Trainers.

1.5.6 Work in Restricted/Secure Areas (Inside Bldg 800/804 Security Fence and Building):

a. The Contractor shall supply security escorts for all workers in secure areas.

b. Workers in the secure area must be badged and escorted (within visual contact) at all times.

c. All personnel, including escorts, shall be processed through the Bldg 800/804 Entry Control point (ECP) to enter the secure area.

d. Assume minimum of 5 minutes per person to process through the ECP at the start of each shift.

e. Assume 2 minutes per person to process back through the ECP after exiting the secure area in the same shift.

f. All workers must be in visual contact with at least one security escort at all times.

g. All hand-carried bags and tool boxes shall be inspected by a Contractor security escort.

1.5.7 Contractor Use of Premises

The contractor will plan the work to occur during the core work hours of 6:00 AM to 6:00 PM Monday through Saturday to the extent possible.

Work outside of these core hours will be coordinated with the Contractor Officer in advance. Work requiring stakeholder or Clear AFS support or government participation may be denied due to personnel availability.

The Contractor's work limits, laydown areas, and office areas are as indicated on the contract plans and in specifications. Contractor's work limits will changes as other LRDR construction contacts are awarded.

Limit on site storage of materials to staging areas as indicated on the contract plans. Contractor is responsible for security of stored materials.

Smoking is only allowed in designated smoking areas. No smoking is allowed within 50' from all facilities.

Take reasonable and adequate precautions to protect the Owner's property from damage during execution of Work. Restore any damage to Owner property resulting from execution of Work or replace in a manner satisfactory to the Contracting Officer.

The Alaska Railroad services Clear Air Station and has rail spurs in the general are of the project site:

a. The railroad may be used by the Contractor for shipping materials to the project site; however, the Contractor shall be responsible for verifying the adequacy of railroad spurs/off-loading facilities.

b. The Contractor shall receive, handle and stage all material delivered to the site. The Contractor shall furnish all personnel and equipment required for unloading materials.

c. The Government will not be responsible for receiving, handling, staging, or security of shipped materials.

1.5.8 JOD Meeting Coordination Meeting with Government

At approximately 90 days prior to BOD, the Contractor shall participate in a coordination meeting with the Government to discuss critical physical and schedule interfaces. The intent of the meeting is to closely align the CP#2 MILCON and Government construction efforts with additional construction contractors. Topics may include, but are not limited to the following:

AM#03 ...

a. Construction of the ECF security interface and tie-in with CP#1 and CLR027 - (Emergency Power Plant Fuel Storage to include buildings 800 and 804). ...AM#03

b. Construction of the SSL-A perimeter with the Radar Prime and CP#3 Contractor.

c. Government Acceptance Testing schedule and implementation.

d. Commissioning of the ECF.

1.5.9 Initial Red Zone Meeting (IRZM)

At approximately 75 percent completion, the Contractor shall participate in the Initial Red Zone Meeting (IRZM). The Contractor shall be responsible for contributing to the agenda in support of the Administrative Contracting Officer (ACO) and the Alaska District Project Manager. The Government is responsible for distributing the agenda, conducting the meeting, preparing the minutes, distributing the minutes, and assigning action items. The purpose of the IRZM is to coordinate all of the activities leading up to project acceptance by the customer as well as completing contract and project closeout.

Items to be discussed include, but are not limited to, the following:

verify FSOMM requirements and submittal dates; review status of all outstanding submittals; verify spare parts, keys, etc.; turnover requirements and turnover dates; acceptance inspection and final acceptance; identify and schedule all tests to be witnessed by Government personnel; mechanical system tests and balances; commissioning; training sessions; preliminary as-built submittals; final as-built submittals;

warranty conference; building interior inspections; separate building exterior inspections, if necessary before snowfall; final utility readings;

erosion control and turf requirements; installation of specialized equipment and communications infrastructure; permanent keys for building, whose responsibility and when needed; site demobilization. Additionally, the project team will discuss the processes for completing the Contractor's Release of Claims (RoC) and Construction Performance Assessment Reporting System (CPARS). The Contractor is explicitly responsible for presenting electronic copies of the following documents to the ACO at the IRZM:

a. Current progress schedule

b. Current punch list.

c. Schedule of all tests to be witnessed by Government.

d. Up-to-date redline drawings and/or draft-final AutoCAD and Revit as-built drawings.

e. Draft of FSOMMS.

f. Draft of Warranty Plan.

