5/6/2014https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicReportAll...

On: Jan 09 2014.

Government Response.. No. The prime should submit no more than 5 projects. If the prime is a joint venture, that prime will have to make a decision on how to divide the 5 projects between each half of the JV. On: Jan 10 2014

Current Request Status: Request Closed Information for this report is procurement sensitive.

5480777 General Tab C Factor 2 Past Performance Comment Classification: Public (Public)

For Past Performance references on the design firm and consultants projects presented under Tab B, if the projects were design/build is it acceptable to submit the CCASS of the prime as the design consultant would not have received a separate ACASS?

On: Jan 13 2014.

Government Response.. The preference of the Government would be to have a PPQ submitted for the design firm that has been filled out by their customer (this may be the prime contractor). In lieu of that, a CCASS rating is acceptable. On: Jan 15 2014

Current Request Status: Request Closed Information for this report is procurement sensitive.

5577485 Contracting Proposal Schedule Comment Classification: Public (Public)

Please clarify how Proposal Items 0005, 0006, and 0007 (Options 1, 2, and 3) are to be integrated into this proposal.

The conceptual design shows a 3-story structure, as a multi-story structure is necessary due to site constraints. Yet each of these Options describes an additional two modules, which would comprise 1 additional block of two modules on 1 level only. It would make more sense to propose 1 additional block of six modules.

On: Mar 27 2014.

Government Response.. Based on the building footprint that was developed at the original charrette, the idea is one additional block of 2 modules per floor; with each floor representing an option in sequence. So first option would add 2 modules to the first floor. Second would add 2 to first floor and 2 for second floor.

Last option adds 2 modules to each of three floors. However the floor plans presented are not the mandatory design arrangement. DORs are encouraged to design and present their own ideas to satisfy the base and option numbers of modules and do so in a manner that works with overall building construction, visual design, circulation and internal utilities. 5586599 Mechanical 011910.0029 2.6.4

Comment Classification: Public (Public)

Section 011910.0029 2.6.4 state design conditions in space such as offices, fitness, day room, modules, mail, vending, corridors, and toilet are to be 78 degrees F and COMM at 80 degrees F. The outdoor conditions is 81 degrees F. Section 2.6.13 2. Prohibits mechanical cooling and 11 of the same section for COMM says ventilation cooling only. The only way to achieve the indoor cooling temperatures is to employ evaporative cooling. Is evaporative cooling allowed?

On: Apr 03 2014.

Government Response. . Mechanical cooling is NOT allowed for this project. Evaporative cooling is NOT allowed for this project. Use criteria in U.S. Army Corps of Engineers' Technical Instruction TI 800-01, Part 6.a. Comfort Mechanical Ventilation, which states: "Systems will be designed, installed, and protected according to the ASHRAE Handbooks. A design goal of achieving an indoor temperature of 25.5 °C (78 ° F), 90 percent of the time should be used. Since mechanical ventilation is used in milder climatic areas where the wet bulb temperature is lower, the ASHRAE effective temperature criteria should be considered in determining design conditions. It must be recognized that mechanical ventilation cannot achieve comfort conditions to the same extent as air-conditioning. However, the need for more prudent use of energy dictates the use of mechanical ventilation in milder areas where maximum temperatures are limited and normally of brief duration." Part 3 Building Program Criteria

3.1 Room Criteria Sheets, Laundry

Comment Classification: Public (Public)

Also reference: TAB 4, Appendix 03 USAF Unaccompanied Housing Design Guide, Page 31.

There is some discrepancies on the washer dryer count given in the RFP. The criterion sheets appears to indicate two ratios. 1 unit/6 persons for both washers and dryers, then in a second sentence 1 unit/14 persons for both washers and dryers. We are not sure which is correct, or why two different ratios have been stated. To complicate this, the USAF-UHDG guide encourages laundries within the living modules, but allows centralized laundries with a ratio of 1:8 for washers, and 1:6 for dryers.

Please clarify:

• Which of the three ratios provided for washer/dryer count is correct, as none of them match what is shown in conceptual plan.

