Control No. POA 14-34
LIMITED SOURCES JUSTIFICATION & APPROVAL
FOR OTHER THAN FULL & OPEN COMPETITION
1. CONTRACTING AGENCY: U.S. Army Engineer District, Alaska, Contracting Division, P.O. Box 6898, JBER, Alaska 99506-0898.
2. DESCRIPTION OF ACTION: This is a Justification and Approval (J&A) for Other than Full and Open Competition to include a sole source (brand name) specification for the BEST BASIS V electronic key card access system in solicitation W911KB-14-R-0017 for the 168 Person Dormitory, Eielson AFB, Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY14 MILCON funds.
3. DESCRIPTION OF SUPPLIES: This J&A is for the inclusion of a brand name specification for the BEST BASIS V series keyless entry system in the Dormitory (EIE326) on Eielson AFB, Alaska. The system is a hotel-type system with card swipe units compatible with DoD Common Access Cards that will be used to access building-wide security zones that require visitor access control (escorts or contractor badges), non-classified secured zones/spaces within the building and certain secured offices within security zones. Estimated cost of the system is , based on three (225) 45HBV (Mortise) units at a price of ea. The Best BASIS V system is a commercial off-the-shelf (COTS) system that is available to the general public in the same form as being procured by the Government. The estimated cost of the system is approval authority is the Procuring Contracting Officer.
4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2), when only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED:
a. Background: Eielson AFB utilizes a master keying system by BEST Universal Lock Co.
Army policy is to utilize a master plan for the electronic key card access system that requires installation buildings to use equipment from a single manufacturer for consistency, compatibility and sustainability.
b. Justification: Eielson AFB has established the BEST electronic key card access system as the required standard system. Use of a product from a single manufacturer on all Eielson construction projects is required for consistency, compatibility and sustainability across installed electronic key card access equipment. FAR Subpart 6.302-1(c) authorizes the use of a brand name description when such descriptions are essential to the Government’s requirements thereby precluding consideration of a product manufactured by another company.
c. Impact: Use of multiple electronic key card access systems on buildings throughout each base would require the Eielson lock shop to maintain multiple types of systems, which does not provide the consistency, compatibility and sustainability required by the Eielson AFB Master Plan. Systems from other manufacturers would be removed and replaced with the IMCOM standard resulting in substantial duplication of cost.
d. Alternatives: None. The Eielson standard electronic key card access system is BEST for the Army projects.
6. EFFORTS TO OBTAIN COMPETITION: Based on information in paragraph 5, above, competition for the sole source brand name items to be included in solicitation W911KB-14-R-0017 is not feasible.
7. ACTIONS TO INCREASE COMPETITION: Based on information in paragraph 5, above, competition for the sole source brand name items to be included in solicitation W911KB-14-R-0017 is not feasible.
8. MARKET SURVEY: A sources sought notice for market research for alternative sources/items for the BEST brand B.A.S.I.S. V Card Reader System was posted on FedBizOpps in March 2013. Two responses were received, both of which were for units manufactured by Ingersoll Rand/Schlage; these responses were evaluated by USACE and while these units might provide comparable performance, they were determined unacceptable, as the BEST products are utilized by Alaska installations in order to simplify ordering and maintenance, provide commonality of components and reduce multiple product training requirements for maintenance staff.
9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be included with the solicitation when the solicitation on the Government Point of Entry (www.fedbizopps.gov). Any sources that indicate interest as a result of the publication will be evaluated.
10. OTHER FACTORS:
a. Procurement History: The Best BASIS V electronic key card access system has been specified and provided for prior FY11 to FY14 projects on military installations throughout Alaska.
b. Acquisition Data Availability: Not applicable.
c. Unusual and Compelling Urgency: Not applicable.
d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the Prime contractor awarded the contract.