The IRZM is also the forum for the Government Team and the Contractor to discuss any requirements for potential Final Contract Modifications to minimize the impact on the BOD and other key project milestones. The Government Team and the Contractor are jointly responsible for tracking all action items through resolution and addressing open issues in regularly scheduled management meetings following the IRZM.

1.6 WORK ACTIVITIES

1.6.1 Sequencing Work Activities

The Contractor shall plan and sequence the work in accordance with the contract and in a manner to minimize impact to ongoing operations at Clear AFS. The contractor shall also schedule and sequence the work in a way to

SECTION 01 19 30.02 29 Page 6 accommodate concurrent work by other contractors. This sequencing shall be clearly depicted on the construction schedule.

1.6.2 Construction Contract Key Dates

This contract merges with other contracts to support the fielding of the radar system. The following definitions and dates refine the information found elsewhere in the contract documents and may be used in conjunction with Sheet G-100005E to determine general work limits, work sequencing, required completion of specific work features (both specified and implied), and joint access.

Definitions:

a. Not Later Than (NLT): at, in, on, or before a specified time.

The date which the Government accepts the work as complete and turned over to the Government, and the date which "others" will be given access to a specified area.

b. Not Earlier Than (NET): at, in, on, or after a specified time. The date that "others" will be provided shared access.

1.6.2.1 Joint Occupancy Dates (JOD)

"Not Later Than" dates which "others" will be given access to a specified area. (or "Not Earlier Than" that shared access will be provided) Work must be completed to a certain point to accommodate the activities of "others". The identified contractor will have priority and control access in shared work areas.

a. JOD-C: Receive Site at final grade with all utilities installed under the security perimeter to allow installation of the SSL-A perimeter fence AM#03... when NTP is issued ...AM#03 . CP#2 construction contractor controls access.

1.6.2.2 Interface and Coordination Milestones

Dates which work features must be complete for others (NLT) or dates others work features will be made available (NET) are as follows:

a. Government Temporary Workforce Camp (TWC) is available for occupation by the CP#2 construction contractor after he/she receives

NTP.

b. Receive complete Central Services (water, fire water and sanitary sewer) which support the ECF, so that the ECF can be made operational NET AM#03... 01 July ...AM#03 2019.

c. Receive electrical service components in Pipe Entry Room 1, required for service to ECF, to connect (including installation and connection of feeders, and CW electric heat trace) NET 01 Mar 2019.

d. Receive normal electrical power service to power the ECF NET AM#03... 01 July ...AM#03 2019.

e. Receive access to the communications infrastructure in MCF Pipe Entry Room 1 and continuing to the CMC required for service to ECF to connect (including installation and termination of communication fibers) NET 01 Mar 2019.

g. Receive operational central systems and access in order to integrate ECF systems NET AM#03... 01 July ...AM#03 2019. Systems include BMS, FA/MNS, Security and telephone.

h. Receive access to the substation for site lighting NET AM#03... 01 July ...AM#03 2019.

i. The building systems addressed in Specification Section 01 91 10.01 29 CYBERSECURITY/RISK MANAGEMENT FACILITY DATA REQUIREMENTS will be considered substantially complete only after deficiencies identified during the control verification testing have been corrected. AM#03 CP#2 shall contract with SENTAR to complete the LRDR RMF programming requirements as specified in 01 19 10.02 29. ...AM#03 AM#03... deleted text ...AM#03.

j. Receive the Contractor Trailer Area Pad NET than NTP. Coordinate with the Contracting Officer Representative for contractor trailer location and temporary power installation coordination.

All Beneficial Occupancy Dates, Joint Occupancy Dates, and Interface Dates shall be depicted as milestones on the Contractor's construction schedule.

