Control No. POA 14-36

LIMITED SOURCES JUSTIFICATION & APPROVAL

FOR OTHER THAN FULL & OPEN COMPETITION

1. CONTRACTING AGENCY: U.S. Army Engineer District, Alaska, Contracting Division, P.O. Box 6898, JBER, Alaska 99506-0898.

2. DESCRIPTION OF ACTION: This is a Justification and Approval (J&A) for Other than Full and Open Competition to include a sole source (brand name) specification for the Monaco BT-XF Transceiver in solicitation W911KB-14-R-0017 for the 168 Person Dormitory on Eielson AFB, Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY14 MILCON funds.

3. DESCRIPTION OF SUPPLIES: This J&A is for the inclusion of a brand name specification for the Monaco BT-XF Transceiver in the Dormitory on Eielson AFB, Alaska. The Monaco transceiver is required for interface with the existing wireless central Monaco D-21 supervising station used by the Eielson Fire Department. Estimated cost of the system is ; approval authority is the Procuring Contracting Officer.

4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2), when only one responsible source and no other supplies or services will satisfy agency requirements.

5. REASON FOR AUTHORITY CITED:

a. Background: Eielson AFB Base Fire Department utilizes a Monaco D-21 supervising station for monitoring the fire alarm systems in all buildings on Base. The fire alarm systems in each facility must have the capability to communicate with the Base wide systems.

b. Justification: A Monaco BT2-8 or BT-XF transceiver is required for any manufacturer’s fire alarm panel to communicate with the Monaco D-21 supervising station. Fire alarm panels of other manufacturers may be utilized, however, a Monaco transceiver is necessary to serve as the interface between the building fire alarm panel and the Eielson AFB Monaco supervising station. Transceivers from other manufacturers will not communicate with the Central Monaco Fire Management System. The single Monaco transceiver allow procurement of a fire alarm panel or building mass notification system from other manufacturers. This J&A is for the interface units only.

c. Impact: Failure to incorporate the requirement for compatibility with the existing fire alarm systems will result in a failure to meet functional and design requirements of each system and could result in a failure in notification of an incident in the event of a fire or other emergency.

d. Alternatives: None. Specification of a Monaco transceiver for the fire alarm system is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

6. EFFORTS TO OBTAIN COMPETITION: Based on information in paragraph 5, above, competition for the sole source brand name items to be included in solicitation W911KB-14-R-0017 is not feasible.

7. ACTIONS TO INCREASE COMPETITION: Based on information in paragraph 5, above, competition for the sole source brand name items to be included in solicitation W911KB-14-R-0017 is not feasible.

8. MARKET SURVEY: A sources sought notice for market research for alternative sources/items for the Monaco D-21 Fire Management System receiving equipment was posted on FedBizOpps. No responses were received; no alternative items were proposed as a result of this notice.

9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be included with the solicitation on the Government Point of Entry (www.fedbizopps.gov).

Any sources that indicate interest as a result of the publication will be evaluated.

10. OTHER FACTORS:

a. Procurement History: The installation master plans have selected master/supervisory systems to comply with Army standardization programs and minimize risks to life safety in emergency situations. These construction materials are required in the Eielson AFB Dormitory in order to interface with the existing master/supervising systems.

b. Acquisition Data Availability: Not applicable.

c. Unusual and Compelling Urgency: Not applicable.

d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the Prime contractor awarded the contract.