• Is the washer/dryer count to be based on 144 or 168 occupants in a centralized configuration? (three laundry rooms, one per floor)

• Can we consider deleting the centralized laundry rooms and providing a washer/dryer in the unit, per the UHDG preference?

• In plan, what are the two larger alcoves on the outer wall intended to be?

• Can both stacked washers and stacked dryers be utilized, or any combination of stacked washers and dryers?

On: Apr 04 2014.

Government Response.. * Which of the three ratios provided for washer/dryer count is correct, as none of them match what is shown in conceptual plan.

ANSWER: We would prefer a washer/dryer in each module. If that is not possible and centralized laundry rooms are implemented - we would like to use the criteria in the USAF UHDG (1:8 for washers, and 1:6 for dryers) and we'd prefer top loading commercial grade units (for centralized laundry rooms).

* Is the washer/dryer count to be based on 144 or 168 occupants in a centralized configuration? (three laundry rooms, one per floor)

ANSWER: The number of washers/dryers would need to be adjusted accordingly depending on number of rooms/modules.

* Can we consider deleting the centralized laundry rooms and providing a washer/dryer in the unit, per the UHDG preference?

ANSWER: Yes. Our current preference would be providing a washer/dryer in each module.

* In plan, what are the two larger alcoves on the outer wall intended to be?

ANSWER: Don't understand the question. Can't identify the areas in question.

Page 9 of 25ProjNet: Logged In User

* Can both stacked washers and stacked dryers be utilized, or any combination of stacked washers and dryers?

ANSWER: If placed in each module - stacked washer and dryer units are acceptable though top loaders are preferred. If centralized laundry rooms must be used - we prefer top loading commercial grade units.

The response to question 5586733 disallows dedicated mechanical cooling for electrical and communications rooms and the response to question 5586599 mentions TI 800-01, Part 6A Comfort Ventilation. In spite of the fact that comfort ventilation doesn't apply to electrical and comm. rooms, are we allowed to design these rooms per TI 800-01 Part 6A with the understanding that the 80°F maximum room temperature (2.6.13.A.11) will be exceed? If not please provide direction on how to design a room with free cooling with an ambient design temperature of 81°F (2.6.4B) and a maximum room temperature of 80°F.

On: Apr 10 2014.

Government Response.. In regards to interior room temperatures as listed in the table shown in Section 01 19 10.00 29, Para 2.6.4.B and the use of mechanical cooling, it is the determination of the 354th CES at EAFB that mechanical cooling (air conditioning) will not be used in any portion of the building, including Electrical and Telecommunications Rooms. Because summer Outside Design Temperatures are within the operating temperatures for systems used at EAFB, the requirement to meet specific high temperature limits through the use of mechanical cooling is not required. The use of ventilation only systems will be used to mitigate heat load build-up and maintain room temperatures. Given that historical data shows that ambient temperatures rarely exceed the summer Outside Design Air Temperature of 81F, ventilation cooling only design for electrical and telecomm rooms shall be based on maintaining temperatures no higher than 10 F degrees above ambient for 90% of the time. Additionally, ventilation only shall provide a slight positive pressure into telecomm rooms to reduce dust infiltration. Minimum heating temperatures listed are still applicable. On: Apr 21 2014

Section 01 19 10.00 29 Paragraph 2.6.13.A.14 requires the ventilation system to maintain dormitory living spaces at no more than 9° above ambient air temperatures. The RFP does not allow mechanical cooling. In the response to Bidder Inquiry ID 5586599 it is stated that evaporative cooling is not allowed. It should be noted that evaporative cooling is not mechanical cooling. In order to maintain the 9° requirement without allowing mechanical or evaporative cooling it will drive the size of the air handling equipment beyond the size of the programmed space. Please clarify where in the RFP evaporative cooling is excluded.

On: Apr 10 2014.

Government Response. . Mechanical cooling and evaporative cooling have been added to Section 01_19_10.00_29-2.6.18 "Prohibited Items".