1.7 DISPOSITION OF MATERIALS

1.7.1 Construction Debris

The Contractor shall remove and dispose of offsite all construction debris, combustible, and non-combustible material. Combustible and noncombustible waste material shall be disposed of as indicated, and in compliance with Section 01 74 19.02 29 CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT. No burning will be permitted.

1.7.2 Trash Removal

The Contractor shall be responsible for the collection and disposal of all trash associated with this project. All of the Contractor's trash shall be disposed of off the installation. No waste will be brought onto Clear AFS from off-site. The Contractor shall not dispose of their waste in Clear AFS dumpsters. Contractor personnel found dumping construction debris into Clear AFS dumpsters shall lose their site access privileges.

1.7.3 Repairs and Cleanup

The Contractor shall be responsible for any repairs to the existing facilities that may be required due to demolition or construction activities. Any damage to walls, floors, ceilings, doors, equipment, paint, finishes, roads, fences, gates, etc shall be reported to the Contracting Officer and a repair plan determined. Repairs shall be performed only after approval of the method of repair by the Contracting Officer. The Contractor is responsible for clean-up of the work area.

1.7.4 Hazardous Waste Handling

The Contractor shall coordinate the disposal and temporary storage of hazardous waste with the facility Environmental Office prior to construction. The Contractor will be responsible for the safe removal of all hazardous waste from Clear AFS, however in certain instances the environmental office may be able to take possession of small amounts of

SECTION 01 19 30.02 29 Page 8 hazardous waste. This will be coordinated prior to construction. The Contractor shall establish satellite collection areas for temporary storage at or near the point of generation of hazardous waste and provide properly labeled satellite collection containers. The Contractor shall transport the hazardous waste from the satellite collection area to a hazardous waste accumulation storage area designated by the Contracting Officer. The Contractor shall provide a waste profile sheet on each waste and, if necessary, submit a hazardous waste stream sample for waste characterization profiling.

1.7.5 Existing Conditions Walk-Through

Prior to any work being performed, the CP#2 Contractor shall participate in a joint walk-through as scheduled by the Contracting Officer (buildings, roads, etc.) to observe and document existing conditions. The Contractor shall prepare documentation of existing conditions and obtain signatures of all walk-through participants indicating agreement with documentation.

1.7.6 Post-Work Conditions Walk-Through

Following the completion of work, the Contractor shall participate in a joint walk-through as scheduled by the Contracting Officer to evaluate final conditions. Any conditions not documented during the "Existing Conditions Walk-Through" will be repaired in accordance with direction from the Contracting officer. Following any repairs or clean-up after the "Post-Work Conditions Walk-Through" the Contractor shall participate in supplemental walk-through as scheduled by the Contracting Officer until all issues have been resolved.

1.7.7 Salvageable Material

Salvageable material, if not otherwise indicated, shall become the property of the Contractor. The value of such salvage shall be reflected in the contract price. The Contractor is still responsible to meet the waste diversion requirements as outlined in Section 01 74 19.02 29 CONSTRUCTION

AND DEMOLITION WASTE MANAGEMENT.

1.7.8 Disposal of Soils

No existing soil stockpile shall be moved from its present location without written permission from the Contracting Officer. No soils shall be removed from the installation for off-site disposition. Soils may be temporarily removed from the installation when approved for off-site remediation. Such soils shall be properly tracked and fully accounted for until returned to the installation and shall not be mixed with other soils at any time.

Unsuitable material will be disposed of (spread) or stockpiled on site or a local disposal area as directed by the Contracting Officer.

1.8 EXCAVATION CLEARANCE

The Contractor shall have a properly executed AF Form 332, Base Civil Engineering Work Clearance Request (copy attached to this section), coordinated through the Contracting Officer and signed by the Base Civil Engineer prior to any work or excavation at the project site. The Contractor shall attach sketches/drawings that clearly indicate the proposed area for excavation along with AF Form 332.

1.9 PARKING AND TRANSPORTATION

1.9.1 Material Loading, Unloading, and Storage

The Contractors shall provide their own material loading, unloading and storage equipment.

1.10 CONTRACTOR'S VEHICLES, HEAVY EQUIPMENT, AND FURNISHED VEHICLES

All Contractor vehicles and heavy equipment must be inspected and certified as meeting site safety requirements. Vehicles and equipment shall be maintained and kept in good repair by the Contractor during the course of construction. During construction, any vehicle that becomes inoperable or dangerous and cannot be repaired shall be removed from Clear AFS. All vehicles, equipment, and furnished vehicles shall be removed from Clear AFS upon completion and final acceptance of the project. If the contractor stores a vehicle on site for an extended period of time, he shall provide adequate and required protection from any fluids leaking from the vehicle.

This includes but is not limited to diapers, drip pans, etc. In the event that there is a spill the contractor shall immediately notify the Contracting Officer, Clear AFS environmental officer, and the Alaska Department of Environmental Conservation. The contractor will be responsible for any required soil remediation as a result of the spill at his own expense.

1.11 FREQUENCY AUTHORIZATION

All intentional electromagnetic emitting devices (radios, testing equipment, etc.) brought on site are required to be managed as follows:

a. The Contractor shall obtain authorization for radio frequencies required in support of this contract.

b. For any experimental, developmental, or operational equipment for which the appropriate frequency allocation has not been made, the Contractor shall provide the technical operating characteristics of the proposed electromagnetic radiating device to the Contracting Officer during the initial planning, experimental, or developmental phase of contract performance.

c. The Contracting Officer shall furnish the procedures for obtaining radio frequency authorization.

d. The Contractor shall include this clause, including this paragraph (d), in all subcontracts requiring development, production, construction, testing, or operation of a device for which a radio frequency authorization is required.

1.12 IDENTIFICATION OF EMPLOYEES

The Contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the work to display identification as approved and directed by the Contracting Officer. Prescribed identification shall immediately be delivered to the Contracting Officer for cancellation upon release of any employee. When required, the Contractor shall obtain and provide fingerprints of persons employed on the project. Contractor and subcontractor personnel shall wear identifying markings on hard hats clearly identifying the company for whom the employee works.

1.13 CLOSED INSTALLATION ACCESS

The Contractor shall be subject to restricted access control for Construction employees since the Clear AFS Installation is a closed installation. The Contractor shall abide by access control requirements described in paragraphs 1.5.3 CLEAR AFS BASE ACCESS and 1.5.6 WORK IN

RESTRICTED/SECURE AREAS.

1.14 SAFETY

1.14.1 Safety Training

The Contractor is required to arrange a safety briefing from the Contracting Officer prior to starting any work on the site. The site representative for the Contractor shall ensure that all workers are aware of the safety aspects of the contract and environmental conditions.

1.14.2 Accident Prevention Plan

The Contractor shall obtain the Contracting Officer's approval of the Accident Prevention Plan, required by EM 385-1-1, prior to start of any work at the project site.

1.14.3 Fire Protection

The Contractor shall comply with local Air Force fire protection requirements and NFPA 241. The Government will provide fire protection.

This will be accomplished through the use of the Clear AFS Fire Department.

The contractor is responsible for all other fire protection requirements.

This includes promptly evacuating and taking action as required to correct fire hazards, practices, or noncompliance with specifications reported by employees or identified through surveys. The contractor shall furnish fire extinguishers in facilities provided or constructed by the contractor. The fire department will provide fire extinguishers in existing facilities. The fire department will determine the type, size, and location of extinguishers per NFPA 10.

The Contractor shall obtain a permit from the organization having jurisdiction over the job site for any grinding, welding or open flame work. The Contractor shall coordinate with the Installation Fire Chief prior to any welding operations to obtain any required paperwork and/or training. Welding requires inspection and approval by the installation Fire Department.

1.14.4 Radiation Hazard Zone

There is a radiation hazard zone located at Building 800/804 (SSPARS);

contractor personnel are not allowed access into the zone. The Contractor shall outline procedures within his safety plan to ensure that no contractor personnel will stray into the radiation hazard zone.

1.15 COORDINATION WITH OTHER CONTRACTORS

This contract will be executed concurrent with other contracts, contractors, and the Radar Prime. In planning, sequencing, and scheduling his work, the Contractor shall minimize interference and inconvenience through cooperation with other authorized contractors. See FAR Clause 52.236-8, OTHER CONTRACTS. Contractor shall identify coordination issues

SECTION 01 19 30.02 29 Page 11 and potential conflicts and the Contractor shall submit them to the Contracting Officer for resolution. These issues will be a topic at the weekly coordination meetings. Significant interfaces are defined within this specification and elsewhere in the contract documents. In addition to the defined interfaces, contractors will share common areas, access and haul roads, borrow pits, and will cooperate in the execution of their contractors.

1.16 COMMONALITY REQUIRED FOR COMPONENTS AND EQUIPMENT

The Government requires commonality and compatibility of new components and equipment with existing. Products deemed as meeting these requirements are identified in the solicitation by "name or approved equal." These requirements apply throughout the work. Deviations shall be approved by the Contracting Officer.

1.17 TESTS

The Contractor shall provide testing, except where specifically noted to be performed by the Government, in accordance with SECTION 01 45 04.02 29

CONTRACTOR QUALITY CONTROL.

1.18 WARRANTY OF CONSTRUCTION

Reference 00 72 00, contract clause 52.246-21 "Warranty of Construction" for additional requirements.

1.18.1 Failures

Upon receipt of notice from the Government of failure of any part of warranted items during the warranty period, the affected part or parts shall be promptly replaced. Such replacement shall include furnishing and installing the necessary new part or parts, making all necessary repairs, restoring the affected item to the operating condition specified in this contract and making all such tests as are necessary to ensure that there are no remaining defects. Such tests shall be performed in the presence of representatives of the Using Agency indicated below. Upon final acceptance of the work or transfer of responsibility to the Government for operation and maintenance of the items covered, whichever is earlier, the Contractor shall be responsible to the Using Agency for the warranty provisions of this contract. A letter stating the applicable warranty provisions shall be furnished to the Contracting Officer in duplicate, in the format and text shown in the sample letter attached to this section.

1.19 TEMPORARY WORKFORCE CAMP (TWC) FACILITIES

1.19.1 Overview

A Temporary Workforce Camp (TWC) will be established on Clear AFS as indicated on the contract drawings. The TWC will service multiple contractors and organizations. Lodging and meal service will be provided to valid contractor staff and subcontractors without charge with the limitations and restrictions described below. Lodging required by the contractor in excess of that allocated will be the contractor's responsibility. The number of personnel residing in the TWC shall be kept to the minimum necessary and services are only authorized for personnel actively working on this project. Refer to TWC Policies and Procedures, attached to this section, for details.

The following baseline TWC Allocation Table establishes the quantity of rooms assigned during the contract period. The contractor shall provide the Government a monthly updated TWC staff curve projecting the lodging needs over a continuous six (6) month period as an appendices to the initial project schedule. The contractor shall submit with the staff curve a narrative addressing how the current projections compare to the current room allocation and if any adjustments are needed (i.e. offering excess rooms and/or requesting additional rooms).

The Contractor is responsible for managing allocations assigned in accordance with the staff curve until the rooms are released back to the Government for re-allocation. The Government may re-allocate unoccupied rooms to align with near-term needs in order to minimize vacancies.

Allocation adjustments and near term room adjustments will be addressed during the weekly TWC Coordination Meeting. The contractor is expected to have representation at each weekly meeting.

Facility damage by an occupant will be reported to the Government POC to address with the responsible party. In the event facility damage by occupants results in additional cost, the Government will seek compensation from the responsible contractor and/or prime contractor.

Mail services will not be available at the camp.

Alcohol and drugs are prohibited in the camp, this policy is enforced by the prime contractor. The camp operator will refer any violations of this policy to the Government POC. A smoke shack is provided on-site for tobacco users. Smoking is not allowed within 50 feet of the camp.

1.19.2 Temporary Workforce Camp (TWC) General Concept

Government housing and messing facilities will be available for use by Contractor personnel for the duration of the contract, beginning 01 July 2017 and will continue through the performance period.

Only Contractor personnel (including subcontractors) who are on the prime contractor's approved Entry Authorization List (EAL) will be authorized to utilize the TWC. The prime contractor is responsible for prioritizing and managing employees who will reside in the TWC (up to the authorized limit).

The contractor shall be responsible for providing the name, duration of stay and name of the employer and prime contractor on the updated current projection. For check-in and check-out procedures reference the LRDR TWC Operations Plan attachment.

Personnel who reside in the TWC will be authorized three (3) meals

(breakfast, lunch and dinner) for each day as a resident without additional charge. Additional meals may be purchased by either the TWC resident (credit card only) or corporately at the established rate.

Rooms (with meals) that are additional to the base allocation may be available at no additional cost to the contractor. These will be coordinated for and locked-in during the weekly joint TWC Coordination Meeting (see paragraph 1.25.6) throughout the contract period.

Contractor personnel using Government lodging shall maintain rooms and other facilities to acceptable standards for neatness, sanitation, and personal hygiene in accordance with the TWC Standard Operating Procedures.

1.19.3 Parking and Vehicles

Limited POV parking is available at Clear AFS and the TWC. The contractor will take steps to minimize vehicles at the site. The contractor will be allocated spaces at the TWC (issued placards or permits) as follows:

The Contractor shall manage the distribution of these spaces for the limited head bolt heater enabled parking. These spaces should be limited to company transport vehicles and limited POV. The contractor may develop (limited) parking at the job trailer site and laydown area for additional Company vehicles. A "cold" parking area will be made available for POV's, however, starting services, security, transportation to/from or snow removal will NOT be provided by the Government. The contractor is responsible for removal of abandoned vehicles at the end of the contract.

The contractor is responsible for transporting personnel to/from workplace and TWC.

1.19.4 Maid and Janitorial Service

Janitorial services and weekly maid and linen service will be provided.

Costs are included with the room.

1.20 FURNISHINGS FOR GOVERNMENT FIELD OFFICE

The Government field office are not required under this contract.

1.21 TEMPORARY HEATING

EM 385-1-1, Section 09.D.02.c, requires "close surveillance" of temporary heating devices. The Contractor shall interpret this to mean "continuous monitoring during operation of the temporary heater" to ensure the proper

SECTION 01 19 30.02 29 Page 14 operation of the heater and that appropriate fire prevention/response measures are taken. Continuous monitoring may be accomplished by on-site personnel, or through the use of a wired, a wireless, or in the case of steam or hydronic heating systems where combustion is taking place external to the construction, an internal monitoring system located at the source of combustion. Submit Temporary Heating Monitoring Plan for approval with APP or prior to commencement of applicable definable feature of work.

With regard to fuel combustion heaters, the following also applies: When fuel combustion heaters are used in enclosed structures, carbon monoxide (CO) shall be continuously monitored.

1.22 PARTNERING

The Government intends to establish a cohesive partnership with the Contractor, its subcontractors, and project Stakeholders through a AM#03...

deleted text ...AM#03 partnering session. This partnership will be structured to draw on the strengths of each organization to identify and achieve reciprocal goals. The objectives are effective and efficient contract performance, intended to achieve completion within budget, on schedule, and in accordance with plans and specifications.

This partnership will be bilateral in makeup, and participation will be totally voluntary. Implementation of this initiative will be a topic of discussion at the Post Award Orientation. Other recurring or special purpose meetings, as agreed between the Government and the Contractor, will be held as necessary to resolve contentious issues and maintain the partnering spirit. The intent of the partnering sessions is a cost sharing where the Government and Prime Contractor are equally financially responsible for any associated costs (i.e. venue, deliverables, minutes, third party facilitator, etc.)

Senior Partnering. The Government intends to foster the continued partnership with the Contractor and Owner through voluntary Senior Partnering sessions. This executive level partnering session will be structured to identify, monitor, and achieve project goals. Frequency and locations will be a topic of discussion and jointly agreed to at Pre-Construction Conference or project kickoff meeting.

1.23 BORROW SOURCES

1.23.1 Non-Government Borrow Sources

The Contractor shall check any non-Government, proposed borrow sources for the presence of hazardous substances and petroleum products as defined in ASTM E 1527. The publication includes guidance on previously examined sites. A Phase I Environmental Site Assessment, also as defined therein, shall be submitted for each proposed borrow site as a supplement to the Environmental Protection Plan specified in SECTION 01 57 20.02 29 ENVIRONMENTAL PROTECTION. The report shall identify any previous or current presence of hazardous substances at the site, regardless of whether they have been, or can be, released to the environment. The Assessment shall be performed under the direct supervision of an independent, registered professional engineer, currently licensed by the State in which the borrow source is located, and within such time frame as will ensure reports are valid when submitted. The engineer shall have a minimum of 3 years experience in performing satisfactory Environmental Site Assessments. All reports shall be certified in writing by the engineer and submitted in the standard format specified in the referenced publication, through the

Contracting Officer, to the Base Environmental Office for review. Reports shall be submitted at least 30 days prior to needing borrow materials in the work. The qualifications of the engineer performing the Assessment shall be included with the report. Where hazardous materials are indicated, use of the source will not be allowed. No borrow materials shall be brought onto Government property without approval of the Contracting Officer. The Government reserves the right to sample and test any borrow materials delivered to the project for conformance with this specification.

1.23.2 On-Site Borrow Source

a. The Government will provide an on-base borrow pit for the Contractor to use. The Contractor is under no obligation to use the on-base borrow pit. The on-base borrow pit, which is under the jurisdiction of the base civil engineer and his/her technical representative, will be inspected on a regular basis for compliance with these specifications.

Non-compliance with these specifications can result in the Contractor no longer being permitted to use the on-base borrow pit and the Contractor shall then be required to utilize an off-base borrow pit at no additional cost to the government.

b. The on-base borrow pit shown on the drawings (G-100003E and Attachment F.) is available for the Contractor's use. The Contractor is responsible for performing the necessary testing to determine the usability and reject level of the aggregate mined from the gravel extraction site. The government makes no claims that the borrow pit will meet the specifications, nor the materials needed to meet the aggregate specifications will be available at the on-base borrow pit.

If this source is used, aggregate shall be mined from the area as noted on G-100003E and Attachment F.

1. The on-base gravel extraction area shown on the "Location and "Vicinity Map" and designated "Borrow Pit" is available for this contract only. This contractor will be required to share the borrow pit area with other contractors.

c. The use of off-base borrow sites, aggregate sources and concrete batch plants will not constitute a change in contract price.

d. The method of operating the on-base borrow pit will be subject to approval in order to obtain materials conforming to the specified requirements, to ensure utilization of available materials to the best advantage, and to avoid opening numerous small pits, or shallow pits over large areas. The pit shall be opened in such a manner as to expose the vertical faces of the deposit for suitable working depths. All strata and pockets of unsuitable materials overlaying or occurring in the deposit shall be stockpiled for reclamation as directed.

e. Preliminary approval of the on-base borrow pit shall not mean that all materials found in the deposit will be acceptable and the right is reserved by the Contracting Officer to reject certain areas, strata, or channels within the areas and zones of the gravel extraction area, when in the opinion of the Contracting Officer, the material is unsatisfactory.

f. The contractor shall provide all of the required work for the development of the on-base borrow pit, which includes but is not limited to: clearing and grubbing, stripping and stockpiling of the overburden, field surveying to locate boundaries, stockpiling of the

SECTION 01 19 30.02 29 Page 16 reject materials in the designated areas, and satisfactory drainage of the on-base borrow pit. These items shall be considered as incidental operations to the gravel extraction process and will result in no additional cost to the Government.

g. The access road to the on-base borrow pit is an approximately 3.6 m (12

ft) wide earthen road. The Contractor shall provide dust control on this road. The Contractor shall maintain this road using gravel from on-base borrow pit

h. The clearing and grubbing, and overburden material generated from the gravel extraction operation shall be placed in the area labeled "Area To Reclaim 1.5 Acres" on Attachment F. This material typically consists of brush hogged trees, brush, grass, peat, organics, and sandy gravels with high levels of clays and silts.

i. Stockpiling of the Reject Material: The reject material generated from the crushing or screening shall be stockpiled at locations as directed by the Contracting Officer.

j. Reject material is defined as the uncrushed material generated by the crushing operation which is scalped off prior to being crushed and has no further use on this contract. When this material complies with the material specifications for structural fill and backfill, subbase fill and backfill, select material, utility bedding material, sand, etc., the Contractor may use this material for those items in this contract.

k. All excess processed/unprocessed material and excess reject material shall remain the property of the Government. Access to the reject stockpile shall be provided by the contractor at no additional cost to the Government.

l. Submit a gravel extraction plan at 1:1000 scale to the Contracting Officer for approval, which includes the following: mining procedures, concrete plant and crushing plant layouts, other equipment layouts, stockpile locations and quantities, stripping locations, clearing and grubbing areas, temporary generator locations(s), construction water source (i.e.. Well, tanker, etc.). At the completion of the mining, the Contractor shall submit to the Contracting Officer the following: the actual layout of the area mined with actual quantities of all materials extracted and the actual layout of the original gravel extraction plan.

m. Mining Operations

1. Contractor shall be Mining Safety and Health Administration (MSHA) certified and shall follow safe mining procedures IAW applicable State and Federal regulations, namely MSHA.

2. During the mining operation and upon completion of the mining operation, the Contactor shall make sure that the remaining vertical walls of the gravel extraction area that are mined do not exceed a height of 6 m (20 ft) from the gravel extraction floor to the first bench level, from the first bench level to the second bench level, etc. The remaining vertical walls will be stepped upward and into the vertical face with a rise of 6 m (20 ft) (maximum) and a run of 12 m (40 ft) (minimum) for each 6 m (20 ft) bench level up to the top of the vertical face. Submit benching plan to the Contracting Officer for approval. Limit excavation depth to approximately 3 m (10 ft) above the groundwater table.

n. Submit copies of borehole logs, test pit logs, or other analyses of on-base borrow pit materials done by the Contractor.

o. Demobilization Requirements. The Contractor shall count all loads of material leaving on-base borrow pit. The Contractor shall submit monthly running totals for each type of material (in metric tons) removed from the on-base borrow pit to the Contracting Officer in accordance with the reports provided in the Contractor's Orientation Package (see Attachment A.). The Contractor shall demobilize from the on-base borrow pit not later than 30 days after completion of the work requiring use of the site.

p. Upon completion of the work covered by this contract, the Contractor shall leave the borrow areas and adjacent premises in a satisfactory condition, with free drainage to adjacent drainage area. Contractor shall level out the gravel extraction floor, filling in all holes, and leveling out all piles except for those stockpiled for future use. All spills shall be cleaned up.

1.23.3 Construction Water

Construction water is available for the Contractor's use at Lake Sansing.

The contractor may establish a water point at the locations indicated on the project site and vicinity map AM#03... G-100003E ...AM#03. The contractor is responsible to develop the site and decommission the well.

The contractor is responsible for all permitting requirements through Clear AFS, State of Alaska (ADEC) and State of Alaska (ADNR).

1.24 COORDINATION OF WORK

1.24.1 Weekly Coordination Meetings

The Contractor shall participate in weekly coordination meetings with the Contracting Officer and other Government representatives, as applicable.

The Contractor shall be responsible for preparing the agenda in coordination with the Contracting Officer, distributing the agenda, conducting the meeting, preparing the meeting minutes, distributing the minutes, and tracking action items. The Contractor's superintendent, project manager, security manager and QC System Manager shall attend each meeting. Typical topics shall, consist of but not limited to the following: AM#03...

a. Review of the previous week's activities and progress;

b. Forecast of the following two week's activities and progress;

c. Upcoming utility outage or street closure;

d. Status of shop drawing submittals and reviews;

e. Status of outstanding requests-for-information (RFI);

f. Status of pending modifications;

g. Anticipated modifications; proposed schedule changes;

h. Safety incidents and changes to site hazards and/or plans;

j. BOD/JOD Dates/Availability Dates;

1.24.2 Weekly Schedule Review Meetings

The Contractor's Project Manager shall lead weekly Look-Ahead Meetings to coordinate work with the Contracting Officer and all other stakeholders.

The Contractor will schedule the meeting at a time and location that is agreeable by the Contracting Officer. The contractor shall present a 3-week look ahead schedule that is generated from the approved and updated Initial Schedule.
